for inaugurating the movement did it with the best of intention. The council acted in the best of faith in its efforts to bring about joint effort that would relieve the four principal cities of the county from possible trouble for many years in the future. Santa Ana will have to withdraw from the plans. "We have gone over every phase of the matter," said Tunes, "and when the resolution of the Orange council came to my attention, I decided that it would be useless for us to waste our time in further effort to carry on the project. When it comes to preparing agreements between the cities for construction, maintenance and other matters, there is liable to be more trouble. Santa Ana has got to build an outfall and she has got to do it quick. If we are going to do it alone, we have got to get action quickly in order to get a bond issue on the April ballot. It will require special meetings of the council once a week from now until the time limit to get the matter in shape so that the people can vote at the coming election. "If we continue with the joint plan and one of the cities should vote down the bonds, our effort would be lost and valuable time would have slipped by. I feel that while the College of Music, U. S. Anaheim is no objecting to Mr. Bishop or to the payment of its proportion of $1000 or of $1000. The only position we have taken is that we thought we should have a report from the engineers before going ahead with any legal steps." Trustee Dwyer—"Anahhelm hasn’t objected to anything. We are working to get if thru as efficiently as possible. Should one of the cities fail to carry the bonds it wouldn’t complicate matters at all, so for Anahhelm is concerned, for she could take care of the difference between the cost with four cities participating and with the extense being divided among three. The money is available from the general fund. We have been working to create harmony and this committee has been left free to do whatever is thought best by the majority of the later City sewer committee." "The contract with Bishop can be drafted to include the objective points, and if seems to me that we should proceed with the plans Some Adjustments "There must be some adjustments in the handling of so large a project," said Mayor Ainsworth of Orange. "We should not expect everything to go thru without some hitch. Conditions in our city are differ from what they are at Anaheim or Santa Ana. There is no crying need for immediate relief in the disposition of our sewage. There is in both Anaheim and Santa Ana. We would have to convince the people of Orange that necessity existed and it would require a campaign of education to carry the bonds." The whole project is now up the Santa Ana city council. Mary has opposed the plans all the thrue and Greenleaf has declined give his approval of certain features of the proceedings. Whether one of the two councils will vote favorably with the three members who have been in favor the joint system is an unknow question.
