BONUS PLAN SHOULD BE ON DEFINITE BASIS
Soldier bonus legislation, it is reasonably certain, will be enacted by Congress at this session. The one great problem in this connection, is to find ways and means to provide revenues to meet the adjusted compensation payments after Congress legislates. President Harding is said to be strongly opposed to depending upon refunded foreign-loan bonds to meet bonus payments. It is pointed out, from the White House, that the refunding measure will not be completed before the passage of the bonus bill. The President insists that definite means of raising the requisite revenues be found by Congress.
There should be no trifling in this matter. When the bonus measure is passed, business-like provision should be made by Congress to meet payments without distressing delay. The element of time, as to getting this relief, is important with many veterans. They should have aid without harrowing waiting.
In view of the fact that Congressional elections take place this year, there will be more or less of politics in considering the bonus measure. Those members of Congress who aspire to re-election and who are governed by motives of expediency, will seek, on the one hand, to curry favor with the soldier vote by supporting the bonus. On the other hand, they will undertake to devise some means of getting bonus funds without levying federal taxes in forms that would be unpopular with the people. Because of these angles of influence, it is difficult to forecast just what form

MONETARY SAVINGS BY NAVAL HOLIDAY
Approximately $200,000,000 will be saved to the United States on the navy building program, because of the agreement reached, in the Arms Conference, to reduce naval armaments. Great Britain and Japan each will effect about the same saving, it is estimated.
This element of substantial economics in naval outlays is deserving of favorable consideration in appraising the good works of the Arms Conference. Besides this huge initial saving to the United States, it should be possible greatly to curtail naval expenses during the years that this historic “holiday” continues. This phase of international accord should not be overlooked. Through this compact and through other international agreements which may be made in future, this Nation’s armament budget should be reduced very materially.
The monetary burdens incident to the maintaining of huge armaments have fallen heavily upon taxpayers. Sweeping decreases in these outlays would be welcomed quite heartily by the American people. Relief from the burdens of taxation is one of the boons that will surely come from the cutting down of armaments.
38 Wells Drilling at Santa Fe Springs

Since the first of the year 25 new wells have been started at Santa Fe Springs. Thirty-eight wells are now drilling. When, in the latter part of 1921, well No. "Bell" 1 of Union Oil Co. came in, flowing over 200 barrels per day of high gravity oil, an active leasing and drilling campaign was precipitated. Judged by the production of the discovery well and the recent gas blow-outs at three other wells of Union Oil Co., the Santa Fe Springs oil field is an important potential source of high grade petroleum and commercial gas.
Although showings of gas had been noted at depths correspondingly recorded in the early development of the Hay Lake of Standard Oil Co. within Naval Petroleum Reserve No. 1 in Kentucky and several wells of Shell Company at Long Beach. In each of these fields, commercial gas wells are how being operated.
The oil bearing formations at Santa Fe Springs oil field, gauged by the discovery well, are deep but—the oil is of such high grade and quantity of production as to justify operators in facing hazards such as those encountered in drilling through the gas zone. It will be necessary to work out a development program whereby both the gas and oil can be saved, protected and produced.

FISHER CONTINUES EXHAUSTIVE TEST
(With Oil Operators)
From sources considered reliable a report emenated that the Fischer Oil Co. had reached a depth of 3800 feet and would go no further. The information was decidedly in error, the Fischer Oil Co. announces that at 2881 a sufficient showing of light oil was struck that warrants going ahead and making an exhaustive and thoro test. The showing, while light, is that of live oil, and makes the south side of the Long Beach field look more encouraging. The Fischer Oil Co. has set a string of 8¼ above the showing, and will go 5000 feet if necessary and find the source of the good showing. The Fischer has the showing and the courage to go ahead and will extend the boundaries of Long Beach's oil field if it is possible to do it.
The center of interest is now on the Henderson Petroleum's Lekas No. 1. The well is standing with 8¼ set at 2338. If this string of pipe catches all the water a lot of operators will be pleased as it will change somewhat the method or development on the northwest side of the hill. It will mean that a string of eight-inch can be set shutting off all the water. All that will be necessary then will be to go in with the oil string and bring the well in. Both the Shell Co. and the Dabney Oil Syndicate are watching the outcome of the Henderson Syndicate well.
The Pacific Petroleum Corp. (E.J. Miley) has resumed work on Signal Hill. Miley will put the Petells Irvine well down to production, and starts on the famous Updike well located on the extreme east side of the field. Miley discontinued drilling on the Updike several month ago, deciding to await future development. As the future development did not materialize the Pacific Petroleum Corp. Is going ahead. A lot of geological work has been done by Miley's engineering team.
JIM JEFFRIES WILL BECOME EVANGELIST
LOS ANGELES, Mar. 2. —James J. Jeffries will become an evangelist with a three months' time. The former world's champion prize fighter whose father was a minister, announced at his ranch in Burbank however, that his action depends for most part upon the publication of an historical work by A.F.Futterer of this city, who is writing a book based upon the Old and New Testaments in which he reduces to simple language the teachings of the religious world of the past and present.
Jeffries became intensely interested, and now stands ready he said to carry the gospel in its new interpretation to the hearts of the thousands. It is not a new religion in any sense that Futterer would propound, the ex-pugilist said.
NAME EARL DEZELL EXCHANGE MANAGER
LOS ANGELES, Mar. 2. —Earl G. Dezell, assistant general manager of the California Fruit Growers Exchange, has been appointed to succeed the late G. Harold Powell as general manager. He began his career as office boy with the So.Calif.Fruit Exchange in February, 1897.
The former exchange was shipping 2,000 cars of fruit annually at that time. The present exchange ships 40,000 cars, and "Sunkist" is known around the world.
Dezell was formerly assistant to B.A.Woodford, predecessor of Powell. He was manager at one time of the Fruit Growers Supply Co., and also head of the eastern office of the exchange in Chicago. President C.C.Teague said that the action in favor of Dezell was an unanimous as any similar action since he had been connected with the organization.

This statement is issued by John P. Carter, collector for the sixth district of California.
"Compensation for personal services in the form of salaries, wages commissions, fees tips bonuses and pensions form the principal item in the returns of millions of taxpayers. As a general rule, all such income is subject to tax. However there are exceptions with which the taxpayer in the interests of self as well as the government, should familiarize himself.
Salaries paid to its officers and employees by a state or 'political subdivision thereof' (city town county or hamlet) are exempt from taxation. The reason for this is that the federal government does not tax such activities of a state. Fees received by a notary public commissioned by a state are not taxable, neither are fees paid jurors by a state or political subdivision thereof. Witnesses in law suits however, even though subpoenaed by state's attorney are not considered employees of the state and fees received by them are subject to taxation.
The commissions of a receiver appointed by state county, or municipal court are not taxable. The commissions of an administrator or executor are taxable because they are not paid by a state or political subdivision, but out of the estate of the deceased.
Salaries of federal officers and employees, including those of the territories and the District of Columbia are subject to tax. Salaries and fees paid by the United States to its ambassadors, ministers or consuls accredited to foreign countries or by a foreign government to United States citizens are taxable and the amount spent by them for entertaining is not deductible. Fees paid a juror by the federal government are taxable income, likewise the fees received by a referee trustee or receiver, under the national bankruptcy act. The fees received by a notary public commissioned by the District of Columbia are taxable.
Annuities paid by the government to retired employees are subject to tax to the extent that the aggregate amount of the payments exceeds the amounts withheld from the compensation of the employees. Amounts deducted and withheld from the basic salary, pay or compensation paid to employees in the civil service of the United States, in accordance with the provisions of the act providing for pensions to government employees.

The Jergins well developed some water a few days ago. The water seemed to cause a big sand heave that shut off the production. A lot of trouble has been experienced with this well from the start. Completed at 2306 feet it looked like a big producer two months ago. The well showed great quantities of oil, but did not have sufficient gas to make it flow. Pumping has been menaced by one thing and another, the water coming in being the latest trouble.
The Long Beach City well Continental No. 1 is down on production. Two weeks ago the well dropped rapidly from 350 to almost nothing. Cleaning out and putting it back on production resulted in only a 150-barrel well. Just why the production should fall off so heavily is a mystery.
Three thousand barrels of new production was the record made by Huntington Beach during the past week. The Standard Oil Co. developed 2500 barrels of this production in five wells. On the Huntington A tract the Standard completed No. 16 at 2787 and brot in an 800-barrel flowing well. Huntington D-3 finished at 2650, started off doing 400 barrels. On the E-4 section No. 4 at 2380 feet came in doing about 100 barrels. The fourth well and a big one, was brot in on the famous Bolsa property. Bolsa No. 5 drilled to 2820 feet startted off at 1000 barrels, later settling down to 800.

Inquiries received indicate the impression in the minds of many persons that all school teachers are exempt from payment of the income tax. Teachers are not exempt because engaged in educational work. As a rule the salaries paid public school teachers are exempt, but only for the reason that they are employees of a state or political subdivision thereof.

ALLEN AND EBY IN COLLISION TODAY
An accident occurred about 8:30 a.m. today at the intersection of Olive and Center-sts when a Cadillac driven by W. B. Allen of E. Broadway was in collision with a Chevrolet driven by Arthur Eby of N. Bush-st. Mr. Allen was coming off Olive onto Center-st and Mr. Eby was coming along Center-st. Mr. Allen says he saw Eby when he was about one-third of a block away, and that as he came nearer saw that he was looking way. He says he shouted to Eby but not in time to avoid the accolade. The Chevrolet struck the Cadillac in the rear, damaging it. The Chevrolet lost a wheel and a bent axle. No one was seriously hurt.
