MAKING IT TOUGH FOR MOONSHINERS
Eight hundred violators of the National Prohibition Act have been notified by Collector Rex Goodcell to appear at the Internal Revenue office regarding assessments which have been made against them by the Commissioner of Internal Revenue.
Vigorous measures are being taken in a effort to round-up the delinquent bootleggers who assessments run from $550 to $2500 each. The assessments have been imposed in addition to the criminal liability the bootleggers have incurred and involve violations of the Internal Revenue regulations.
Collector Goodcell announced yesterday that under the law the bootlegger has the privilege of submitting an offer in compromise in lieu of the assessment. Such offers are now being received and sent on to Washington for consideration. It is intimated by revenue officials that bootleggers who fail to take advantage of the opportunity to submit offers of compromise will face court proceedings for collection of the entire assessment. After which distraint warrants will be issued for the purpose of levying upon any property the bootleger may possess or hereafter possess. This means further costs to be met by the bootleger.
That bootlegging as a business does not pay is evidenced by the following letter which Collector Goodcell received yesterday from a San Diego man:
San Diego, Calif., eDc. 10, 1922
"Mr. Collector:
"In answer to yous of the 8th in regards to fines and penalties for violation of the National Prohibition Act note what you write in regards the comprimise and levying on any property I may ever have. I do not know of any way in which I could meet this debt unless I could rob a mail truck or hold up a pay-roll from some bank. As it is at present I have not got over $25 to my name to make that I owe the treasury. The government sure do not charge for a few gallons of whine which I did not even finance to sell."

One thing is sure, I will not under take to moonshine again soon, as I have been a buum ever since. Hopeing this letter is not offensive in any way I am as ever."——
Revenue officers state that many bootleggers are appearing daily and submitting offers in compromise.
MEN STENOGRAPHERS ARE DECLARED BEST
PARIS, Dec. 14.—Men make better shorthand writers and typists than women, Prof. J. M. Lahy says.
"My experiments prove that men listen, understand and react more than women, despite the higher degree of female sensitiveness. Women are less accurate and less dependable."
"Feminists point out department stores employ thousands of women, therefore, woman must be a success in business. But a store manager said:
"We employ women only because we can hire them at less money than men, and because men will buy more from a woman than they will from a man."

ABOLISH LABOR BOARD, PROBABLE PLAN
The United States Railroad Labor Board has fallen under condemnation from all sources. President Harding does not like the way it is functioning. Organized labor does not like it. Shipping interests do not relish it. In truth, the tribunal has few apologists or defenders.
President Harding recommends the supplanting of the Railroad Labor Board by a nonpartisan, impartial tribunal, either independent or part of the Interstate Commerce Commission, with power to enforce its findings. This plan, too, will be opposed. But the new Congress—the Sixteenth—doubtless will give the Railroad Labor Board its quietus. Just what provision will be made for replacing it remains to be seen. There should be an authoritative body of some kind, having the confidence of labor, transportation interests and the public, and vested with power to make its findings respected.
