The royal commission on honors, which has been investigating charges that knighthoods, baronetcies and peerages have been practically bottened, in its report today that a committee of the privy council review all intended honors before submission to the king for approval. Penalties against persons promising to secure any honor by payment and against those who offer to buy a title, also were urged. The report declares that there is sound and ample evidence that "persons who, for want of a better word, may be stigmatized as touts," have been declaring that they are able to obtain titles for persons willing to pay for them.
