PLEA FOR PEACE IS GIVEN OUT BY POPE ROME, Dec. 15—A plea for "Christ's peace in Christ's kingdom," was voiced by Pope Plus XI today in the secret consistory which met at the vatican to create eight new cardinals. There are no Americans unong the prelates receiving the red hat. The consistory opened the ceremony with an allocation in which the hope for peace was acclaimed. In this document the pontiff renewed the protest of the late Pope Benedict XXV against the creation of a Jewish national state in Palestine.
