18 County Cities Support Fair A number of Orange County cities, 18 to be exact, today were on record as favoring a plan to bring the 1968 World's Fair to a site within the county. Representatives of the cities met yesterday and heard Fullerton Councilman Duane Winters say "We have been dragging our heels long enough" in the matter. Otherwise, said Winters, "snow will be flying before we know if Orange County is going to have a fair." The representatives at the meeting decided to urge the Board of Supervisors to act on (Continued From Page A-1) the proposal. Although several cities, including Orange, have already expressed approval for the plan, there still remains unanswered the thorny question of finances. Approved In Principal The city councils of Santa Ana and Tustin this week approved the plan in principal but Santa Ana city fathers attached one stipulation to their resolution. This spelled out that they were in favor of the plan providing no county tax funds be used to finance the exposition. Last week, the Orange City Council backed the proposal. Other cities favoring the plan are Garden Grove, Anaheim, Seal Beach, Placentia, Cypress and Stanton. Supervisors Express Fear Members of the Board of Supervisors have voiced opposition to the plan because they fear the county would be straddled with financial obligations if the fair turned out to be a failure. Lawrence McCannon, vice president of the World's Fair Corporation, said in an interview that $25 million of the estimated $35 million cost of during construction and 10,000 jobs when the fair opens. Opponents to the plan have aimed their attacks at the financial aspects of the proposal. Most outspoken of the critics has been County Supervisor C. M. (Cye) Featherly who predicted that if a board vote was taken on the issue at the present time, it would be defeated by at least three to one. The brunt of his attack was leveled against a fair financing plan that calls for a $25 million bond issue to be underwritten by a seven cent county wide tax. Viet Cong Still Holding Missionary An Orange doctor said today he still had received no word from his brother who is facing a court martial at the hands of Communist-led Congo rebels. Dr. Dwight Carlson, 31, of 101 S. Manchester, an intern at Orange County General Hospital, said his brother, Dr. Paul Carlson, 36, is being held by the rebels because they believed he once fought against them "as an Army major." Dr. Paul Carlson, 36 a Torrance physician, was never an Army man, said Dwight but served as an enlisted man with the U.S. Navy between 1946 and 1948. He has been serving as a missionary doctor for the Mission Evangelique del 'Ubangi. Mysterious Jupiter Radio Signals Traced PASADENA (UPI) — Mysterious bursts of low frequency radio signals from the cloud-covered plant Jupiter were at least partially explained today by the discovery that the huge planet's magnetic poles are far away from the rotational axis. The magnetic axis is located 30,000 to 35,000 miles from the center of the plant, at 85,000 miles in diameter the largest planet revolving about the sun. The center of axis—or its strongest point of magnetism—is 40,000 miles north of the planet's equator. The discovery was made by radio astronomers Glenn Berge and David Morris at the California Institute of Technology radio observatory in Owens Valley. By comparison, the earth's magnetic axis misses the earth's center by only about the bursts of radio signals poles are only some 800 miles from the north and south geographic poles. 200 miles and its magnetic can be detected when Jupiter's rotation brings the magnetic poles into proper orientation to beam the electromagnetic radiation toward earth, the astronomers said.
