BELGIANS LIMIT LIMITED DRY LAWS LOS ANGELES, Feb. 7.—Altho there is prohibition in Belgium, it is prohibition of a lesser order; men still sit in cafes and restaurants conversing over long-stemmed Rhine wine glasses or steins of beer, and still they are sad. Sad because they have not gin and cognac and other strong drinks, and particularly because they have not liberty. Such is the word brought here by Leon Wielemans-Cuoppens proprietor of a Brussels hotel, brewer and capitalist, who is now in Los Angeles. In Belgium, Wielemans-Cuoppens says, prohibition took effect two years ago in a form that allows wines and beer, but which excludes whiskies, brandies and other drinks of the strong variety from the cafes, but which permitted their purchase, two quarts at a time, for use in the purchaser's home. This form of prohibition does not satisfy Belgium, Wielemans-Cuoppens said. "It is not so much the desire for the stronger drinks as the craving for liberty," he said. The Belgian brewer was emphatic. Though he smiled, he raised both arms in appeal. "Is not liberty the greatest of all things?" he asked. "My countrymen are not at all satisfied with our prohibition, for they desire liberty." Wielemans-Cuoppens admitted there was much drunkenness in Belgium, but parried questions on this point with a query. "And is there not a great deal of intoxication in America?" Recording no answer, he said: "I think there is just as much."
