American railroads, penetrating the heart of Mexico, will promote more amicable relations between the two countries. President Harding will not appreciate fully what a wonderful country this is until he comes and looks over California. What was once the Great American desert is destined to become the Great American Granary and Flower Garden. STATE BUDGET Governor Richardson's budget is before the people of California. Animated discussion of proponents and opponents is proceeding, up and down the state. Effort is being made to arouse public sentiment to make itself felt in the legislature. The state budget is only tentative at present, it should be remembered. Whether or not Governor Richardson's recommendations are to be upheld lies with the legislature. The course of the legislature is yet to be formulated. Hence, the activities of those who favor and those who oppose the budget as Governor Richardson reported it. Friends and supporters of retrenchment that really retrenches would do well to busy themselves in petitioning legislators to stand staunchly for economy in state expenditures. California should have retrenchment and there is no time quite so favorable as the present for instituting practical, businesslike management of state finances. Governor Richardson is explicitly and firmly committed to retrenchment policies. His hands should be upheld in his efforts in this direction. COMMUNITIES EXPLOIT THRU EFFECTIVE ADS Advertising of cities, counties, states and sections is being developed into a fine art. Some of the most attractive ads, one sees in newspapers and magazines are for the promoting of localities. This is very effective publicity, too. Truth is, this is pre-eminently an age of advertising. A generation has come up which buys and lives by and through advertising. Communities are coming to realize this fact, as well as wideawake business men. The community that is not advertised lags behind just as does the business which is not advertised. An almost limitless field is opened for the exploitation of cities, towns, rural districts, counties and states. American railroads, penetrating the heart of Mexico, will promote more amicable relations between the two countries. President Harding will not appreciate fully what a wonderful country this is until he comes and looks over California.
