PRESIDENT STUDIES
DOMESTIC POLICY
BY GEORGE R. HOLMES
I. N. S. Staff Correspondent
AGUSTA, April 7.—Grave as may be European affairs, Pres. Harding is more concerned today with domestic policy than with the untangling of world disorders; and it is upon these questions of domestic concern that he will lay the foundation of the speechmaking tour which he will make thru the west in mid-summer.
"Our first concern is domestic affairs," Mr. Harding declared to a representative group of southerners in the only public address he has made in weeks.
"We need not worry about international relations; I think I can assure you they were never bitter. We are not so involved in foreign affairs as some would have us believe.
"It will be the verdict of Europe that the United States is the most just nation in the world; and justice my friends, is the most that is talked about by even God Almighty Himself.
President Harding spoke after midnight, following a number of orators who compared him to William McKinley and lauded his administration as being "Fair to the South."
The President did not go into details as to what matters of domestic concern he considered more important than the tangled state of foreign affairs but it is known that taxation, railroad regulation, agriculture recovery, business prosperity and kindred matters will provide the major part of his theme on the western trip.
It is likely, too, that Mr. Harding will carry the issue presented by the farm bloc and other blocs in congress straight into the part of "the country from which they sprang.
"There is a menace in cultivation of class in this country", the President declared; "There is a menace in the growth of the blocs. Let us be on guard against the promotion of jealousy and envy created by the class consciousness."
Mr. Harding will leave Augusta tonight by special train, Washington Sunday noon.

GIRL GIVES AGE 16 IN TAKING LICENSE
If Altagracia Nieva was only 12 or 13 years old when she and Angelo Agnella or Nordello obtained a marriage license at the Country Clerk's office; her father, Dr. Adolfo Nieva, perjured himself, Joe Backs, County Clerk, said today. On the license, which was issued Feb. 9, he age appears as 16.
A story in a Los Angeles paper makes it appear that Backs was guilty in permitting a girl of 12, as it says, to marry a man three times her age. On the marriage license the name is Nordello, not Agnella.
Judge Edward Butler of Los Angeles yesterday told the principles that the suit sought for annulment of the marriage should be filed by the guardian. Attorney Walter F. McEntire of Los Angeles is the guardian ad litem and declared he would file the application shortly.
