THOUSANDS STARVE IN SARATOV, RUSSIA NEW YORK, Dec. 15. — "I have seen conditions where suicide, in my opinion, is not a sin." is the statement made in a communication from George Repp, of Portland, Ore., who is the representative of the Volga Relief Society working under the direction of the American Relief Association in Russia. In letters received by the New York office of the A. R. A. Mr. Repp gives some startling facts of the famine conditions in the colonies around Saratov, Russia, and urges additional relief in order to help the suffering natives to survive the hard winter. "I realize that this is a terrible statement," continues Mr. Repp, in his report, "but I have seen women and children continually begging in the streets and I am powerless to take care of them all. I cannot find words to describe the horror of it all. I realize that noble work is being done in the United States, but the field is large, and the people are hungry and they have come to depend upon the American public through the A. R. A., in America for sustenance through the Food Remittance Plan." "These people do not weep. I cannot remember having seen a single tear. Their sufferings are beyond that stage. They stoically await either relief or starvation." Mr. Repp has been in the Volga Valley for about two months, having been sent to that region by the Volga Relief Society with the A. R. A. Mission to Russia. The Society was organized by German-Russians in Oregon, California, Colorado, Montana, the Dakotas, Kansas and other states, for the purpose of aiding kinsfolk in the Volka sector. This colony is said to number 5,000,000 German-speaking inhabitants. Mr. Repp is handling the distribution of food. PLANTS INDICATE TROPICAL CLIMATE The ancient vegetation of the Arctic region, as is shown by a study of its fossil plants, indicates that its climate was once very unlike that which prevails there now. Instead of ORGANIC CHEMICAL INDUSTRY BIG NEED WASHINGTON, D. C., Dec. 15. — Pointing out that a well developed organic chemical industry would increase our national production a billion dollars a year by utilizing products now going to waste, Secretary Herbert Hoover, in his recent address here before Synthetic Organic Chemical Manufacturers Assn., assured the members that the business they represented was "naturally worth cultivation and encouragement not only by the country but by the government itself." Mr. Hoover contended that it was only by utilizing the materials now wasted that the United States could hope to maintain its present standard of living or hold its place in the world of industry. Every waste product utilized, he said, adds to the amount of available goods that can be divided among all our people. After calling attention to the growing need for trained chemical personnel, Mr. Hoover turned his attention to the various commodities that organic chemistry has recently made available to the American people by utilizing products and materials previously wasted. WATCH COPS UPON BAKERSFIELD ROAD The Auto Club of So. Calif. has made a special warning to motorists who are going to the Santa Ana-Bakersfield game on Saturday, that traffic officers are patrolling the Ridge route between Los Angeles and Bakersfield. Heavy fines are being imposed on drivers exceeding the 15 miles limit. There are warning signs along this road and motorists have no excuse for not knowing the law. The club states that the trip to Bakersfield is about 157 miles from Anheim, and can be easily traveled in 6-1-2 hours by keeping within the speed limit. Fans leaving Santa Ana at 6 o'clock Saturday morning should be in Bakersfield by one o'clock. Instead of consisting of a handful of small plants struggling for life amid snow and ice in a scant, almost perpetually frozen soil, its vegetation was abundant and luxuriant and included ferns and palmlike plants that grow only in a mild and probably frostless climate. This vegetation flourished in the Arctic region from at least late Paleozoic to middle Cenozoic geologic time, millions of years ago, before man existed. Although these lands are now so inhospitable and are rarely visited, the United States Geological Survey has gathered a large amount of information concerning their fossil floras. A study of the coal beds of the Cape Lisburne region has incidentally disclosed many fossil plants. These coal beds are extensive and are the only known commercially and valuable mineral resources of that region. A little coal is occasionally mined for vessels that are short of fuel, which, as there is no harbor, lie offshore and perilously load on a few sacks of coal by means of lighters. WELL 500 BARRELS Long Beach The California-Mexican Petroleum Syndicate's first well at Long Beach is now on the production list and is averaging 500 barrels daily. The new well is flowing quietly and steadily and promises to be a consistent producer. On the west side of the hill across the road from the Shell Co.'s Horsch the Syndicate is riging up for its second well, to be known as Lekis No. 1. Drilling will start in a few days. The Crest Oil Co.'s No. 1 down 2972 feet is held up with a pipe swedging job. The 6-inch string seems to have gone bad near the bottom of the hole and no progress can be expected to be made until the pipe is straightened out. Crest No. 2 at 1875 is in sticky blue shale. Both wells of the Dabney Oil Syndicate stand idle. It is understood that drilling will not be resumed until production is developed some where near one or the other of the wells. No. 1 quit drilling at 3877. The Fischer Oil Co. is about to have a clean well again. Steady progress is being made in cutting off the lost drill pipe and left handing it out. Fischer had drilled to 3150 when the twist off came. The General Petroleum's Bixby No. 1 now drilling at 3800 feet is one of the deepest wells drilling in the east side of the field. The formation shows hard sandy shale. Black-Drake No. 1 over on the west side is making hole at 2050 and going nicely. The National Crude successfully shut of water at 3100 and is now rigging up and running in the 4-inch drill pipe to enter the oil sand. The Petroleum Midway has an extensive program for Signal Hill. Brown No. 1 is building rig, Griswold No. 1 is building rig, and Rosenfield No. 1 is ready to rig up. In addition to these three new ones the Petroleum Midway has Ellis No. 1 standing cemented at 2679, and 500 feet of hole made at McDavid No. 1. The water shut of on the Oceanic at 3320 is yet to be determined. Continuous bailing for several days has failed to decide the matter. It will be necessary now to wash out and gas, the rare, expensive non-explosive vapor which was to have been used during the war. FROZEN EGGS KILL Many persons have succumbed after eating a filling in pastry made from frozen eggs. A French physician, who has made a study of the cases, states that frozen eggs are unfit for consumption; except for use in biscuits where the prolonged baking kills the germs, which are harmful to humans. An extensive trade in frozen eggs has been built up between China and the United States and health officers. 34 NEW WELLS STARTED Oil field operations reported the week ending Dec. 10, show 34 new wells started, compared with 23 the previous week. The total this year is 1244, compared with 847 same date last year. Tests for water shut-off 22, compared with 25 previous week. Yearly total to date 1350; total to same date last year 1185. Deepening or redrilling jobs 9, compared with 18 preceding week. rigging up and running in the 4-inch drill pipe to enter the oil sand. The Petroleum Midway has an extensive program for Signal Hill. Brown No. 1 is building rig. Griswold No. 1 is building rig, and Rosenfield No. 1 is ready to rig up. It will be necessary now to wash out and make further water tests. The Ramsey-Municipal well No. 1 is now a steady producer at 400 barrels. This well stands as a credit to the work of the Federal Drilling Co. Good time was made in the drilling, a water shut off was gotten the first time, and the well brought in clean and in the best of condition. The Standard Oil Co.'s Alamitos No. 1 at 2818 is held up with a bad fishing job. Engine trouble allowed the drill pipe to stand in the hole 15 minutes, that 15 minutes stuck the pipe and now it looks like move the rig. Bixby No. 2 is grading for a location. Farnsworth No. 1 is drilling at 2400, Lomita at 1000 feet and L. B. T. & S. at 2200. Pacific Ranch No. 1 is making hole at 2145 and is going very good. Sylvester No. 1 is at 2600. Milling on iron holds the Torrance test well at 4485. The Shell Co. of California started work this week on three new wells. The new work started gives the Shell Co. a total of 22 wells underway. The new wells are Andrews No. 1, Bixby No. 1, and Cherry Hill No. 1. Rigs for these three wells are now going up. On the Alamitos lease No. 2 is drilling in the oil sand at 3267, No. 3 has a fishing job at 3496, and No. 4 set, 62T, feet of 15-inch. Babb-Tucker 3132 feet deep is cleaning out at 2900. Church No. 1 set 1750 feet of $12½". Foster No. 1 is rigging up Goddard No. 1 set 2634 feet of 10-inch. Jones No. 1 stands cemented at 2956. Hutton No. 1 set 1693 feet of $12½" and is rigging up for cable tools. Martin No. 1 is replacing the burned rig. Nesa No. 1 got underway for 2935 feet and struck another fishing job. Pleckler at 2384 is also fishing. Stakemiller cemented at 3-048 and is rigging up for cable tools. Wilber No. 1 set 8-inch at 2461 and landed a heaving plug. Parton-Wilson No. 1 is at 1700 in hard shale. The Shell Co. just recently leased three properties on Willow-ave the development of which will greatly extend the west limits of the Long Beach field. The State Mining Bureau credits the Sandburg Petroleum with the cleanest shut off yet made on Signal Hill. The job at 2846 in the 8-inch was perfect, and drilling is now going ahead in the oil sand at 2900, the sand is rich and is showing lots of oil. Indications are good for a 500 barrel well. Sandburg-Co-operative continues producing at about 125 barrels. It is the intention to deepen this well soon. IT PAYS TO COLLECT A New Yorker recently purchased an old book in a second-hand book store. He took it home and was reading it when he found the edges of two pages pasted together. Separating the pages he found two $100 bills and a note. This note stated the $200 was the property of whoever found it and the donor trusted it would help the finder, as there was no need for money where the donor was going. RESULTS COUNT LET CONTRACT NEXT YEAR FOR HIGHWAY SAVE MILLION FROM SCALE IN ORANGE-CO The contract for construction of that section of the coast boulevard between Huntington Beach and Balboa will be let early next spring. Work on that section between Balboa and Laguna Beach may be started the latter part of 1922. Construction of the boulevard between Long Beach and Huntington Beach may be delayed for a year or two— The Long-Beach-Huntington Beach section will be built in 1922 if the injunction proceedings against the highway commission to prevent building of the boulevard on the route selected terminate in favor of the commission. These definite and positive statements as to the intentio not the highway commission with reference to construction of the coast boulevard in Orange county were made by N. D. Darlington, chairman of the state highway commission, who was in Santa Ana for a few minutes on his way to San Diego on state highway business. Scott W. Alexander, of Long Beach, representing realty interests, has brought an injunction suit against the commission. He wants the road built between Long Beach and Anaheim Landing along the ocean front. The commission has selected a route a little further inland in order to avoid expensive bridge—bridges that Orange county supervisors say this county will not undertake to pay for. Darlington was advised yesterday by attorneys for Alexander that if they were unsuccessful in the lower courts they would carry the case to the higher courts. This would mean a delay in construction of the road on that section from one to two years, in the opinion of Darlington. "I don't believe that Alexander has a legal foot to stand on. If he can enjoin the commission from building on the route selected, others would do the same and the result would be that we neevr could get anywhere in our building program for no matter where we select a route there are bound to be those who are opposed," Darlington said.
