OSBORNE PREDICTS GROWTH OF COAST
Henry E. Osborne, representative in congress from the 16th (Los Angeles) district, has given out the following statement on the need for commercial and industrial preparedness: The rapid growth of the Pacific coast states in population, commerce and industry has never before been so noticeable as it is today. These states embrace so many attractions of climate and scenery, which add to the pleasures of living, that this growth is bound to continue for many years to population of a little less than three and a half millions, at no distant day.
It will sustain 15 millions, and Oregon and Washington will increase in like proportion, 20 to 25 millions of people in these three states, instead of the five millions and a half that we now have, is no extravagant forecast.
The enterprising and farseeing people of today must lay their plans and outline their policies well in advance to provide the facilities which will profitably engage the activities of those coming millions. With greatly increased population there must be greatly increased production, agricultural and manufacturing, and there must be a great increase in commerce. How can we best contribute to laying the foundations upon which the future profitable employment and happiness of our people shall be based?

Foreign commerce and manufacturing compete two lions of anewer capable of great expansion. There is a vast trade in the countries facing the Pacific Ocean, in Which San Francisco, Los Angeles, Seattle and Portland already participate but to a moderate extent. In a visit to Cuba last summer I was greatly impressed with the conviction that the 440 millions of people in that great country are passing through a transition stage, slowly it is true, but which will result in a demand for articles produced in the United States and Europe, that the industrious Chinese people do not now feel; the necessity for. As this glance occurs the Pacific coast ports being so much nearer China than Europe will have an advantage. The establishment of Free Zones at some of our Pacific coast ports, where they may be willing to make the large investment required, will facilitate the movement of foreign commerce and increase manufacturing. It is gratifying to notice that our Pacific coast financiers have organized the Foreign Trade Financing Corporation, with a capitalization sufficiently large to do very efficient service in carrying on this great work.
Manufacturing demands cheap power. The fullest development of the vast quantity of hydro-electric power in our mountains and foothills is one of the things most important to make manufacturing less expensive than in other sections less favored with these natural conditions.
Not only for the millions who will come to the Pacific coast and intermountain states in the future, but for the people who are already with us let us to the best of our ability assist in building up our Foreign Trade and our manufacturing, and make the Pacific coast cities the greatest commercially and in beauty and attractiveness in the world.

TABLES TURNED AS AGED MINER SUES
Cleared of a charge of embezzlement after a preliminary hearing in the justice court at Santa Ana, J.W.O'Day, aged mining man of Los Angeles, and wife, Emma O'Day, brought suit against O'Day's accuser, Milton McMillan, of Anahelm, and others for an accounting.
The defendants named in three separate complaints filed by O'Day and his wife are U.S. Glaze, Roy Thomas, Howard Harround, Milton McMillan, the First National bank of Fullerton, the Standard bank of Fullerton, the Standard bank of Fullerton.
$2,500 was deposited and that the defendants now are withdrawing the money for their own use. He and his wife demand an accounting of the disbursements and ask the court to issue an injunction to restrain the defendants from dismising any more funds from the three banks. Attorneys for the plaintiffs will ask for the injunction June $ at 10 a.m.
After spending several days in the county jail in default of bail O'Day was given a preliminary hearing on the charge of embezzlement preferred by Milton McMillan of Anahelm. After the hearing had been on for about three hours Deputy District Attorney C.N.Mozely moved for a dismissal of the case.
McMillan alleged that he gave to O'Day $500 to be turned over to Mr. and Mrs. James Hunter for their interest in a quartz mining claim near El Toro,and that O'Day appropriated the money for his own use.The charge was substantiated.A receipt for the $500,purporting to have been signed by Hunter,was produced by attorneys for O'Day.A quit claim deed secured from the recorder's office,bearing Hunter's signature.also was produced.
With this documentary evidence showing that the Hunters had been paid for their interest in the mining claims, Deputy District Attorney Mozely held that there was no use of a prosecution of the case.
OIL SURPLUS UPON INCREASE IN STATE
Users of oil and gasoline in Santa Ana and other Orange-co.,cities were interested today in the announcement made in San Francisco by the Standard Oil Co.,that stocks in storage by oil companies in California increased 1,143,142 barrels in April.
April production by all companies,amounting to 238,981 barrels a day showed an increase of 1298 barrels a day over March.April shipments were 200,877 barrels an advance of 5,451 barrels daily over March.The April production sets a new record for California.
With 595 active drilling wells,the largest number in any month since September,1911,and with 143.new rigs erected during the month,the largest number since July 1910;development is more active than at any time within the past ten years according to the

O'O'Day and his wife, through their attorneys, H.I.Cruzan and A.D.Laughlin, assert that Emma O'O'Day was the owner of certain mining locations near E.Toro and that January 1, 1921, the plaintiffs entered into a contract with Thomas, McMillan and Harround.
The plaintiffs allege that each of the defendants agreed to take a 1-24th interest in the quartz mining locations for $500; the money to be expended by O'O'Day in location work and surveys required by the government before the issuance of patents it was agreed according to the complaints that the payments would be made to the different banks in Fullerton and Anaheim.
