With nearly every month that passes in the city building inspector's office, you think to yourself: "There's nothing big in sight for weeks now, and the building peak is bound to be lower."
January was no exception. But with the month two thirds over, 64 permits have been issued, representing a valuation of $162,942. This is up of yesterday. At this rate the total for the 31 days, minus Sundays, New Year's day and half holidays, will be roughly $216,000.
Two hundred thousand dollar months haven't been so common, even if the city has surpassed that by 30 or 35 per cent.
Santa Ana's building valuation so far in 1924 amounts to only $142,865.
December last showed a valuation of but $143,482 and there were only four months of 1923 that witnessed valuations exceeding $200,000.

Secretary George W. Reid of the chamber of commerce was the speaker of the evening last night at Puente, when the latter organized "The Puente Chamber of Commerce of the La Puente Valley." Reid told of the advantages of chambers of commerce, the pitfalls they should avoid, etc., and detailed some of his experiences in Delano, Anaheim and elsewhere. Approximately 130 were present. The affair was held in the Ladies' club building, a large and handsome structure erected recently.

Pacific Telephone Predicts Gain Do That of 1923

SHELL MAY HAVE PIPE TROUBLES

Crack judgment should not be passed upon the Shell Co.'s Torrance well on the Keystone lease. The fact that it did not come in a gusher may be due to pipe trouble and when this is remedied the well may make a good showing. At $810 feet the Shell Keystone bailed heavy oil, some sand and water. It is believed that the liner and the oil string may have collapsed to a certain extent and allowed the water to come in. Tests to date show that the well has little gas, and altho it may not make a flowing well there is hope for a commercial producer on the pump.
The California Drilling Co. led the producers of the Torrance field for production this past week. For the Black Diamond Oil Co. the California Drilling Co. completed an 860 barrel well.
Geo. F. Getty's No. 8 a producer completed at 3660 feet took the second honors of the Torrance field for the week with a flow of 550 bbls. Getty completed No. 9 at $790 feet but failed to get 2 to flow. No. 13 was also completed at a little better than $790 feet and failing to flow was put or the pump.
The Julian Petroleum Corp. was fortunate, it seems, in getting its No. 6 to make a commercial producer. Julian 6 is the most southeastern well in the field, being further on the south line than the Federal Drilling Co.'s Gerner well. Julian 6 has been on the pump for several days and has made as much as 350 barrels. Julian 1, formerly called the Splitzoser, failed to perform at $370 and will be drilled deeper for deep test purposes.
The next big producer for the Torrance field is scheduled for the discovery company, the Chansler-Canfield Midway, on the Kettler property. Kettler No. 2 has been

Deep drilling on the northwest side of the field and also on the southeast section of the Torrance-Redondo district has not met with any success. The Standard Oil Co. has passed the 5200 mark on the Felkner well, and the Union Oil Co. is down over 5400 feet on the Weston well and neither have found any oil indications worth considering.
MAKE FIRST POLE
Anaheim Metal Works has completed first of the 40 metal light posts for the city park. The post is similar to the fluted posts in the downtown district, except that it is hexagonal. It is a very ornate job and a credit to the local industry.
About six poles can be turned out in the semi-weekly "heat."

STOCKS CLOSE STEADY
NEW YORK, Jan. 23—The stock market closed steady today. A few specialties had wide movements but generally the list held within fractional range with the tendency a forward one.
Steel common improved % to 100% and similar gains were made in other steels. Corn Products sold up 5 points to 174%; Industrial Alcohol % to 74%; American Sugar 1% to 56%; Consolidated Gas 2 points to 65% and Mack Truck 1% to 85.
Davison Chemical fell back two points to 63% and General Electric 2 points to 212%.
Ralls were moderately higher with the exception of Lehigh which dropped 1½ to 69%.
Oils held steady.
Government bonds unchanged; railway and other bonds steady.
Stock sales today 977,600 shares: bonds $13,222,000.
CORN STRONG: WHEAT DULL
CHICAGO, Jan. 23—Continued scarcity of country offerings was reflected in corn's strength, which was shared by oats at the close today.
Wheat was dull in sympathy with export business.
Wheat closed ½ to ½ higher. Provisions were unchanged to lower.

Pacific Telephone Co. Predicts Gain Double That of 1923
The Pacific Telephone & Telegraph Co. system's construction program for the year 1924, in the state of California, involves capital outlay considerably in excess of the amount which has ever before been spent in this state in any single year. The plans involve expenditures in excess of $40,000,000, which will be spent for the additions to land, buildings, equipment and outside plant required to care for the constantly increasing demands on the system. During the year it is expected that there will be not gain in the state of more than 110,000 stations, which is 50 per cent greater than gains during the year 1923, which, in turn, was considerably greater than in any earlier year.
A normal and expensive feature of the telephone company's operations is the flow of stations and out of the system; now subscribers are being added from day to day, and at the same time other subscribers are discontinuing service. The attainment of a net gain, therefore, represents a significant improvement and a substantial increase in value of this growing munity of already over 3000 population.
$10,000,000 Power Plant at Seal Beach
Plans for a $10,000,000 power plant at Seal Beach, announced by the Los Angeles Gas and Electric Corp., thrust its suit, A. B. Day, will mean the making of that community in the opinion of local realtors. An E-scree tract on the east side of Alamitos bay inlet has been obtained for the purpose at a cost of $200,000.
"RESTRICTIONS MAKE VALUES"
That proper restrictions are a great factor in the enhancement of real estate values is an established and proven fact," declares B. H. Sidnam of the Sidnam Realty Co., "and numerous examples of the benefits of wise restrictions may be found in our own city of Anaheim. That unrestricted residence subdivision will sell cannot be disputed; the future values of such unrestricted property, however, except in rare instances and under exceptional conditions, cannot offer much hope of a reasonable increase.
"I have in mind a certain residence tract here that was marketed some two years ago. Moderate but ample building restrictions were placed on the property, insuring a good class of homes and owners. Lots that were sold at around $1600 at that time have since resold at from $2500 to $3500, a handsome profit for the fortunate and shrewd buyers. On the other hand, another tract subdivided and marketed at the same time, with almost the same conditions, possibilities and location, was placed on the market without adequate restrictions. The price restrictions were almost identical with the first installment."

The attainment of a net gain, therefore, represents connecting and disconnecting operations involving five stations for every one that is included in the net increase.
A heavy growth is expected, not only in the urban sections, but throughout the state as a whole. Land must be purchased in which to erect the buildings required to house the central office equipment and the working spaces, and building projects, other new buildings or additions to existing structures, are planned for many of the company's exchanges throughout the state.
The plans for central office equipment require an expenditure of upwards of $8,400,000, and approximately the same amount is included in major projects, including the underground conduit, underground cable, aerial cable, poles, wire, etc., required for connecting the subscribers' stations with the central offices. The aggregate of minor additions, no single one of which is sufficient size to be regarded as a major project, will require a outlay of approximately $9,000,000. The provision of land, buildings, central office equipment and exchange lines must be supplemented by additional facilities in the toll lines, for communication between the different cities. The 1924 program includes provision for addition to a toll lines costing $2,500,000.
The heavy outlays to be met in the current year in the state are required to place the telephone company in a position to meet its obligations to furnish a comprehensive and adequate service, and the continuing development and growth of the state necessary projects of greater magnitude than have ever before been undertaken.
