ROAD IMPROVEMENT DATES FROM CAESAR "Improving the highways is not a new idea," says the Appleby Motor Co., local dealers in Star cars. "Highway engineering dates back to the earliest days of history, when it first became necessary to insure the transportation of supplies for tribal armies. "Julius Caesar was among the foremost highway builders. Many other noted Romans interested themselves in this work. The Appian Way, a long straight boulevard leading to ancient Rome, is among the examples of early highway construction. So firmly was this roadbed laid a thousand years ago, that it is still one of Italy's finest avenues. "A considerable impetus was given to good road building by John L. McAdams, of Scotland. He utilized crushed stone top dressing on a convex roadbed. It is named mecadam for its inventor, but with a slight difference in the spelling of the name. "Macadam road surface was quickly adopted in America, and proved an improvement over dirt roads. It did not easily acquire ruts, and was particularly unaffected by rain. On the east coast, where clam shells were plentiful, they were used by many municipalities for macadamization. The shells when finely ground under the weight of traffic, proved efficient as top dressing, the hard on rubber tires while wearing in. "Then came the automobile, requiring for almost comfort, smoother road surface than had previously been necessary. Bumps that a slow moving vehicle negotiated with comfort, were disturbing to occupants of motor cars, traveling at speeds of from twenty to forty miles per hour. "Highway engineers turned to tarred surface, asphalt and concrete for a solution of the problem, and found it. The materials which made such satisfactory sidewalks were as useful for road paving. Cobblestones are disappearing, replaced by smooth brick pavement, asphalt, far or concrete. The nation's main inter-city highways are paved." CYPRESS CYPRESS, Oct. 6. — Mrs. Louise Elizabeth Vaughn Batls passed away at her home in Bellflour, Saturday, Sept. 29, after a short illness. Death was due to heart trouble, and a general breakdown. Mrs. Batls was a sister of Robert E. Vaughn, formerly well known business man of Anaheim. Like Mr. Vaughn, she possessed a very pleasing personality that drew to her a wide circle of friends. She resided but a short time in Cypress, but she often visited with her son, Dewitt C. Batls, and she became known and loved by quite a wide circle in our little town. We who knew her but so little feel deeply her passing, and we truly sympathize with the son, D. C. Batls, who is so active in the affairs of our community. Mrs. Batls was born in Virginia in 1858. She was married to John Alexander Batls in 1877. To this union there came three sons and a daughter, all of whom live to mourn her death. Besides Dewitt C. Batls of Cypress, there is Noah Morgan Batls of Bellflour, Edward Everett Batls of Dalheart, Tex., and Ida Batls. John Batls, the husband, will continue to make Bellflour his home. Funeral services were held at the home in Bellflour Monday at 10 a.m. Intermont was in the Whittier cemetery. Word was received from Mr. and Mrs. Geo. B. Miller that they reached their destination at Cherry, Ariz., after a very pleasant trip across the desert. They report 50 miles of bad road on the California side of the Colorado river, all other parts of the road as far as Ash Pork, Ariz., was in excellent condition. J. W. Fuquay, is assembling material on the ground for the erection of a double store building. The new building will be 50x80 feet. Mr. Fuquay has not leased either of the two storerooms, but there are several different enterprises anxious for an opportunity to lease such rooms. FORMER SPANISH PREMIER IN FLIGHT NEW ROAD INTO YOSEMITE DECIDED UPON BY HIGHWAY COMMISSION; ROUTE IS FIXED The completion of a highway from the San Joaquin Valley to El Portal is recognized as one of the most important developments needed in California, says R. M. Harton, state highway engineer, in a statement just issued. The constantly increasing number of tourists who desire to visit the Yosemite Valley, overtax the dangerous and poorly located highways which lead into that valley from outside points and there is a great and growing need for a modern highway constructed along the shortest line to give quick access to the Yosemite Valley from outside points. Many of those who drive their cars into the Yosemite Valley over one of the existing roads, prefer not to undertake again the dangers of the trip in returning, but ship their automobiles out by railroad. So great has been the need for the completion of this road, that several years ago a drive was conducted for the purpose of raising funds by the selling of entrance privileges to the National Park, which money could be devoted to the paving of the road. A considerable sum was raised in this manner and is being held in the United States Treasury to be used for paving when the state of California can finance the grading. The members of the California Highway Commission recently made an inspection of this road and after their return, they reached the unanimous conclusion that the remaining section of the highway from Briceburs to El Portal should be completed, even in spite of diminished resources. The proposed line of the State highway which reaches El Portal enters from Merced, the first section being the county seat lateral to the town of Mariposa. The construction of this lateral was authorized by the terms of the bond issue of 1909. Under the provision of the second and third bond issue acts, the road has been constructed to Briceburs station. The completion can be completed within two years. During the next season, if the commission carries out its intentions, it will be an interesting sight to the train passengers to see the activities of the convict road builders along the preclipsitious rock slopes on the south bank of the Merced river. It is planned to build a thirty foot highway through the solid rock, and to treat it wherever possible from an artistic standpoint, constructing stopping places, rock parapets for guards, etc. Every means will be taken to make this section of highway attractive from a scenic standpoint and render it safe for the tremendous volume of traffic which will use it as soon as opened. PROBATE COURT NEWS The estate of Neil G. McTaggart amounts to $18,321.05, according to the inventory and appraisement filed today. An order admitting to probate the will of Rupert Best was filed today. An order appointing an administrator of the estate of the late Callie S. Heninger was filed today. An order admitting to probate the will of the late Adeline Newman was filed today. A petition to probate the foreign will of the late Abbie McCartney was filed this morning. The estate of the late Susan Collins amounts to $15,000, according to the inventory and appraisement filed today. It consists mainly of stock of the Southern California Edison Co., and the National Bank of Orange. COURTHOUSE NEWS Non-support for a year past is alleged by Frances R. Lewis in a divorce complaint filed today, naming P. J. Lewis defendant. The marriage took place Sept. 11, 1919, in Chicago. There are no children. The firm, representing the contractor, alleged the non-payment of assessments for improvements to some 100 GRAIN DEALERS DENOUNCE SYSTEM DES MOINES, Oct. 6. — Charles Quinn, secretary-treasurer of the Grain Dealers' National association, the largest body of its kind in the world, told 1500 business men assembled in convention today that the time had come for "the helpless public to revolt against political and economic experiments." Bitterly assailing radical leaders for class agitation which he said was forcing law-making bodies to bow to the will of minorities, Quinn declared the entire nation was feeling the ill-effects of such agitation. "Topping thrones have let loose a flood of schemes for re-making the world," he said. "And this world of abnormal times, a world that abandons music for jazz, art for cubism, and the church for the movie, will try anything." Agrarian unrest is a part of the general disturbance, he declared, adding that congress, which devoted its last two sessions to helping the farmer, is preparing for another floor of "farm aid measures." Quinn denounced the activities of farm organizers who would apply the rules of co-operative fruit marketing to grain marketing, quoting authorities to show the fallacy of such methods. He asserted that the lift-advised farm leaders sought to destroy the middleman and replace him with "a system far more wasteful." D. Emmons, president of the American Electric Railway association, declared today to his organization in convention here. Emmons, head of the Baltimore street railways, is using buses widely, as are a hundred other electric railway companies throughout the country, he said. "The electric railway industry is in better condition than at any moment since the world war upset the equilibrium of the country." Emmons said. "Interurban roads have suffered not only from unfair parasitic bus competition, but also because of the great increase in the number of privately-owned automobiles, and many an urban railway has had to face the same situation. Nevertheless, it has been proved that the place of the electric railway is secure. Wherever a test has been made the inevitable conclusion was that bushess could not prosper; that manufacturers could not conveniently carry on their enterprises; that home building could not expand; that public comfort could not be advanced without the electric railway.
