POWERFUL NAVY NEED OF UNITED STATES
All over the heavens, as it were, is written solemn warning to the United States to prepare itself and to keep itself prepared for a great international emergency that might bring hostilities with startling suddenness. News coming across the Pacific from the Orient is very disquieting. There are feverish, warlike preparations in Japan. The militarists of that country are in control of its policies. The people of Japan, while deeply incensed against the United States, are not seeking war, it is said. But militarists might sweep the peace-lovers of Japan off their feet over night, just as Europe's militarists, in 1914, started the great conflagration.
The United States cannot, in wisdom and with safety, ignore or treat with light indifference, that which is taking place in Japan. The frenzied naval expansion in that Oriental country admits of but one reasonable interpretation. It is not for defensive purposes, for no powerful nation on earth has any grudge against Japan or would attack it—least of all has the United States aggressive designs against Japan or any other country. The Japanese government is well aware of this.
Yet, in face of the fact that it is not threatened with aggressions from any direction, Japan is speeding its naval building on a scale unequalled by any country under the sun. The United States consistently may hope and strive for peace with Japan and pacific, amicable settlement of all disputes between the two countries. But meanwhile it should "trust God and keep its powder dry."

Save the California redwoods! Nature endowed this state bountiful with these magnificent trees. It would be a crime against Nature to permit the redwood groves to be depleted.
The greater America's naval strength in the Pacific and the more formidable its military power along this Pacific Coast, the less likelihood that this country ever will be called upon to use this armed power in hostilities.
With the disabled veterans of the World War asking—as they have every right to ask and expect—relief, they should be given gracious and generous attention, and their appeals should not fall on leaden cars and stony hearts.
Experts hold that a tariff duty of three cents per pound on lemons is necessary to afford the full measure of protection that the California growers should have. Californiaians should back up their Congressmen in petitioning "the powers that be," at Washington, to levy a duty of three cents per pound on imported lemons. If Californians do not work for the protection of this industry, who will?
URGING HIGHER TARIFF ON LEMONS
Congressman Lineberger, of the Ninth district, has been indefatigable ever since going to Washington, in pressing for adequate protection for California's citrus fruits. He saw President Harding and urged a higher rate on lemons and was heard before the subcommittee of the House Ways and Means Committee in advocacy of increased duty on this fruit.
Joining with all the other members of the California delegation in the House, Congressman Lineberger has petitioned the subcommittee which is formulating the permanent tariff measure to fix the lemon tariff at 3 cents per pound, instead of 2 cents, as in the emergency tariff act. It is argued, in this petition from California Congressmen, that the rate of 2 cents per pound is "entirely inadequate if the lemon industry of California is to survive." The 2 cent rate in the emergency law, it is pointed out, will serve only to avert further destruction of lemon groves by owners until a 2 cent rate can be enacted in a permanent tariff measure. The California grower, it is set forth, cannot compete successfully with Italian importations without the 3 cent duty.
California Congressmen will keep this urgent requirement of protection before the House sub-committee and before the whole committee and the any direction, Japan is speeding its naval building on a scale unequal by any country under the sun. The United States consistently may hope and strive for peace with Japan and pacific, amicable settlement of all disputes between the two countries. But meanwhile it should "trust God and keep its powder dry."

Enclosing a bill of $39,01 for repairs to his automobile, which he claims was damaged when it skidded and went into ditch on the state highway about two miles south of Capistrano, Charles H. V. Lewis of Anaheim and Los Angeles, has written a letter to the board of supervisors in which he calls the board's attention to "a serious condition that stands as a menace to the people and savors of gross neglect by officials of your county."
The writer states that he is "hot under the collar," because May 6 coming from San Diego with a party of four, his Reo car skidded while traveling at a speed of "ten miles an hour," and proceeded to do a "shimmy" into another machine, climbed an embankment, resulting in a mashed fender, a twisted top, broken windshield and what not. He declares he is still "mad."
"It does not require a speed mannecro to skid at the point designated," continues the writer. "A broad footed man would have to be an athlete to keep his feet, and a machine at ten miles an hour would be well assured of a shimmy dance and then some. A few days ago a stage skidded, jumped the bank and turtled, to the severe injuries of several persons, of which you will no doubt hear later. How many machines have skidded, climbed the bank and had hairbreadth escapes from collision, who knows? Yet we observe no signs to warn, so sentries to notify, no attempt to recify the cause. Have you no road officials? If so, do you see that they do their duty? Do you leave such conditions indefinitely. If so then a sweeping change in Orange-co. officials would be his hope."
The writer says that at the point designated there is a sharp turn at relief of Clarence A. Gustlin, who is a friend of the great planist, that Padrewski would make a special effort to be present at any gathering at the Forest of Arden in honor of Madame Modjeska.
Within a day or two, Dr. C. D. Ball and S. M. Davis, president and secretary of the society, will reach a decision as to the date of the gathering. There has been some question as to whether the meeting will be May 23 or May 28.
Paderewski who returned from Poland a few months ago, is now living on a ranch at Paso Robles. At the close of the world war he was found in Poland leading his countrymen in their fight for freedom. He had to retire from leadership, a man broken in health and activity. Since his return to America he has evinced no desire to return to the concert stage.
The historical society's visit to Modjeska's will be featured by a paper by Mrs. J. E. Pleasants of Santiago canyon. Mrs. Pleasants will tell of her acquaintance with the great actress.
Attired in Oriental garb, Mrs. Lem Sue, alias Mrs. Lee Young, Chinese woman, is confined in a cell on the second floor of the Orange-co jail. She is serving a nine months' sentence for violation of the Harrison narcotic act.
Mrs. Sue was sentenced to the county jail by the federal court in Los Angeles after she had entered a plea of guilty. She asked that she be sent to a county jail rather than the penitentiary.
A report that the Chinese woman has or intends to make application to the President for a pardon is declared by her attorney, Guy Eddie, of Los Angeles, to be unfounded.
Mr. Sue was arrested by federal officers after they raided her apartment and found a key to a safe deposit box in a Los Angeles bank. The box they said was filled with morphine and cocaine.

This letter will be read before the supervisors at their next regular meeting by County Clerk J. M. Backk. It probably will be amusing to the supervisors as the writer admits in the very beginning of his lengthy letter that the dangerous spot is on the state highway, wherefore the supervisors have nothing to do with it. It belongs to the state.
Steps are being taken to invite Ignace Paderewski, famous Polish pianist and patriot, to attend the gathering of the Orange-co Historical society at the property in Santiago canyon formerly owned by Madame Modjeska. It was stated today.
During the many years that the Forest of Arden as Madame Modjeska named her Santiago ranch, was the country home of the famous Polish tragedienne, Paderewski was a frequent visitor at the place.

URGES FOLKS BOOST FLEET'S RETENTION
Residents of Orange-co who have acquaintances in the national congress may perform a valuable service for the Pacific coast and incidentally render a service that may have an important bearing on the future of Orange-co harbor, if they will carry out a suggestion made by the County Harbor Assn. today when it issued a public call for each individual to write such acquaintances and impress upon them the necessity of maintaining the Pacific fleet in activity on this coast.
The call was issued by D. Eyman Huff, president, and R. L. Bisby, secretary, of the county-wide organization. It is believed that were this policy adopted by not only Orange-co residents but all residents of the Pacific Coast state the members of congress would be bombarded with letters and telegrams that would impress them with the importance of continuing the fleet in Pacific coast waters.
It is said that there is possibility of the fleet being withdrawn because of the absence of facilities on the coast for maintaining the vessels of the fleet in serviceable condition and because there are not sufficient harbor accommodations for all the branches and activities of the fleet.
Orange-co residents who write should not fail to call attention to the possibilities of Orange-co harbor as a site for a base for some branch of the Pacific fleet, it is urged. The harbor is landlocked and offers one of the safest harbors along the Pacific coast, according to officials of the Orange County Harbor Assn. It could be made available to various departments of the navy at very little cost, in the opinion of the officials.
Directed properly, it is believed that effort in behalf of the harbor will result in recognition of the bay as a base for some one of the numerous branches of the department, and that government assistance may be secured more quickly by the situation that has been developed than it would have been had not the alleged

The matter is one of great importance to the whole cost and of direct interest to every resident of Orange-co.
JAILED WOMAN SENT SCORES OF LETTERS
Miss Sue M. Amack, of Anaheim, chiropractor now serving a three months’ term in the county jail rather than pay $100 fine, three-fourths of which would revert to the state board of medical examiners, declared that she is suffering no hardships in the fall.
She is receiving a large number of letters daily from scores of sympathizers who admire her for the stand she has taken.
Growing Appreciation of Salvation Army Wk.
SAN FRANCISCO, May 17.—That there is a growing appreciation among the American people of the work of The Salvation Army, is the opinion of the Rt. Rev. Adna Wright Leonard, LL. D., Bishop of the Methodist Episcopal church, expressed in a letter received yesterday at Territorial headquarters of The Army.
Bishop Leonard’s letter is an endorsement of the campaign being made by The Salvation Army during “Ammunition Week,” for funds to carry on the work of the organization during the coming year.
