Gribling made any gain from the emissaries.
We find that the base in the Citron Street School Building was apparently put on after the mathering and floor was installed and some come loose from the wall and in some cases new base has already been installed. This base should be removed and made similar to the base now in the Central School Building, so as to prevent coming loose from the wall and floor.
We find that at the Citron Street School about 150 square feet of concrete walk is defective and that same should be removed and rebuilt in a proper manner. We estimate that ownership to the change in the detail of the mathering and beans in the Central School Building, the contractor was benefited by the following amount: $28.00.
That 150 square feet of walk to be replaced at the Citron Street School Building estimated at $25.00.
The removal and replacing of the base in the corridor of the Citron Street School Building estimated at $35.00.
We find that the floor in the boys toilet was put in line way that it impossible to drain into the floor drain as required by the plans specifications. We find that the Viloria stair set in the floor and the tapping of the floor next to the drain should be removed and reset and so that floors will drain properly.
In the girls' toilet in the Citron Street School Building the floor drain to be located and properly graded to drain floor.
We estimate the cost of these changes in the three toilets to be $75.00.
Regarding the contention of Hardwood Floors at the Board finds that on October 29, 1919, at a meeting of the trustees of the A. L. Gribling school district, was ordered to substitute maple floors for all class rooms, print sims room and teachers' room in both the Central and Citron Street Schools, at an added cost of $708.00. We found however, that those maple floors must be obtained at this time. At a meeting of the Board of Trustees on February 14, 1919, we find that on July 16 an order was placed with Mr. Gribling for the maple floors at an added cost of $1208.08.
It was also stated by Mr. Gribling that he conducted by the trustees before this Boys' Arbitration; that this change in price included the difference between the T. & G. sub floors and the substitution of surface one wide boards.
We find that the maple floors were laid according to specifications covered in Article 4, phee flooring with the exceptions that the overwood was never removed from the maple floors and in some doors.

$18% transom sheaths missing on French doors.
$1½ dox coat hooks missing.

It was found that the cost of $708.00 of metal work and woodwork on the exterior of the building should be cleaned off and all plaster removed and to receive one coat of pure linseed oil and white lead with the proper color to match work with the copper tile in the construction of these buildings on October 24, 1921, the trustees of the Anaheim Grammar School District met to consider the bids received for the building of the Citron street school-building. Four bids were received for these buildings.
We find that the maple floors were laid according to specifications covered in plans with the exceptions that the overwood was never removed from the maple floors and in some cases badly broken and silveryed were used and the oiling of the floor as specified was never done.
We estimate the cost of removing the broken and silvered pieces and the removal of the overwood and furnishing the oil, as specified to be $222.50.
We find that the difference in the levels of the corridor and glass room floors undoubtedly occurred through the change in the slabs and beams from the original plans. We are of opinion that the contractor in no way benefited financially from the erroneous level of the floors and that the efficiency of the building as a school building is not reasoned by reason of this condition.
We find that the floors in the Citron Street School Building are level with the corridor floors.
Regarding the contention on Heating, this Board finds that the fire brick and other bricks used in the base of the fire boxes were very poor set and not set with fire clay. We estimate the cost of relaying these fire pieces with fire clay at $192.00.
Regarding the contention on Glass, this Board finds that it cannot under the present conditions determine whether the glass used in the sash box or 21 oz. glass. In our examination of the contractor and architect, we are satisfied that the contractor purchased 21 oz. glass December 28, 1919, the trusses of the Anaheim Grammar School District at a regular meeting, passed a resolution to change the glass in the corridors doors and transms from $16 Mazel glaze to clear glass; change to be made without extra cost to the school district.
Regarding the contentions on Painting and Varnishing, this board finds that the contention of the trustees of the Anaheim Grammar School District regarding the painting and varnishing at the Central and Citron Street School Building is maintained, we recommend that this area be interior work of all class rooms and kindergarten room be thoroughly sanded and have one coat of No. I interior varnish properly applied.
We find that all doors, transoms and openings into the corridor should have no paint composed of pure white linen and lined with sufficient oil color to give required color. This cost of paint to be applied in a thoroughly workmanlike manner, making clean out around all hardware and up to plaster.
We find that by an act of the board of the Anaheim Grammar School District that the matter regarding the painting or varnishing of the kindergarten room and the teachers' room was changed at a board meeting April 6, 1920, from painted walls and ceilings to tinting; also at this same meeting the board decided to tint all classroom rooms.

We find that by an act of the board of trustees of the Anselm Grammar School District that the matter regarding the painting or printing of the kindergarten room, the principal's room and the teachers' room was shamed at a board meeting April 6 from painted walls and ceilings to tinting and staining the same meeting the board decided to shut all class rooms.
We find that the metal work and woodwork on the exterior of the building should be cleaned off and all plaster removed and to receive one coat of pure linseed oil and white lead with the proper solder to match work now being made and all to be made a first class job.
We estimate the cost of the painting and varnishing as herein recommended at $500.00.
Regarding the contention of Vitrolite this board finds that certain cracked slabs in the Vitrolite in the Central Building have been repaired by the contractor on the Vitrolite partition made and the Vitrolite contractor also states that he has furnished a guarantee for one year on the material and workmanship installed by them.
Regarding the contention of Trim and Base this board finds that the locker and drawers were left out under the sink board in the kitchen and warehouse and the placing of the lock and key on the china closet door at $15.00.
We estimate the cost of placing the oak treasures and oak-hand-rails on the two stairways to the kindergarten rooms at $14.55.
We estimate that the cost of installing proper shelves in the supply cloosets both schools to be $82.00. Regarding the contention on Plumbing this board finds that the drain to the deck roof on the Citron Street Building has a 2" drain pipe from the outlet box on the deck. This drain pipe should be provided with proper screen over same extending up above the top of the intake of the drains.
We find that the automatic urinal tank in the boys' toilet of the Citron Street School was never properly adjusted. We estimate the cost of proper adjustment at $1.50.
We estimate the cost of installing two new lavatories in the Citron Street School to replace two defective ones at $40.00.
We estimate the cost of replacing one toilet bowl in the kindergarten toilet room of the Citron School building at $16.00.
We estimate the cost of installing four hardwood seats in the shower bath rooms in the Central Building at $12.00.
Regarding the contention on Hard-ware board slides upon careful examination of the Central and Citron Street School Buildings that the following list of hardware was left off:

Regarding the contention on Venetian Blinds, we find that the minutes of the Board of Trustees of October 29, 1919, at which all members were present, show that an order was given for gliding blinds for two buildings in cost $943.42. We do not consider the price at which these were purchased to be exorbitant.
Regarding the item of Substitution of Tile for Brick in the construction of these buildings, on October 24, 1919, the trustees of the Anselm Grammar School District at an earlier date received for the building of the Central school building and the Citron street school-building. Four bids were received for these buildings, prices of which have been published. Mr. A. L. Gribling, of Los Angeles, was found to be the lowest bidder on the erection of these buildings under the plan and specifications called for a brick exterior building laid up in special laid bond and ornamentation, his bid amounting to $103.492.
At this same meeting the board of trustees unanimously voted to change the exterior walls from the specified brick construction to hollow construction with no concrete floor interior without any deduction in addition.
This board finds upon investigation that there was a difference of approximately $12,000 between two constructions.
Regarding the contention of Pemberton Heating System, we find that it is impossible to determine what the Pemberton Heating System costs in two buildings as some will let under the general contract for these buildings.
Regarding the contention of Change of Architects, we find that on April 15, 1919, the school trustees entered into an agreement with Theodore Kistner, of San Diego, to make tentative plans for proposed building and Citron Street School Building with the understanding that the plans were to be made without any cost to the school district if the proposed bonds did not carry. Should the bonds carry, then said Kistner was to be employed as an architect to complete the plans and specification, and the supervision of these buildings.
On August 12, 1919, at a board meeting it was unanimously voted to select the plans for these buildings by competition and Mr. Theodore Kistner of San Diego and Jeffery & Schaefer of Los Angeles, were invited to submit tentative plans for the proposed buildings. On August 19, 1919, a regular meeting of the school trusteesthe plans submitted by Theodore Kistner and Jeffery & Schaefer were considered, and each architect given an opportunity to explain his plans. At this meeting a resolution was passed, the motion being made by Mr. Enearl and seconded by Mr. Pomeroy approved and submitted a proposal for the contract for the planning of plans for proposed school buildings Los Angeles, and on this date a contract was entered into between the board of trustees of the Anselm Grammar School District and Elmore R. Jeffery, architect, to make the
