CAL. GOV'T COST GROWS RAPIDLY
WASHINGTON, Nov. 28—The Department of commerce announces that the cost of government for the state of California for the fiscal year ended June 30, 1922 amounted to $69,297,848, which was a per capita cost of $19.02. In 1918 the per capita cost was $10.44, and in 1915, $11.82, the totals for these years being $33,213,891 and $34,119,473, respectively. The per capita costs for 1922 consisted of expenses of general departments, $12.22; expenses of public service enterprises, $0.47; payments for interest, $0.86, and for outlays $5.46—almost 80 per cent of which was for highways.
The total revenue receipts for 1922 were $59,064,444, or $16.35 per capita. For the fiscal year the per capita excess of governmental costs over revenue receipts was therefore $2.66. However, the revenue receipts exceeded the costs for the ordinary operation and maintenance and the payments for interest, excluding outlays, by $2.80 per capita. This excess of per capita payments over revenue receipts is largely on account of permanent improvements, the costs of which were met by the issuance of debt obligations.
In California property and special taxes represented 23.7 percent of the total revenue for 1922, 23.7 percent for 1918, and 31.0 percent for 1915. The decrease in the amount of property and special taxes collected was 7.5 per cent, from 1915 to 1918, and there was an increase of 000.1 per cent from 1918 to 1922. The per capita property and special taxes were $3.88 in 1922, $2.20 in 1918, and $2.64 in 1915.

PARIS, Nov. 23—Gay, bright color is the chief feature of the winter displays along the Rue de la Palix and the Champs Elysees. There is color everywhere, and in everything—clothing, furnishings and decorations.

Myrtle, jade, purple and nigger brown are the tones asked for. Brown leather is used for some pretty raincoats with charming hats with chin-straps. It has taken the Parisienne a long time to make up her mind to wear even the most striking and gayest of wet-weather wear. She must be smart, even at the cost of ruining her clothes.
