CIVILIZATION HINGES UPON MORAL FORCE WASHINGTON, Sept. 24 — The hope of real progress in the future lies in the knowledge that civilization is coming to rely more and more upon "moral force" rather than armies and navies for the settlement of world problems. President Coolidge declared today in an address before the annual convention of the Red Cross in Continental Memorial hall. "The American Red Cross," the President said, "is a spiritual conception of human relationship. It is life in obedience to things that are seen." Throughout history men have been prone to put their trust in other things; and have failed. They have sought for power through material resources alone. They have thought it might be gained by the accumulation of great riches. They have attempted to rely upon naked force of armies and navies conquering by the might of the sword. They are necessary for the security, as police and criminal courts, and bolts and bars are necessary. They are adjuncts of peace, but they are negative forces. They do not create, they resist. They are not the ultimate force in the world. They do not make the final determinations among men. Over them is a high power. "Mankind has not yet, cannot yet, discard the use of these forces. It is significant, however, that the great nations have at last agreed upon their limitation. But it is even more significant that civilization is coming to rely more and more upon moral force." This was Mr. Coolidge's first public address since he became president. As president also of the Red Cross, Mr. Coolidge formally opened the convention, which was attended by more than a thousand delegates from all over the country. Forest Fires Burn over 115,665 Acres SACRAMENTO, Sept. 24 — The fires which swept over California last week burned over 115,665 acres of MRS. COOLIDGE RETAINS FORMER SOCIAL SECRETARY Miss Laura Harlan. Miss Laura Harlan, daughter of the late associate justice, has been retained in the White House as Mrs. Coolidge's social secretary. She acted in that capacity for Mrs. Harding. Miss Harlan is very well known in Washington social circles. 75 QUAKE REFUGEES AT SAN FRANCISCO SAN FRANCISCO, Sept. 24 — More than 300 friends and relatives crowded the pier today as the President Pierce arrived bringing 75 refugees of the Japanese earthquake. Most of the refugees were destitute, but this was forgotten in the joy of their reunion with friends and relatives. That the destroyer Whipple of the American Aslatic fleet was the first American war vessel to enter the inner Tokio harbor for relief work was revealed by James I. Mills, Chicago engineer. Forest Fires Burn over 115,665 Acres SACRAMENTO, Sept. 24. The fires which swept over California last week burned over 115,665 acres of timber and grazing land and caused a loss, exclusive of homes and improvements, of approximately $2,000,000, according to an official report made public today by the state board of forestry. City property losses and damage to federal forests will bring the total fire damage for the week up to $15,000,000, the report estimates. Damage to timber and grazing land in the counties which suffered most severely is tabulated as follows: Sonoma—Timber and grazing loss caused by the burning of over 300 square miles of land, $1,000,000. Napa—Timber and grazing loss, $500,000. Number of acres burned not yet definitely known. Placer—Timber reproduction land burned, 6688 acres; brush land burned, 1683 acres; grassland burned, 2141 acres. Total loss estimated at $57,000. Butte—Total number of acres of brush and grass land, 3832. Loss, $13,500. Eldorado—Timber reproduction land burned, 450 acres; brush land burned, 600 acres; grassland burned, 2085 acres. Total loss, $122,225. Glenn—Burned brush land, 105 acres; grass, 317 acres. Total loss $25,000. In addition to the above damage, fully 1851 acres of watershed land was burned in Berkeley and Contra Costa counties. The loss has not yet been determined. But the finest climatic conditions in Southern California are those of the summers. The summers are not hot, but cool. Through the day the breezes blow steadily from the Pacific. Through the night and in the early morning the dry air from the interior deserts, cooled by passing over Alpine heights, filters down upon Southern California. If occasional extreme temperatures are recorded, they are invariably drafts direct from the deserts and the air is so dry that the heat is not depressing. The variety of outdoor amusements ranges—on the same day and within three hours of travel—from snowballing and coasting on Mount Lowe to surf bathing in the warm waters of the Pacific.
