REGIONAL PLAN FOR ORANGE-CO.

Anticipating the further development of Orange county's system of roads, sewers, paving, electricity, gas, etc., the Associated Chambers of Commerce today is prepared to obtain the cooperation of the county as a whole in a County Regional Plan to which each community shall conform.
The Plan was presented at last evening's meeting of the Associated Chambers in Huntington Beach. Here is the Plan, as given in the report of the planning committee, headed by Howard E. Gates of Anaheim.
The idea underlying this report is the simple anticipation of the great growth and consequential future needs of our county, and the application of common sense in molding present development to meet these needs. At present development is being done helter skelter, a bit at a time, here and there, and in a manner most advantageous to the fellow who is doing it. The result is similar to the old fashioned crazy-quilt, built up of odds and ends. We need a plan to cover the whole county, providing for the needs of the county as a unit. Each new development should be molded to fit into the plan. We should be getting rights-of-way for this plan while the getting is good.
Great honor is due the board of supervisors for their service in many ways. To a great extent they have molded the development of Orange county. However, their duties are legislative and executive. They have trouble enough already, without asking them to assume the duties of a planning commission. They should be the balance wheel to hold the commission steady, and the executors of the plans. Los Angeles county has what they call the Regional Planning Commission:
1. A direct route from Lerton over Palm street to the center of Coors saving about five miles to the two cities.
2. Brea to Placentia.
3. La Habra to North Grove road.
4. Extension at seven from Fullerton to Anahi.
5. A direct road to the Southern Pacific to Santa Ana to Los Angeles.
The motor truck is not permit it to run into alcohol factory which is so vile and instruct that the joint cities economic factor that is encouraging. Certain rods are planned especially am Avalon. At present a rancher has a suit for dust damage against a rock crusher near range. A little planning and control now may help to preserve the physical happiness of our people throughout the years to come.
Definite rules should be laid out for subdividers. The size of lots, width of alleys and the provision of public necessities should be cared for. The street systems should be carefully planned to fit into the larger plan for the county. Our people should be educated not to buy lots by "mete and bounds" as there is usually a "nigger in the wood pile."
Building's everywhere should conform to definite standards. The Orange County Builders Exchange is now working upon a uniform code for the cities. This should be made to apply to rural districts as well. Finally there should be no place for tements in their evil sense, in the greater metropolis of Orange county. Yet you would be amazed to see the group of buildings now used for dwellings that one of us inspected a few weeks ago.
County owned parks on the order of our present county park would be found advantageous.

Los Angeles county has what they call the Regional Planning Commission covering what they are pleased to call the Metropolitan Area of the district Los Angeles will ultimately cover.
We will cite several examples of projects in this report. We do not consider that these are more important than many others. We use these simply as illustrations which have come to our attention and without a desire to boom any particular locality. This is a county-wide proposition.
Highways are the arteries of the community. We cannot exist without them. They must be ample, numerous and direct from our point to another. We might cite the following illustrations of routes to be considered by a plan:
Three things are unity. They are abundant and transportable; our biggest probable supply has my water; agricultural rich cultural will increase its importance. More essential to supply with the end of their rail too big for any one of the Santa Ana river or well Holland's vision and helping water from the Colorado River.
Electricity is many advantages over coal. This commission will provide a source of abatement power. I should not attempt to arrange for its distribution at it will not one. In Anaheim.
