SAYS CONGRESS TO ENACT BONUS BILL AT THIS SESSION
To Rebuild Bonus Bill When House Plan Goes to Pieces on Senateal Rocks

WASHINGTON, April 11...It can be set down now on the highest authority that the United States Government will pay a straight cash bonus to all veterans of the World War who received honorable discharges from the army, navy and marine corps. The bonus bill, which will be a cash bonus after it shall have passed the Senate, will come into full force and effect before the adjournment of Congress this summer.
There has been considerable haggling over the bonus bill in its present form; much difference of opinion has arisen as to whether the measure should embody a sales tax, or the issuance of government bonds and treasury certificates by which to raise the necessary funds. But I learn on the best authority that the present House bonus bill, which gives the veteran a half dozen rather unsatisfactory alternatives in lieu of straight cash, will never see the light of day in the Senate.
There are various well founded reasons as to why the House bonus measure will go to pieces on the senatorial rocks. The main reason is purely political. Seventy-five percent of this country's primary elections are scheduled to take place within the next nine weeks. From the purely selfish viewpoint of party, the Republicans are casting an anxious eye towards the approaching elections. They realize that on the bonus hinges the final result of these primaries. They realize, also, that the

American Legion and its friends, not politicians but resolved that the veterans shall receive their just due, really holds in its hands the fate of the Republican party.
Now, it is well known that President Harding will veto the bill if it passes the Senate without certain radical changes, the most important of which is the President's expressed desire to have a sales tax provision.
In view of the present ticklish political situation, the Republican leaders in the Senate realize too well that they cannot afford to risk a possible veto of the bill.
Therefore, I am quoting from highest authority the much complicated House bonus bill will pass into oblivion upon reaching the Senate. Some of its minor provisions will remain, but its outstanding feature will be a straight cash payment to the veterans. This money will most likely be paid in one jump sum to each veteran and not in a series of payments as set down in the Fordney measure.
How this revenue is to be raised remains a question yet to be thrashed out in the Senate. The Senate Finance Committee, which will rebuild the House bonus measure, has two concrete plans under consideration, one of which will be incorporated into the new Senate bill they are:
1. The sales tax recommended by President Harding, but which was unacceptable to the House Committee.
2. Authorization for the Secretary of the Treasury to issue against the full amount of the bonus special bonds and treasury certificates.

THE EASTER MESSAGE

EASTER SUNDAY is the great day in the year's calendar. On that day many thousands of men and women make their way to their respective churches to join in the ceremonies celebrating the Resurrection of Jesus Christ from the dead.
Many of the 200,000 churches in the United States will begin the services this year with a Sunrise Prayer Meeting. Millions of women will come out in new spring attire. The church choir will be augmented in size and all of the services of the day will be athrob with new life.
This will be due in part to the general rejoicing at the return of spring and for the song of birds in the land once more. But Easter emphasizes more than the return of spring and stands for much more than that in the thought of the multitudes.
Easter emphasizes the presence of the Risen Christ in the world today.
On that first Easter Day Jesus was declared to be the Son of God with power by His resurrection from the dead.
We have learned, as did the first disciples, that it was not possible that He should be holden of death.
And we know too that like Him we too shall rise. That is the faith of Easter Day.
That faith sent forth the Church conquering and to conquer. It was that faith that lifted the disciples out of their defeat and despair and sent them forth to evangelize the world; preaching the Gospel of God.
It is this Easter Faith that has builted the church thru the centuries.
Man has an instinct of immortality. He feels that he is bigger than his mortal life. Eternity beats in his heart. He refuses to believe that the night of death is eternal. He cannot believe that all the millions who have gone hence in the last five thousand or one hundred thousand years, still lie mouldering in their graves. They have been changed. "Their corruption hath put on incorruption." "God is not the God of the dead but of the living."
Jesus said: "I am the resurrection and the life; he that believeth on Me shall never die."
We believe that because He lives we too shall live and we pray that this Easter Faith may become the faith of all who read these words.
Pray that this Easter Day you may come to the Easter Faith.

ROCHESTER, N.Y., April 14.
The death of Rev. Peter McNab at York, a small village in Livingston county, ends a romance with few parallels.
Rev. McNab on Jan. 5 last, celebrated his 100th birthday. Next April 4, if she lives, the sweetheart of his youth, Miss Charlotte Walker, also of York, will celebrate her 100th birthday. Their marriage, planned in early life, was postponed and eventually abandoned because of McNab's ill health. They remained intimate friends through their lives, however.
McNab's health became impaired shortly after he had entered the ministry of the united Presbyterian church, and he did not recover for 29 years.
SPECIAL PRIVILEGE IS SERIOUS MENACE
The greedy, selfish, unscrupulous seeker after special privilege is an enemy to society and to free institutions. He would appropriate exclusively to himself that which should be common, for the benefit of the community. This is antagonistic to the very foundation principles of popular government.
In a great country like this, with its vast population and its gigantic, diverse interests, it is not to be hoped that there should be no selfishness, no seeking after special privilege. There has been, there is, and there probably always will be sordidity of
the taxpayers of the state.
California veterans feel that this legislation is the most progressive and constructive of any legislation within the Nation. This legislation will tend to benefit the state of California to a greater extent than the individual veteran is benefited. Every provision of the legislation tends to create rather than to destroy. The voters of this great state, in passing the Ten Million Dollar Bond (issue) Act, would help in placing ex-service men within this state. In homes or upon farms.

CREATE VETERAN BOARD
Under the provisions of the California Veterans' Welfare Act, the Veterans' Welfare Board is created consisting of five members, four of whom must be ex-service people. The function of this board is to carry out the terms and provisions of the Veterans' legislation in California, and expend moneys authorized by the state legislature to be expended in behalf of ex-service people within this state. There expenditures are safeguarded by requiring the approval of the state board of control on controller's warrants drawn for that purpose.
Any veteran of any American War, a bona fide resident of California at the time he entered service, is eligible under the terms and provisions of Veterans' Welfare Acts. Preference is given, however, to veterans who are disabled and are now drawing compensation.
The two principal features of this veteran legislation and which are to be covered by the ten million dollar bond issue, are the Home Aid and the Land Aid Provisions.
Under the terms of the Veterans' Farm and Home Purchase Act, any qualified veteran desiring to secure a home or farm, may make his selection and submit the same to the Veterans' Welfare Board for consideration. The banker in the community where the site is chosen, in Inheritance Tax Appraiser and at least two members of the Veterans' Welfare Board. If the farm does not exceed $7,500 in value, or the home does not exceed $5,000 in value as the case may be, the Veterans' Welfare Board may then purchase the farm or home in behalf of the state for the appraised valuation.
It will then resell the farm or home to the veteran applicant at a price not to exceed the actual cost to the state (cannot exceed $7,500 in case of a farm and $5,000 in case of a home), and adding to this resale price the expenses of appraisement, escrow charges, cost of certificate of title, and all other necessary incidental expenses. The resale by the state to the veteran is made on terms agreed to between the Veterans' Welfare Board and the veteran. It is provided, however, in the act that the applicant must make an initial payment to the state of at least five per cent in the case of a home, and ten per cent in the case of a farm, the balance due to be paid by the veteran in easy installments covering a period of not to exceed 40 years and bearing in-
