TO PROMOTE COMMERCE IS GOVERNMENT AIM
That the Harding administration is striving to strengthen business, to promote industrial activity and to foster the expansion of America's foreign trade, is patent. President Harding has discussed the subject with his cabinet and has indicated he favors removing hampering restrictions from industrial and agricultural development and a greater degree of cooperation between the government and the business activities of the country. Secretary of Commerce Hoover is formulating a plan whereby advisory committees representing the various industries may cooperate in development, and in the production and marketing of the kind of goods sought by customers in foreign lands.
With the great talents of Mr. Hoover directed to the promotion of American commerce at home and abroad, results of the most gratifying nature may be expected. There virtually no limit to the possibilities of commercial expansion. Much of this would be in the Pacific and would contribute greatly to the prosperity of this section. In fact, this systematic upbuilding of foreign trade, coupled with the assurance that the major part of the American naval fleet is to be stationed in the Pacific and that great fortifications and bases are to be built here, also coupled with the fact that a vast deal of reclamation work will be undertaken here in the West by the administration, denotes an era of great material darling for this section.
PROPOSED MEMORIAL TO MR. WILSON
As "the man who projected into the world the idea of the League of Nations," it is planned by eminent admirers of Woodrow Wilson to establish a perpetual memorial to the former President. At a meeting in New York this memorial movement was launched and it was suggested that a minimum sum of $500,000 be raised as a trust fund, the proceeds each year to be awarded to the person who has made the greatest contribution toward international amity.
This would be in the nature of an American Nobel Peace Prize. No more fitting memorial to Mr. Wilson than this could be devised, perhaps. Whatever may be the fate of the League of Nations, projection of this concrete plan for compacting the countries of the world to preserve just peace will give Mr. Wilson elevated rank in the history of the world. For in some form, at very distant day, the dream of Mr. Wilson will be fulfilled. There is certain to be a compacting of nations, and it is to be hoped and believed that the United States will be one of the foremost active powers in that momentous association upon which the future rests.

PLANNING PROTECTION OF U. S. INDUSTRIES
Attitude of the majority leaders in Congress, supported by President Harding, favorable to tariff legislation early in the proceedings of the extra session, either of a temporary or permanent nature, spells protection to American products until such time as congress may complete permanent revision of the tariff. There is need of this protection. And there also is need of thorough consideration of the tariff before a permanent measure is enacted.
There are many angles to tariff legislation, in this day, when interests of different nations are interlocked. The United States must bear in mind not alone the protection of its manufacturers and producers against competition of foreign commodities more cheaply produced than those of America, but it must foster its foreign commerce by such reciprocal arrangements as will create a demand for and promote the marketing of American products in foreign lands.

SUMMER CAMP IN SANTIAGO CANYON
A permanent camp site for the Boy Scouts of Orange-co may be secured within a few days.
It is probable that a lease on fifteen acres in one of the most beautiful spots of the lower Santiago canyon will be made to the Boy Scouts by the Jotham Bixby Co. owner of the Bixby ranch at Villa Park.
Yesterday County Scout Commissioner S. E. Heldt went to Long Beach and there Interview George Bixby, of the Jotham Bixby Co. They found Bixby is thoroughly interested in Boy Scout work. He believes in it.
The upshot of the interview was that Jotham Bixby, Jr., will be at Villa Park within a few days, and in company with Hugh T. Thomson, manager of the Bixby interests at Villa Park, and with a number of representatives of the county Boy Scout organization will visit the proposed site in the Santiago.
The scout leaders are hoping that they can secure a lease on at least fifteen acres. That will give them room for erecting cabins and will leave plenty of space for an athletic field.
The location that Cornell, Heldt and others of the county council have in mind is on the north side of the creek, a quarter of a mile above the dam of the Villa Park and El Modena water companies.
There are plenty of points nearby from which signaling can be done, and from there hikes galore can be engineered.

The weekly meeting of the troop was held Tuesday night at the "Y" hut.
The most important feature of the evening was a talk given by De Sombre on "The Tale of a Soldier."
Harold Manna and Donald Sandilands passed their tenderfoot test and were initiated into the troop Donald Sandilands Joined as an associate scout.
Captain Elmer Clabaugh gave the boys a lesson in flag signalling.
The troop is rejoicing over the fact that they were presented with the equipment and a $50 Liberty bond the former property of a disinvested troop, which was organized three years ago by Scoutmaster Bee.
It was three years ago—practically nil.
Is marriage a business now—and not a love game!
Inquiry at the office of County Clerk ("Capild") Backs revealed facts which would tend to bear out the suggestion that matrimony may have lost something of its romance and developed into more or less of a commercial proposition.
For it would seem that the young woman with matrimonial inclinations asks herself whether or not her intended is likely to prove a good provider.
Generally, it appears, she decided that if a man be advanced toward middle age he is a "better bet" than a younger man when it comes to keeping the proverbial wolf from the door.
Investigation of the subject had its inception in the fact that Don Kennedy marriage license clerk at Houston Tex., discovered that "girls around 20 know a boy of 21 can't support them," according to dispatches.
"So," Kennedy continued, "they're looking about for older men—men who have established themselves and who can provide homes and luxuries."
So County Clerk Backs was asked his opinion.
"As near as I can estimate off-hand men average at marriage about 35 years while women average 21 years," he said.
"It appears that the girls are seeking men of five or ten years older than themselves, and I presume the reason is they feel that the man is more able to support her." Backs continued.
"Of course, there are exceptions. One may go thru the marriage license records and in a good many cases find there is very little difference in the ages. Occasionally the couples seeking a license give the same age. And it is not uncommon for the woman to be older than the man. This is especially true of persons over forty."
As to the Houston man, he said that ages of contracting couples have changed in the past year or so.
"Girls of 18 or 19 years used to marry boys of about age—or 24 maybe," he said.
"Now the women are picking older men."
His license record for the past two months showed the women average at marriage 21 years, while the men average 36 years.
And there aren't any blushing brides or stammering bridegrooms anymore according to Kennedy.
It should be possible to effect a compact of countries pledged to the perpetuation of righteous peace without involving the nations in the compact in petty squabbles or purely domestic discords.
A NICE touch of chivalry has been shown both by Mr. Wilson, as he retired from the presidency, and Mr. Harding, as he came into the presidency. Each was notably considerate of the on inauguration day. And to show that there is no personal animus toward their successors, Mr. and Mrs. Wilson called at the white house as they were passing. These amenities are admirable and are badges of gentility on the part of both Messrs. Harding and Wilson.
DESPIITE THE many domestic scandals and broken homes—there are more of them than should be—the institution of marriage retains its sacredness and is worthy of every protection and every moral bulwark that can be thrown around it to preserve its purity, its sweetness, and its hold upon the affections. Remember, that it is the failures in marriage which are sensationalized in the saffron press. The almost innumerable successes in marriage are not exploited.
THE AMERICAN public school system is in the midst of a very grave crisis. There is lamentable lack of housing facilities, the country over. There is a serious shortage of well qualified teachers. There is insufficient funds to pay teachers adequately and to provide solely-needed equipment for the schools. There is urgent need of a revival of interest in the schools and of betterment of facilities, as well as improvement of the spirit of the second room. This tremendously important problem of the schools should engage the active attention of the people of every locality. To be liberal in provision for the best in schooling is the very best policy, from every angle. Public monies judiciously expended in school improvements could not be invested to better purpose.
THE U. S. needs to make no apology for or explanation of its course in posting the main strength of its naval fleet in the Pacific and strengthening its fortifications in these regions. Every nation places its defenses where they are most likely to be needed in event of hostilities. The U. S. has little or nothing to apprehend in the nature of armed attack from Europe or in the Atlantic. Every probability points to the Pacific as the theatre of conflict, should this nation become drawn into war. It is the sincero and fervent hope of true Americans that this country may remain at peace with the world—that it may never have to do battle in either the Atlantic or the Pacific. But prudence dictates that the United States shall make itself impregnable in the Pacific, as a protection against possible eventualities.
MORE GAS APPEARS IN BREA CANYON 32
The Brea Canyon Oil Co.'s deep-test well No. 32 now drilling at $255 is in a sandy shale and showing more gas than at any other depth. The chances for a good deep producer are still hopeful. Drilling on No. 33 is now at 1700, the formation is shale and shows some gas. No. 34 is rigged up and ready to spud in.
The Columbia Oil Producing Co. is doing its share of the development of the Brea field with five wells drilling. No. 2, on the Pico, is making hole at 3100 in shale, and Pico No. 3 is drilling in sandy shale at 2725. Drilling on Menchega No. 1 is now at 3200 feet. The formation is still a fine sand that carries some oil but not enough to make the well look like a heavy producer. Menchego No. 2 at 3200 is in a sandy shale and the drilling is going good.
At Olinda the Columbia brought in No. 37 at 2700 feet a 200 barrel well. Drilling is going ahead on Nos. 34, 35 and 6.
The Fullerton Oil Co. is making some good progress with development work at Brea. No. 6, the deepest well underway, has passed the 3200 mark and is in hard sand shale. No. 14 still continues drilling in the conglomerate and is 1425 feet deep. No. 16 at 8235, shows some oil and gas in the hard sand.
The General Petroleum is speeding up its development work in the Brea canyon district and will have some new producers soon. Pipe has just been set at No. 11 at 1200 in No. 12 at 1125, and in No. 13 at 1220. Tonner No. 5 is redrilling at 3425, and No. 6 is making new hole at 3425.
The Gold Seal Petroleum is now drilling at 3485 and at this depth the hole is showing a grey sand and some gas. Drilling conditions are good and the well is in excellent condition mechanically.
The La Habra Midway Oil Co., struck its first hard digging at 700 feet. At this depth a sand was encountered. Previous to this formation has been clay, shale and boulders. Cable tools are being used, and as the well is in the nature of a wildcat a perfect log will be secured and all formation changes noted with precaution.

It is against the law to take surf fish otherwise than with hook and line, but it is not unlawful—at least not just now—to sell surf fish.
And thereby hangs a tale.
In 1917 the state legislature enacted Section 628-E, of the state fish and game laws, prohibiting the sale, exposing for sale, or purchase of yellow-fin, spot-fin croaker and whiting, the latter commonly known as corbina—all surf fish.
This particular clause was enacted to hold good for a three-year period. Because this period has lapsed, surf fish are now being offered for sale by numerous fish dealers in So. Cal.
Now, this would not be a serious matter, except that the lapsing of the ban on the sale of surf fish has stimulated certain commercial fishermen to break a law which still is in effect and which prohibits the taking of surf fish by means other than with hook and line.
Naturally, according to County Game Warden W. E. Adkinson, the fact that there is now a legal market for surf fish, some commercial fishermen do not hesitate to obtain surf fish by seining or by any other illegal method that seems most likely to assure a goodly haul at one fell swoop.
Accordingly, State Senator Walter Eden of Santa Ana and Assemblyman W. O. Hart of Orange were being advised today by letter from Santa Ana to do all in their power to have the non-sale clause re-enacted.
For, says Warden Adkinson, unless this non-sale clause again becomes law, it will take but a year or two for the surf fishing game to be where No. 5 is redrilling at 3425, and No. 8 is making new hole at 3425.
The Gold Seal Petroleum is now drilling at 3485 and at this depth the hole is showing a grey sand and some gas. Drilling conditions are good and the well is in excellent condition mechanically.
The La Habra Midway Oil Co. struck its first hard digging at 700 feet. At this depth a sand was encountered. Previous to this the formation has been clay, shale and boulders. Cable tools are being used, and as the well is in the nature of a wildcat a perfect log will be secured and all formation changes noted with precaution.
At Olinda No. 1 the National Exploration resumed work by drilling out the cement at 1396, and is now making a water test. Drilling on No. 4 Chi-no was halted at 1260 on account of a fishing job.
The deep test well, No. 86, being drilled by the Petroleum Development Co. is now at 4020 feet. At this depth the hard sand formation is showing a little gas. Drilling is going nicely. No. 92 is drilling in shell at 2445, and No. 93 is shell and shale at 2200 feet.
The West Coast Oil Co.'s new well, No. 77, recently put on the beam at 3100 feet, has settled down to a 300 barrel well. Drilling on No. 48 is now at 3865 with a good showing of oil at that depth. No. 82 is rigged up and ready to spud in. Fishing on No. 88 continues.

Vacation time will be spent in weekend hikes where some of the scouts are expecting to pass their second class tests.

Tomorrow Anaheim baseball team will play at Fullerton in the first league game of the season in which Anaheim has participated.
