FORMERLY TROOPS
(By International News Service)
SHANGHAI, May 8.—According to a report from Peking today, the proposal has been made in legislation circles to dispatch allied troops to effect the release of a score or more foreigners held captive in the hill regions of Shantung following the holdup and looting of the Shanghai-Peking express.
A report as yet unverified today said that British troops at Tien Tsin have proceeded at Shantung to be in tenderness for orders to attack the bandit stronghold.
Despite the report that the bandits have demanded a ransom of $2,000,000 the real reason for the holdup is not unresolved. Close observers of Chinese political affairs are undetermined what this latest outrage deliberately planned against the most important train by which foreigners travel in China, has ransom or political motive, as the underlying cause.
The American, British, French, Italian and Belgian ministers called upon the authorities of foreign affairs at Peking to protest the holdup and ask what steps were being taken to release the captives.
In reply the foreign minister expressed his deep regret but he was sorry that the 400,000 troops maintained by the governors of Shantung, Chihli, Anhewi and Kiangsu provinces are unable to cope with the bandits infesting the railroad zone.
The foreign colonies all over China are hotly indignant at the bandit outrage.
The report that the bandits are disbanded troops is generally credited. They are supporters of the discredited Anfu party, and if it was the work of Anhu forces, the holdup was probably engineered by ex-leaders of the Anfu party for the purpose of discrediting the Peking government with its powers.

The condition is not serious, and it is expected that they will be able to proceed to Peking immediately. They were suffering from fright, shock and exposure.

WAIT REASONABLE TIME
WASHINGTON, May 8—The United States will wait "a reasonable time" for the lottering Pekin government to effect the release of the Americans carried off by Chinese brigands, but if they are not speedily rescued, then sterner measures will be recorted to; it was learned today.
Sterner measures may mean the employment of American troops now stationed in China—the doughboys of the fifteenth U.S. Infantry, the Marines of the legation guard, or bluejackets from the Aslatic fleet.
President Harding today advanced the hour for the cabinet meeting from 11 o'clock to 10 o'clock. No reason was assigned for the advancement.
