GOOD CONSTRUCTION IN ROADS NEEDED
As the program of state highway work under the administration of Governor Richardson starts, with a new State Highway Commission, one of the problems is that which has bearing upon the quality of road construction.
It is realized, by thoughtful persons who have inspected California highways and who have watched the development of highway traffic, that the quality of road work is paramount. Mere number of miles of highway improved is not so important as the quality of the betterments made. Will they last? Is the construction of such substantial character that the roads will bear the strain of constant traffic, much of it heavy? These are considerations which weigh heavily upon the builders of roads—or should weigh heavily.
Considerable criticism has been made of some of the road work of the past, in this state. Mistakes unquestionably have been made. In evolving a new program, under the new State Highway Commission, it is to be hoped and expected that due attention will be given to the excellence substantiality, and duarbility of the work done.
LOSS FROM FLOODS VAST
The states of Oregon and Washington have been having distressing, disastrous experience with floods. California may have its scourge before the winter is over. Other states have theirs. Year after year the losses come with disheartening frequency. Lives are lost, property worth tens of millions is destroyed every year by floods.
This is practically all preventable. It is practicable to control floods. There is not a stream in the country that cannot be conquered by the genius and energy of man. There is not a stream that is subject to overflow which should not be brought into subjection by the scientific processes of controlling floods. The waste from

California well may take up in earnest the question of flood control and press it with vigor. This state has suffered enormously from disastrous overflows of its rivers in freshlet. Many lives have been lost. This menace, which will become worse if not checked, as population increases and as development proceeds, should be halted by the adoption of wise, effectual flood-control measures through this and other states.
Visualize a large cage filled with monkeys and parrots, and you have a pretty faithful picture of the way several nations in Europe are getting along with each other.
With too many persons, prejudice is stronger than reason.

NEW YORK, Jan. 22.—Another triumph! This time it's little white woolly dogs that have carried our banner aloft over all the world. For the first time, American-bred Pelagese have established superiority over the best of imported dogs. There were 169 entries at the seventeenth annual Pekingese Club show held here, and Mrs. F. C. McAllister took the blue ribbon in all events for her 100 per cent American pet.
Our Metropolitan Museum has had another honor paid it in the appeal received from Lord Carnarvon's expedition in Egypt for assistance in the excavations among the buried treasures of the Pharaohs. The museum has answered by placing as many members of its expedition staff at the disposal of Lord Carnarvon as may be required for the work. The authorities of the Metropolitan regard it as a gratifying compliment to be given a part in this greatest discovery in the history of Sygptology in the uncovering of the tomb of Tutankhamon.
The Turkish Government has extended, through His Excellency General Ismet Pasha, minister of foreign affairs, a cordial invitation to visit Constantinople to American tourists who will shortly sail on the Mediterranean cruiser of the American Express Company on the S. S. Mauretania and S. S. Caronia, in a cable just received by that company from Lausanne, Switzerland. His Excellency added that the tourists would receive a warm welcome and expressed the hope that the visit will contribute to a better comprehension of the Turkish people and amicable relations between them.
