GOVERNMENT OF FRANCE RESIGNS
PROBE ACCIDENTAL DEATH OF OFFICER
(Copyright, 1823 by International News Service)
WASHINGTON, May 24.—Lieutenant Colonel Earl Ellis, distinguished officer of the U.S. Marine Corps, has been "accidentally killed" in the Caroline Islands under conditions which have led the United States government to quietly undertake a thorough investigation.
The Caroline Islands together with the Marshall Islands form a great straggly group that sprawls across the Pacific for 2000 miles east of the Philippines and about 1000 miles south of Japan. They are controlled by the Japanese government, under a mandate secured in the peace settlement at Paris, and the Japanese government has discouraged tourist activity in them.
Colonel Ellis died on May 12 but no announcement of it has ever been made, either in Washington or in Tokyo from whence the official report was made.
News of his death was communicated to Washington by the American charge d'affaires at Tokio who had received his information from the Japanese foreign office.

GOVERNMENT OF FRANCE RESIGNS
LONDON, May 24.—A central news dispatch received here this afternoon reports that the French government has resigned.
The French senate yesterday voted Premier Poincare a vote of confidence 180 to 109 on the occasion of a daylight savings measure introduced by the premier.
The Poincare ministry, which had weathered many storms and squeezed through many tight places, was reported to have been wrecked on the question of trying Marcel Cachin, Communist member of the chamber of deputies, and his followers who were accused of actions hostile to France.
A prior conviction of Cachin last December caused the government some embarrassment. Cachin and Valentecourie, one of his most active followers, was fined 200 francs and sentenced to six months imprisonment for the allied writing of articles relating incidences among French troops.
The sentence was by default as both deputies failed to appear before the court. The situation led directly later to the suspension of immunity.
Poincare became prime minister in 1922, succeeding Millerand now president.

LOS ANGELES, May 24.—A sensation was sprung at the hearing before the county civil service commission late today of the charges against A. L. Manning, former chief of the criminal department of the sheriff's office, when Deputy District Attorney Clark attempted to question Manning regarding the arrest of two persons who were never booked.
Manning's counsel objected but Clark said he was giving Manning a chance to explain and that if he did not make a suitable explanation, he would leave the room in custody of an investigator of the district attorney's office.
The hearing of the charges against Manning then opened, Sheriff W. I. Traeger taking the witness stand and telling in an informal way of how Jailer Mark Bailey came to him and declared Manning had offered $500 for the fingerprints of Herbert Wilson, crook and minister-bandit.
The name of Captain Duncan Matheson, head of the San Francisco detective bureau, was injected into the hearing when Herbert Wilson himself took the witness stand.
Wilson stated that he and the late Herbert Cox were introduced to Matheson by Manning in his county jail offences here and that after some conversation, Manning assured Wilson that "everything would be all right in regard to the San Francisco charges."
Wilson explained the San Francisco charges referred to the robbery of the Hale Brothers department store in the northern city.
LEGION AUXILIARY WILL SELL POPPIES
To obtain funds with which to decorate the graves of American soldiers who fell in the World War and were buried in France, the auxiliary of Anaheim Post of the American Legion on Saturday will sell poppies on the streets. Saturday is national Poppy Day.
Mayor William Stark, who announced the plan yesterday, voiced the hope (that the public would respond generously to the ladies' appeal).
Under the auspices of the Legion or of the American Veterans of Foreign Wars Poppy Day will be observed all over the state. The mayors of the various cities are taking a leading part in plans for the observance.
President Harding endorsed Poppy Day recently.

No damage was done other than considerable brush and undergrowth being destroyed.
Another grass blaze was started later in the day when a welder being used by the Southern Counties Gas Co., on the pipe line being laid through Carbon Ganyon, to Chino, set fire to the dry grass. The blaze was extinguished, however, before it covered more than a few feet in circumference.

WASHINGTON, May 24.—President Harding is again calling in the "bests minds" in the Rep. party. He is enlisting their aid and thought in the preparation of the numerous speeches which will dot his trip from Washington to Porto Rico.
Most of the "best minds" have been of the variety committed to the world court, and it is understood they have given the president much valuable ammunition. None of the so-called "irreconcilables" have been called in to date.
In the preparation of his court speeches, the president is consulting only a few men outside his immediate official family. The suggestions of Secretary of State Hughes and Secretary of Commerce Hoover, the original proponents of the court scheme, in the cabinet are always available.
Those who have talked with the president about his trip asserted today that by the time he reaches Sah Juan, late in August, he will have answered all criticisms levelled at his administration policies.
