GAS AND ELECTRIC EXTENSION RULES
The following rules and regulations for gas main extensions by the So. Co.'s Gas Co. and for electric extensions by the So. Calif., Edison Co. will be of particular interest to rural residents who do not yet have such modern conveniences to their ranch homes:
Gas Main Extensions
1—Extensions not in excess of 400 feet per consumer. a—The company will extend its mains a distance of 100 feet for each consumer who will agree to use gas, under rate schedules as filed, for a period of the year, beginning within 30 days from the date the company is ready to render service. b—The company will extend its mains a distance exceeding 100 feet for each consumer (but not over 400 feet per consumer) if the consumer will advance the cost of extending the mains the distance in excess of 100 feet for each consumer. The money so advanced will be returned on the basis of the cost of 100 feet of the main so extended for each consumer subsequently connected to the original extension, within a period of ten years, or seven years in case of extension into real estate subdivisions, where the contract is entered into by the party owning the subdivision.
2—Extensions in excess of 400 ft. per consumer. a—When the extension for gas service exceeds the limit of 400 feet par consumer the company is not required to make the extension.
3—When extensions are made under these rules to serve domestic consumers, an advance of the cost of 2-inch pipe only will be required, even if a larger main is actually laid, unless such larger main shall be necessary to supply these consumers only.
4—The company will extend its mains for new consumers, only in public streets or alleys. Except in the most unusual cases, mains will not be laid under any conditions on private property. In determining the distance required to reach a given consumer, the company will measure the most direct route on public streets or alleys from the nearest existing main. If the company chooses to lay a main over a large line pipe with high pressure couplings and fittings, it cannot substitute pipe of the ordinary merchant quality which the applicant may offer to provide.
6—Gas main extensions involving exceptional conditions may be provided for by deviations from the rules herein set forth, provided the matter is first submitted to the railroad commission by the applicant for service or by the company and approval obtained for such deviation.
7—Whenever, in its opinion, conditions do not warrant an extension, the company reserves the right to submit the matter to the railroad commission of the state of California.
Exectric Extensions
Extensions for electric service will be made by the Southern California Edison Co. in the entire territory served, including the former territory of the Mt. Whitney Power and Electric Co., in accordance with the following rules:
1—Lighting extensions. a—Extensions where the estimated cost does not exceed $80 per consumer will be made, requiring no deposit from the applicant for service.
b—Extensions from which the estimated annual revenue equals or exceeds 33-1-3 per cent of the cost of the extension will be made, requiring no deposit from the applicants for service.
c—Extensions where the estimated cost exceeds $80 per consumer, or in which the estimated annual revenue is less than 33-1-3 per cent of the cost of the extension, will be made providing the applicant advances the difference between the estimated cost of the extension and an amount equal to three times the estimated annual revenue. The amounts advanced will be returned at the rate of $50 for each new lighting consumer; $50 for each electric range service; $50 for each electric water heater service; and $10 per horsepower of motor load connected to the extension.
d—Extensions into read estate subdivisions will be made providing the entire cost of the extension is advanced to the company. The amount so advanced will be returned at the rate as set forth under (1-c) above.
2—Power extensions.

c—Extensions in which mated annual revenue exceeds 20 per cent but 1-3 per cent of the cost of the extension, providing the applicant advances the total amount. The amount can be refunded on the basis of the monthly bill.
d—Power extensions estimated annual revenue 20 per cent of the total extension may not be made applicable for service requirements under (3).
e—the Company may consumers for power installation horsepower, and where is financially able to pay money, the advance cost of the extension is annual revenue per cent of the cost. If advances being made will pay 7 per cent such advances, the amount to be refunded on the per cent of the month.
3—General.
a—a Applicant for power service construction and mated annual revenue amount to be expended may not be made specified in any of (1) or (2) above. In rule whose requirement will then apply.
b—Kefunda for additions taken into any real estate that is made during a period commencing with completion of the original contract for objections will not be considered service for a period years except by special notice.

cost will be made providing the applicants for service advance the difference between the total cost of the extension and two times the annual revenue. The amount advanced will be refunded on the basis of 50 per cent of the monthly bills for service received.
c—Extensions in which the estimated annual revenue equals or exceeds 20 per cent but less than 33 1-3 per cent of the estimated total cost of the extension, will be made providing the applicant for service advances the total amount of the extension. The amount advanced to be refunded on the basis of 50 per cent of the monthly bills.
d—Power extensions in which the estimated annual revenue is less than 20 per cent of the total cost of the extension may not be made unless the applicants for service advance the entire cost of the extension, which amount will not be subject to refund. Extensions in this class, however, may obtain service by fulfilling requirements under (3—a).
e—The company may request of consumers for power service where the installation equals or exceeds 15 horsepower, and where the applicant is financially able to advance the money, the advance of the entire cost of the extension in cases where the annual revenue exceeds 33 1-3 per cent of the cost. It case of such advances being made, the company will pay 7 per cent interest upon such advance, the amount advanced to be refunded on the basis of 50 per cent of the monthly bills.
3—General.
a—An applicant for either lighting or power service may at his option construct and maintain sufficient of said extension or may guarantee an annual revenue so that the amount to be expended by the company shall not be more than that specified in any of the rules under (1) or (2) above, in which case that rule whose requirements are fulfilled will then apply.
b—Refunds for additional business that is taken on to an extension into any real estate subdivision will be made during a period of ten years commencing with the date of the completion of the original extension.
d—Contracts for electrical extensions will not be required by the company as a condition precedent to service for a period to exceed three years except by special authority of
THEFT IS ABNORMAL THRIFT EXPRESSION
Have you ever had an uncontrollable desire to steal something?
Perhaps not.
Again, possibly you have.
If so, then the impulse, contrary to the general belief, did not have its inception in unadulterated evil, but in unadulterated good.
For theft is nothing more nor less than an abnormal expression of thrift.
At least, such is the belief of Dr. John T. Miller, of Los Angeles, an expert analyst of human character and vocational guide who has been in Santa Ana, giving addresses before students in the various schools of the city.
“There is no fundamental evil,” says Dr. Miller. “Every power is good, and all that is evil comes from the misuse of power for good.
"Jealousy, envy, hatred, revenge—all are abnormal expressions of powers which in themselves are normal," continues Dr. Miller. "Even theft, which we think of as being unadulterated evil, has its inception in a good impulse, for theft is the abnormal expression of thrift."
Furthermore, Dr. Miller asserts humans are like ancient Gaul, divided into three parts. He places persons in three divisions, according to their facial attributes.
The three divisions are the "motor," the "sensory" and the "nutritive."
If your features are of the angular type, then you belong to the "motor" group. If your head is large and well formed, then you belong to the "sensory" division. If you are round faced and full featured, then you belong to the nutritive type, according to Dr. Miller.
To the motor group belong those who do things. To the sensory group belong the intellectuals and the reasoners. To the nutritive group belong those to whom physical well-being means more than almost anything else.
With Dr. Miller's ability to judge people there is coupled the ability to point out the special niche in the world which they are fitted to occupy.
It is the belief of the psychologist that if our impulses might all be properly directed during the formative period of early youth and all

In advising as to choice of vocation, Dr. Miller take into consideration the type to which the subject belongs.
In his work among the school children, Dr. Miller devotes his time to character building when his hearers are of the primary and intermediate grades, and it is only after reaching the eight grade that he attaches much importance to vocational choice.
Wherever he has appeared under the auspices of the schools, he has met with success and the hearty co-operation of the principals and teachers, who recognize his almost uncannily power to read character and the immense value of his advice as to life work.
His belief is that in time, the public will see the advisability of establishing courses in the public schools for the further education of those who belong purely to the motor type (the doers, but not the thinkers.) He believes that the energy which is so often misplaced at present and has to be controlled through the agency of industrial farms may be given its proper outlet through supervised instruction in the public schools.
As chairman of the probation committee of the juvenile court, of Los Angeles, he was given unlimited opportunity to put his theories into actual demonstration and prove their value.

LARGE CAFES AND MANY AMUSEMENTS
Not a little additional attraction to the Orange Show is the amusement quarters just south of the main tent, yet inside the enclosure. There one may enjoy riding of various kinds, shows and, if hungry, may partake of food in up to the minute cafeterias, chief among which is the Arrowhead Cafeteria. There is a picnic swing also, a merry-go-round and a ferris wheel, a monkey show and other shows.
These attractions are expected to draw many people who want a little recreation when they are worn out viewing the many exhibits in the "big tent," and the owners are preparing for a great walk.
Headquarters gave it up.
