Supervisors Slate Hearing on Riding, Hiking Trails in Forest The County Board of Supervisors has scheduled a public hearing Dec. 2 in connection with a master plan of riding and hiking trails which envisions a 224-mile network of trails, trail stops and equestrian centers in Cleveland National Forest. Development of such facilities in Silverado Canyon is contained in the first phase of the program which may start next year. Developed by the county's planning department and the regional parks advisory committee, the plan calls for the creation of 28 new riding and hiking trails, 22 trail stops and three 20-acre equestrian centers before 1980. The three-phase program would cost a total of $234,000. Asst. Planning Director Stuart W. Bailey said Friday that Murder Suspects Arrested One Orange man and three juveniles were arrested on suspicion of murder Sunday in the a 20-year-old Mexican National citrus worker in Fullerton Saturday night. The four were later released by Fullerton detectives after they established an alibi for their whereabouts when Aurelio Valdez Rosales was shot to most of the basic trail system would be located in Cleveland National Forest, with the remainder along existing or future flood control channels. Three-Phase Program The proposed master plan sets up a three-phase program beginning in 1965: Priority Group I — ten trails covering 61 miles in Modjeska, trabuco, Horse-thief, Santa Ana and Silverado canyons, plus a 20-acre equestrian center at O'Neill Park and 14 one-acre "trail stops." Cost: $37,200. Priority Group II — ten trails for development between 1970 and 1980 in Lower Trabuco Black Star and Hot Springs canyons, plus two trail stops and an equestrian center quita Springs. Orange Police received a general broadcast at 10:40 a.m. describing the vehicle and suspects. The car was spotted parked in front of a residence on North Pixley, at 11 a.m. Police contacted a resident at that address who told officers that the four men were going west on Chapman. At 11:20 a.m. three of the wanted suspects were observed walking north on Main near Chapman. They were placed under arrest. The fourth suspect was arrested at 11:45 at Lewis and Chapman. Capt. Fred M. King and Sgt. B. G. Kelly of Fullerton Police interrogated the four suspects and released them at 12:50 p.m. All four live on North Pixley. Two men with Rosales — Jose Ortiz, 26, and Enrique Baez, 23 — suffered gunshot wounds in the legs. Both were treated in St. Jude Hospital, then released. Officers said the slaying took place as the three were walking toward a citrus camp on South Raymond Avenue after dark. County Given Honors For Safety Record Orange County has for the second consecutive year been named one of the top winners in the annual California County Employee Safety Contest. The contest is co-sponsored by the California County Supervisors Association and Ana and Silverado canyons, plus a 20-acre equestrian center at O'Neill Park and 14 one-acre "trail stops." After nearly a year's study, an ordinance creating the post is expected to receive final approval on Dec. 7. The ordinance has already received first reading. Reasons for the creation of the new position are listed in the ordinance and are concerned primarily with the "need of having a full-time administrator to effectively coordinate activities of various departments." Cited are the resignations of two mayors in the last six months, as the pressure of providing administration caused "loss to their personal obligations to their business activities and their families." Both councilmen and mayor serve the city without pay.
