Gould LAY BARE SCANDALS AND MAKE REFORMS That Teapot Dome deal should be the pivot upon which reform should swing. There should be a thorough cleaning with respect of transactions affecting the public. This scandal shows what transpired in one very openable deal. There may be other questionable deals. Public wants to know. The public has a right to know the public's business. There should be no sidestepping leading, in any quarter. Above all, there should be no from Politics. The people's business should be transacted an uncesslike way. There should be honesty and honor in every lease or other transaction affecting the public. Teapot Dome leads to a complete reformation and a cleansing, wherever cleansing may be needed in safe interests of the public with reference to the public. The nauseous business will have served a good purpose in handling of the public's business be lifted above cion of graft, corruption, or impropriety in any form. Enduring peace throughout the world will come only through a consistent, persistent longing, insisting and deeding, on the part of the masses of mankind, that wars and clauses of wars shall be wiped out once for all. SYMBOLS OF AMERICA ARE ITS GREAT ONES A character like Woodrow Wilson symbolizes the government and people, the power and the greatness of this country. Aliens have hazy notions about the American government and people. But they can grasp one great, solitary figure. Theodore Roosevelt and Woodrow Wilson were great symbols of America during these later days. Abraham Lincoln was, in his day. Alien peoples, living in distant lands, looked to these shores and millions gathered their estimate of this country, its government, its institutions and its people, from these outstanding figures. Well for the United States that this country and all that it holds sacred should be symbolized in its truly great men and women. For they, in their lives, exalt the virtues which appeal strongly everywhere. They stand for America. And their lives and their ideals make this land resplendent throughout the world. "Say it with flowers" of praise while great persons are not living. Do not be cruelly captious and unappreciative toward them in life and save all the plaudits for them after they have passed beyond hearing. Chicago civic opera stars probably never sang to a more enthusiastic and appreciative audience than that which filled the huge auditorium at the first performance. Nearly 4000 students were there to hear "Hansel and Gretel" in English, the Humperdink opera, with whose score and story they were thoroughly familiar, to judge by the appreciative silences and well-timed roars of applause. There were children of every class and many races, and it was quite apparent they enjoyed every minute of the performance. Women seem t' succeed at everything 'cept standin' back when passengers are tryin' t' git out of an elevator. One of the great questions in the proper handling of prisoners is the length of time that he should stay behind bars. Bars. Modern views of malefactor considering his life convince us that the prisoner is mentally sick and he need treatment more than he need punishment, but the antiqual view is that time is a cure for crime. There never was a great fallacy. No judge has a right sentence a man looked upon normal to a definite sentence without some means of light ing that sentence when the mans is ready to be released. How to Repay Victim? Another problem that never been fully thrashed out during the handling of prisoners, yet it seems to be one that should be foremost in the minds of people, is: How may we make delinquent indemnify his victim? If a man steals a silver platter worth $100 and pawns it $50, and then upon squandering the money, is arrested and put prison, it seems as if some scheme could be worked out to make a prisoner earn $100 to be given back to the owner of the plate. "The question is how this can be done. As a matter of fact, the prisoner becomes at once on terring the prison a debtor to state, which feeds him clothes him and amuses him. That is the first charge against the inmate. The second charge is a sufficient sum put aside out his earnings for the man who he is released to keep him free becoming a pauper and a burden upon the community, otherwise he will soon be in again and come a recidivist. Part of the sum from time to time shoot go to the support of his dependents. If after all this is done there is anything left, it should go to indemnify the owner of the plate."
