SAYS STRESSEMANN CLEARLY OPENS WAY

BERLIN, Aug. 17.—Chancellor Gustav Stressemann's maiden speech in the reichstag, clearly opened the way for an understanding with France. If France will give up her humiliating and impossible demands, then conciliation will be possible, also settlement.
Chancellor Stressemann's speech was significant. It was made at a time when, beneath the surface, grave dangers were threatening Germany. Bloody communist disorders had broken out, which, for a time, seemed about to make the red aspirations successful. Also, a general strike had been proclaimed. But, luckily, the whole storm blew over just as the new cabinet made its debut.
The outside world, especially France, is grievously mistaken if it believes the new cabinet will "crawl to Paris offering unconditional surrender and begging for mercy".
The new government stands as a bulwark against all attempts to annex or violate a single foot of German soil. This is proved by two developments:
First—Inclusion in the cabinet of Herr Soltmann, a Rhönian social Democrat, as minister of interior.
Second—Creation of a special post called "minister of occupied territories," which will be administered by Dr. Fuchs, president of the Rhine province, who was expelled by the French.
This is proof of the coonsolidation of the young German republic.
The Stressemann cabinet is backed up by the strongest parliamentary authority any nation has ever known. It constitutes the final supreme attempt to save Germany.
In no other country are travelers so unsafe as in China, unless they are pedestrians.

NEW YORK, Aug. 17.—Much of the mystery surrounding alleged attack upon George Stewart, brother of Anita Stewart, film star, by R.H. Ince, photo play director, was dissipated today.
At the hospital to which Stewart was taken suffering from a fracture of the skull, it was stated he was recovering.
"Stewart doubtlessly will apologize to Mr. Ince before this is over." Nathan Vidaver, attorney for Ince, said this morning.
The trouble between the men, Vidaver asserted, began when Ince spoke to an acquaintance, seated at a table at Post Lodge, a hotel on the Boston Post Road, whom Stewart intensely disliked.
"That made Stewart angry," Vidaver said. "All thru dinner he quarrelled with Mr. Ince. On the way back, Stewart became more and more abusive. Finally he struck Mr. Ince. Stewart's heacauffur, Voigh, also sprang at him. In the melee Stewart was knocked down, but never rendered unconscious."
6000-BARREL WELL ON BELL PROPERTY

At Santa Fe Springs the Union Oil Co. of Calif., topped the week's big producers with a 5000 barrel well on the Bell property. Bell No. 10 completed at 4750 is the Union's biggest producer today in the Springs field and is doing 6000 bbls daily of 33.4 gravity, clean oil. On the Meyer lease the Union completed No. 8 at 4700 feet and got a 100 bbls well making 34.8 gravity oil. George Kahmerer formerly district superintendent for the Union in the North has charge of the Springs field and his work is beginning to show up.
In addition to having the deepest test well now drilling in So. Calif., the Standard Oil Co. led the Springs operators this week for number and capacity of new producers. The Standard Oil's completions numbered three wells, two were brought in at 6000 bbls.

G.O.P. SEEKS YOUNG BLOOD IN CONGRESS

WASHINGTON, Aug. 17.—Reorganization of the republican leadership in the next congress will lead to a determined fight to place "young blood" in control, even at the cost of an intra-party battle, according to reports at the capitol today.
If insurgent movements are successful, there will be a complete shake-up of Republican leadership in the senate with younger men placed in charge of the party's legislative program.
In the house, thru the defeat of former Republican leader Mondell, of Wyoming, similar changes are expected.
The senate fight will revolve around the election of a vice president to succeed Calvin Coolidge as permanent presiding officer. With the post paying $12,500 a year,—$5,000 more than a senator's salary,—it is a widely sought political plum.
In addition it gives its occupant the distinction of outranking the cabinet at all social and diplomatic affairs.
Senator Cumuink, Republican of Iowa, president pro tem in the last session, undoubtedly will be a candidate again, altho he previously announced his determination not of run.
Boomis meanwhile have been launched for Senator Curtis, Republican of Kansas; Senator Jones, Republican of Washington; Senator Lenroot, Republican of Wisconsin and Senator Wadsworth, Republican of New York, and as a result of the Republican cancus may develop into a political battle.
At the same time, republican insurgents are suggesting the retirement of Senator Lodge, of Massachusetts, as Republican leader and the selection of a younger man to head the party in the senate. As Lodge has a powerful following, a second plan is suggested for naming an assistant floor leader to direct the party in all dolate, thus relieving Lodge of the leadership's most arderable role.

LOS ANGELES, Aug. 17.—Mary Miles Miner, screen star, missing since Tuesday when she declared her love for William Desmond Taylor, slash motion picture director and revealed that she was engaged to be married to him at the time he was murdered, was reported "found" today by friends, but her whereabouts were not revealed.
Miss Miner is said to have sent a message stating that she had not fled the country as persistent reports claimed but that she was taking a much needed rest. Meanwhile, her attorney, Neil McCarthy, and attorney John Mott, who is representing her estranged mother, Mrs. Charlotte Shelby, who the actress declares she will sue for the return of more than a million dollars which she earned in films, were preparing papers in the case today.
Friends of Miss Miner and her mother hope that a settlement of the case may be made out of the court.
AUCTION MARKET PRICES IMPROVED
Auction market prices on valencias after descending to what is declared today to have been the lowest level in three years, this week are stiffening, and within two weeks are expected to be normal, according to local packing houses.
During the week ending Aug. 11, the average price was $2.05 per box f.b.b. California.
At this figure, it hardly paid to pack oranges, and the smallest sizes, after paying freight charges, were a limbility instead of an asset. Consequently various houses have been giving away oranges to public or other philanthropic institutions in the county.
According to Manager W. H. Schureman of the Anaheim Citrus Fruit Ass'n, not more than $509 cars of valencias remain to be shipped as of Aug. 18. Nevertheless curtailment of shipments is being continued by both the exchange and independent packing houses.

ASSERTS WOOD WILL CHANGE HIS POLICY
MANILA, Aug. 17.—In the course of a speech in a Manila suburb today, Manuel Quezon, president of the Philippine senate, said he "does not want to see victory crown the efforts of the Filipino with the heart of an American."
What you have witnessed so far is only the preliminary bout, but when the legislature convenes next October, you will see the main event, Quezon declared.
"If the people unite with us in the present controversy," he continued, "you may rest assured we will see to it that Governor General Wood will change his policy and viewpoint regarding the capability of Filipinos to run their own government."
Gov.-Gen. Leonard Wood, in reply to a note of Senator Unson, while admitting the correctness of Senator Unson's suggestion for the manner of handling correspondence with bureau chiefs, reserves the right to make a final decision.

Oil field operations reported the week ending August 11 show 21 new wells started as compared with 24 previous week. The total new wells this year is 909, as compared with 857 the same date last year.
Tests for water shut-off 32, compared with 36 previous week. Yearly to date 1228; total to same date last year 1060.
Deepening or redrilling jobs 9, compared with 15 preceding week. Total to date this year 410; total to same date last year 1060.

DRY LAW BOON TO POOR CLASS

LOS ANGELES, Aug. 17.—Tom Mikazich, proprietor of the Concordia restaurant, sat in his tall cell today and waited prosecution for selling liquor.
He delayed in getting an order of ham and eggs for a dry agent, who became suspicious found liquor beneath a window sill, he said, and arersted Mikazich.
