VIGILANTE SCHEME TO HALT ACCIDENTS
A hope that motorists will get so tired of hearing the word "accident" repeated over and over that they will stop causing accidents has been expressed by officials of the Automobile Club of Co., Calif. in considering a new plan for making this part of the state safe for all.
It is the general adoption of the "vigilante" scheme as employed for the past two months in Los Angeles, during which time 1448 auto owners received warnings to be more careful from the Safety Bureau of the Automobile Club.
If this plan is put into operation throughout the southern counties, 100 public spirited citizens will be chosen from each community to aid the Auto Club in curbing accidents. These citizens, who will be operators of automobiles, will be furnished with secret numbers and with traffic cards on which to mark the state license numbers of law offenders as they observe them in this section.
All cards will be mailed to the nearest county office of the Automobile Club, from which the letters of warning will be sent out, if the plan is actually put into operation.
Club officials are seeking expressions of opinion locally as to whether or not the most careful motorista believe it to be a good thing. Warnings are sent to the offending individuals before they are finally turned over to the police but it has so far proved sufficient to address letters of advice to those reported by the vigilance committee members.

WASHINGTON, Dec. 24. — Livestock consisting of more than 9,500,000 cattle, sheep, horses, swine, and goats grazed on the ranges of the national forests during the past fiscal year, and of the great store of timber in those reservations more than 1,170,000,000 board feet were sold. Receipts paid in or still due from these two items combined to swell the income-producing business of the national forests during the year to 34,468,940, says the forest service, United States department of agriculture, in its annual report made public today.
The number of animals grazing under permit on forest ranges are classified as follows: cattle, 2,050,715, an increase over the previous year of 16,916; sheep, 7,412,412, an increase of 141,276; horses, 78,821, a decrease of 4,144; goats, 43,190, a decrease of 10,495; swine, 3,177; a decrease of 889.
Because of the financial stringency in the livestock business during the past year, the payment of grazing fees usually made 30 days before the opening of the grazing season was deferred by congress until December 1, 1921, affecting to some extent the revenues of the forest service from that source, but the total grazing receipts, assuming that all obligations are paid, will show a falling off of les sthan one-half of one per cent.

LONDON, Dec. 27.—Entering a London register office a man told the registrar that in 1910 he took out a marriage license at his office for which he paid about 3 pounds. Two days after he quarreled with his fiancee and did not use the license,
"I have been abroad all these years," he said, "and now that I am back I want to know whether I can have a rebate on the license, as I did not use it."
Producing a photograph of a woman he added: Surely you remember me bringing her with me to get the license?
The registrar refused to reimburse the visitor.
