COLORADO RIVER PACT HOLD GOOD
Some confusion has arisen because of the announced intention to bring before the League of the Southwest room to meet in Santa Barbara, some modified plan to take the place of the Colorado River compact which has been ratified outright by six of the seven states of the Colorado River Basin. Governor Richardson, of California, and Governor Scrugham, of Nevada, hold that the compact is not broken or repudiated and that Arizona has not formally and finally rejected the pact absolutely. Therefore, there will be no official representation at Santa Barbara meet from the government of California and Nevada. The right and propriety of the League of the Southwest in taking up this question in this way at this time, is questioned.
There are strong intimations that the Arizona Legislature soon will meet in extra session and ratify the pact without reservation. Unqualified ratification was defeated by a very narrow margin a few weeks ago. Change of just a few votes would effect complete ratification at Phoenix, and then all seven states would be joined solidly insupport of the plan which was formulated at Santa Fe, N.M., and which, consummated, will be especial in development, of the Southwest.
ECONOMIC CONFERENCE IS FAVORED
A world conference, to cope with the world's economic problems, is advocated by the American delegation attending the International Chamber of Commerce meeting in Rome. It has been a most question for some time, with American statesmen and publicists, as to whether or not real benefit could be derived from the assembling of an international conference to grapple with the economic difficulties which are especially acute in the Old World.

Let's have some governmental retrenchment that really retrenches here in California. Governor Richardson's budget may not be perfect in all its details. But the general principle of economizing wherever possible without impairing the efficiency of the government, is sound.
San Francisco is seeking both the Republican and the Democratic national conventions, next year. This is the kind of enterprise that counts—going after big conventions with a vim. It would be of great benefit to California to have either one or both of these great gatherings in 1924.
California perhaps is the only state in the Union which is asking both of the great national political conventions to meet within its borders in 1924. This state's enterprise doubtless will have its reward. It stands a good chance of getting at least one of these mammoth assemblages.
Citizenship among those who are responsible an who have sound character, should "neither sleep nor slumber." Menaces to government and free institutions of this land should be dealt with vigorously, but in legal form and fashion.

If it were possible to hold such a conference down to consideration of economic subjects alone, without diverging into political dissensions, such a meeting might be fruitful. But in Europe economies and politics are so closely blended that it is almost impossible to divorce them. This country, of course, has no intention of becoming involved in the political biroils of Europe. Hence, the hesitancy about summoning an international economic conference.
Should a world meeting be assembled at Washington, with the United States exerting its influence to keep the conference clear of politics and to focus attention and effort upon clarifying the economic situation throughout the world and finding a formula for economicills, vast good might be accomplished.
This is not a government" of the people and by the people" who do not vote and who take no active part in political affairs.
Colonel Robertselt is sadly missed throughout the country. When there was a political crisis, or any grave overshadowing situation, millions awaited with keen interest the opinions of the Sage of Sagamore Hill.

Music publishers of the country are planning to demand pay when ever a radio station broadcasts a copyrighted song. We don't know on whom the burden should fall but we know that for some of the songs that have been broadcast in this area somebody should be made to pay.

100 Years Ago
"Home, Sweet Home" was sung in public for the first time 100 years ago next May 5. There'll be celebrations. Payne a homesick, wandering American actor, wrote the words; Sir Henry Bishop, the music.
