Where rumor of oppression and deceit might never reach me more! My car is painted. My goal is sick, with every day's report. Of wrong and outrage with which the earth is filled—Cowper. Happiness is not bought. The happy days are returning where in five cents will buy something. The habitual, indifferent non-voter is a "slacker" of a type that menaces good government. Procrastination steals that which never can be replaced and for which there is no substitute. It will be noted that a great deal of the bellicose news from Europe consists merely of talk. California has had a typical January rain shoved up into May this year it has done much more good than harm. Insincerity and selfishness are twin evils which are at the base of much of the misery and injustice throughout the world. Note that the equal suffrage constitutional amendment is numbered 19—a bargain number, as every woman knows. There is no music under heaven more beautiful than that grand old hymn, "Neuer MX God to Thee," properly rendered. The original discoverer of Yap surely could not have foreseen how much potential trouble he was foisting upon a future generation. This Congress started off to work with considerable speed, but, like most of its predecessors, it has accumulated sand in its accelerator. Teach the children the lessons of stressed ideals and practical ideas which are of a nature to appeal strongly to the millions of plains, praetical Americans who want the best governmental service attainable without waste of public monies. "Every principal and device which promotes efficiency in private business," said President Handling, "should be applied in government affairs. I will trust the public official who will decide his public problem as though it were his very own." Economy and efficiency were stressed with extraordinary vigor in two addresses made by Mr. Harding. The President gave the impression that he is firmly resolved, "with stony-hearted devotion to the public interest," to bring about greater efficiency and substantial economies in administering the government, even though certain types of politicians and place holders should be displeased and become antagonistic to the administration. The people will admire and appreciate this type of moral courage should the Harding administration proceed along the lines indicated by the President in his addresses. All developments, thus far, indicate that Mr. Harding is sincere and consistent in this and that he is shaping governmental policies accordingly. PRESIDENT FERVENT FOR WORLD PEACE Fervid, clear, impressive, were the declarations and emotional exclamations against warfare and in beralf of world peace, by President Harding in his addresses on his New York trip. Here are excerpts from his deliverances which, grouped, bring out the intensity of the President's feeling on this subject: Somehow there is a new feeling in my breast today—I saw 5000 soldier dead—somehow there has been a prayer in my heart ever since, that there shall be a Nation so righteous and so just that we shall never be called on to make war so long as God and men may rule together. President Harding is saying some things about efficiency in government which are not pleasing politicians half as much as they are the people. Honest service should be given in the public service. No man should lay his conscience aside, as though it were a coat, when he enters upon public work. These late copious rains will keep the hills, means and valleys of California green far into the summer. It will be a great summer for sightseeing tours. The goose that laid the golden egg may have performed that feat on Eriday, the 12th. The goose is a bird that is big enough goose not to need superstitious. Lack of teamwork of Western members of Congress and Western constituencies may defat a meritorious measure, in Congress, for Pacific coast battlements. Will the tariff question ever be eliminated from politics? Seeingly no prospect of it. The time may come, however when the whole subject may trated non-partisanly and in business-like way. A little more unanimity up and down this coast, as to naval base sites, would help to bring Congress the coveted appropriations. "My house divided against itself" is not in the most favorable condition. President Harding has declared for efficiency in government at Washington. He cannot be too strong on that. The people want efficiency just as rigorous as it can be made. Particularly should it be applied to conservation of treasury funds. There should be rigid economy and no waste of the public's money. SECTIONALISM IS BAD IN NAVAL BILL FIGHT Narrow, petty, selfish sectionalism led to the defeat in the Senate of the item of $1,500,000 for the beginning of construction of a new general naval base at Alameda. Expert opinion is almost solidly in favor of the Alameda base. It has been pointed out repeatedly that the Mare Island navy yard is not to be abandoned because of the proposed Alameda battements against warfare and in beralf of world peace, by President Harding in his addresses on his New York trip. God grant that it will not be and let a practical people join-in cooperation with God to the end that it shall not be. I do not pretend that millennial days have come, but I can believe in the possibility of a nation being so righteous as never to make a war of conquest, and a nation so powerful in righteousness that none will dare to invoke her wrath. I wish for us such an America. These are indeed, soulful, profoundly impressive pleas for universal peace. Coming from President Harding, at this time, they are deeply significant. They show that, while he may differ with many peace advocates as to plans and methods, yet as to general principles and as to the great end sought, he is aligned with those who would associate the powers of the world in such manner as to promote and to preserve peace with justice. Letters From People County Jail, Santa Ana May 26, 1921. The Plain Dealer: Each morning I rearrange my flowers, calling out the bad ones; while doing so this morning the thot came to me, which is so often asked: Why are the chiropractors being prosecuted and persecuted? Castello, the prosecuting attorney, told some jurymen the reason is because we are an uneducated, uneouth, bunch of nuts. Then the question arises: Does it take education only to move the ship of state? Is this state which has won so many victories moved only by the educated? If so, what are our laymen doing? Was it education that set free the greatest nation on earth and made her a mighty power; a nation which won the greatest victory in history? Was it education that built the mighty firearms, manned them and made the mountains resound with a roar like thunder? Was it education that dug the trenches, out loose the great masses of barbed wire, crawled on hands and knees through mud and mire, lay wounded on the battle fled, carried the sick and dying from beneath shot and shell? No, it was the layman, some of whom could scarcely read or write. And yet the antagonism has persisted. This, in turn, was followed by another petty outbreak of antagonism from the South, because of elimination from the navy bill of an appropriation for a dry dock at Charleston, S. C. Tactics of this kind are deplorable, oftentimes despicable. There is one term that fifty describes this spirit — that is, dog-in-the-manger. It is especially regrettable that California should be the scene of such sectionalism as this. The result will be to retard the construction of a great naval base in San Francisco Bay or that vicinity. Stephens, who had preceded him with a two hour speech, said, shaking Lincoln's hand, "Mr. President, I wish I could flatter myself that I came as near the central idea in two hours as you did in five minutes," a silence as of death fell over the crowd and every one knew that Lincoln was the greatest orator that ever lived. The poorest educated man we have become the greatest mechanizer. Then why worry about the education of the chiropractors? They can do more with their hands toward relieving the lilies of man than any science of the age. One beautiful rose in my bouquet was drooping and I placed it where the stronger ones could support it and so it should be with the sciences. If one seems weak, help to put it on a sitter foundation, and this you surely do when you go to knocking. Not anything could have been better for our science than the great chiropractic wave sweeping over our country. Yet we hate to see the taxpayers' money used to prosecute the chirros. Already over $5000 has been spent. Six more trials are to come off soon at an approximate cost of $500 each. One preliminary alone in Orange cost $65. The expense is attached to the county when we go to jail. Yet, what are we to do? Pay $75 out of every $100 to the state medical association just because we practice chiropractic? Do good to the people, and cannot get a license! Here is the reason we cannot get a license: The law gives the medical board the right to recognize or not to recognize a chartered chiropractic school, and all chiropractic schools are chartered. The state board refuses to recognize any chiropractic school. Then, from two to four years is required in some technical school approved by the state medical board. That technical school is a study of medicine. We need no medicine. We can do work with our hands. I was born in Missouri and all I need is a chance to show you what I can do. Yours truly, SUE AMACK. According to County Clerk Backs there has been an unusual demand for marriage licenses this month, despite the fact that some of the bride-elects entertain the superstition that they will have ill luck if they wed in May. "It is hardly necessary for the young fell us what he is after," said County Clerk Backs. "We can guess nine times out of ten. But to spare the prospective bridegroom any embarrassment we wait until he makes his request. Of course, it would be impossible and indiscreet to hand a man an application for a license before he declares himself." The prospective groom can be recognized at a glance. He usually enters the county clerk's office a few paces ahead of his intended bride. After making sure he is in the right shade he steps back into the corridor and beckons to the fair one. She follows him in with a blush on her face. The young man is handed an application blank and the couple sit down at a desk with their faces toward the wall and write the required brief history of their lives. Occasionally the prospective groom comes in alone. And in some instances he gets stuck in trying to fill out the side of the application blank that pertains to the life of his girl. So he gives it up for the time being and checks up on the necessary details through a telephone call or personal inquiry. Introducing the "Lantern Bug." Jeopardizing the lives of automobiles in various parts of Santa Ana, some miserious person with a peculiar thieving mania persists in removing red lanterns which are placed by contractors over manholes and streets that are undergoing repairs. Santa Ana police are frankly puzzled over the matter. Nearly every night the attention of the authorities is called to some dangerous crossing or obstruction that is not designated by a red lantern. Upon investigation the officers find that the lanterns have been tampered with or deliberately removed by some mischievous party. Instead of being on top of the obstruction or danger point beacons are set on the opposite side of the street extinguished. On one occasion an officer found a lantern that had been tampered.
