Freeways Zooming 6 More On Boards Seven major freeway projects are currently under way in Orange County, and another six will go into construction within the next six months, the Division of Highways announced today. Freeway-by-freeway, the construction picture looks like this: Garden Grove Freeway Three separate contracts are under way between Manchester Avenue in Orange and Brookhurst Street in Garden Grove, distance of four miles. First to be completed will be a $1,157,020 contract between Manchester and Haster Street, which is expected to be open early next year. The Haster-to-Harbor Boulevard portion will be complete late next summer. The final contract, from Harbor to Brookhurst, is scheduled for completion in about a year. Imminent contracts are between Brookhurst and Newland Street and between Bolsa Chica Road and Knott Avenue, all in Garden Grove. Each contract runs 1.7 miles. Bid opening for the first will be Oct. 22; the second contract will be advertised in the near future. The Division of Highway's planning program, subject to approval by the California Highway Commission, calls for a contract between Main Street in Santa Ana and the Newport Freeway to be under way next fall. The Newport Freeway will be completed as far south as Warner Avenue before Christmas when a $1,953,560 contract between Warner and the Santa Ana Freeway is completed by the Griffith Co. The adjoining job to the south, between Warner and Palisades Road-Bristol Street near the Orange County Airport, will commence shortly after the first of the year. Riverside Freeway A major improvement from Lemon Street in Anaheim to the Newport Freeway will be made on this route beginning after the first of the year. The four-lane freeway-expressway will be converted to six lanes and full freeway standards through the 6-mile contract limits. Another portion of the Garden Grove-San Diego Interstate 605 Freeway Interchange is included in the Division of Highways planning program and will be under construction early next spring. The $3,000,000 project and consists of construction of covers a little over half a mile connecting lanes between the Garden Grove and San Diego Freeways near Seal Beach. San Diego Freeway Currently under way on this Interstate route are two contracts and a portion of a third. Southbound lanes between the Orange County line and Bolsa Chica Road, a distance of 5 miles, will be completed next spring. A portion of the next contract, south, between Bolsa Chica and Newland Street, is scheduled for completion late in 1965, when a 3-mile stretch between Bolsa Chica and Beach Boulevard will be opened to traffic. Report Upswing in Orange County Area Employment An upswing of employment, mainly because of the reopening of schools, was reported in the Los Angeles-Long Beach — Orange County labor market during the month of September. Total employment in the area rose from 3,038,200 in August to 3,054,100 last month, according to Albert B. Tieburg, director of employment. Unemployment declined from 193,400 in August to 176,300 in September as large numbers of temporary summer jobseekers returned to schools. Compared with September 1964, current employment was 74,000 or 2.5 per cent higher. The major advances were made in trade, service and government employment over the year. In the manufacturing sector, employment was down by 2,200 reflecting a loss of 15,500 jobs in the aerospace industries. The increase of 15,900 workers in September reflected in a large part a gain of 8,200 in government employment with the reopening of schools and an increase of 5,000 in manufacture. Unemployment declined by 17,100 over the month to 176,300 in September, but was 6,500 above the year ago level. As is usual for this time of the year, the downturn was led by the withdrawal of students and other temporary jobseekers from the labor market. The seasonally adjusted unemployment rate edged up from 6.0 per cent in August to 6.1 per cent in September. A year ago the unemployed rate was 6.0 per cent of the civilian labor force. The unadjusted rate of unemployment dropped from 6.0 per cent in August to 5.5 per cent in September, slightly above the 5.4 rate in September 1963. Teenagers Held For LBJ Threat CASPER, Wyo. (UPI)—Two Rasper teen-agents remained in jail here today in lieu of $25,-000 bond, charged with threatening the life of President Lyndon Johnson. A preliminary hearing was scheduled for next Tuesday for Larry Rush, 17, and Roy Edward Smith, 16, who were arrested by local police late Sunday at Natrona County Hospital. The arrests came after a nurse allegedly heard them make the threat while they talked with a friend who was in the hospital. BYRAM, STATE CHAIRMAN Political Roundup Democrats For Goldwater Campaign For Quarter M California State Chairman of Democrats-for-Goldwater, Harold Butler, announced today that his organization immediately needs a quarter of a million dollars to finance an 11th-hour campaign to swing what he terms "the necessary million" registered Democrats to Goldwater by November 3rd. He says that three-fourths of the state's registered Democratic majority must decide in favor of Goldwater in order to assure a Republican victory. Registered Democrats outnumber registered Republicans by one and a half million. Butler explained that a campaign to enlist Democrats for Goldwater, "strictly on the basis of a logical look at the issues", already has been prepared for exposure through the Butler says the campaign, titled "Join The Rising Tide", features a series of "True or False" questions scheduled to appear in newspapers throughout the state. The radio part of the campaign features testimonials by Democrats who already have decided to vote for the Republican Nominee. While grave concern was expressed for the immediate need for contribution, totaling thousands of dollars, Butler praised the last-minute advances that are being made at the grassroots, house-to-house campaign level. Assemblymah Clayton A. Dills, D-Gardena, today endorsed a "Yes" vote on Proposition 17, the railroad anti-featherbedding initiative, "to bring California the benefits of the national railroad settlements worked out by Presidents Eisenhower, Kennedy and Johnson." Dills, Chairman of the Assembly Committee on Interstate Cooperation, also lashed out at the "patently stupid statement of Arthur F. Gardner", an airline pilot, for "crude misuse of his office as President of the Los Angeles Board of Education in making a ridiculously false statement on Proposition 17 yesterday." Terming Proposition 17 "a sound, sensible measure to bring California into conformity with national railroad settlements while protecting the job right of the individuals involved," Dills said "this measure will save California consumers $12,000,000 a year and keep us competitive with other states not saddled with these outmoded featherbedding statutes." Concerning Gardner, Dills said "the man either hasn't the vague idea of what he is talking about or is simply a dupe of people who do but don't care. As a pilot, if he doesn't know, he should know that there is no state law governing the number of men in a cockpit. Also just as in the case with airplanes, posed constitutional amendment "attacks historic bipartisan principles of local solutions; local problems through representative government." If Proposition 14 passed, would destroy both state and local action in the field of equal opportunity housing. And that would leave two alternatives to solving the problem: Federal action or lawful coercion in the street said Sumner who also is Southern California co-chairman Californians Against Proposition 14. Our republican form of government cannot operate effectively with rigid, inflexible or stitutional amendments, such that proposed by Proposition 14, Sumner added. He also pointed out that both Republican and Democrat platforms urge elimination of segregation in housing "when Proposition 14 would encourage segregation in housing." Sumner said "one of the most encouraging signs of adherence to bipartisan principles of good government is the new Orange County Realtors Against Proposition 14." The proposed constitution amendment would nullify present laws combating discrimination in housing and wood prohibit state, county and local governments from enacting su Annual Series appearance at Chaplege, she has prepared sum of scenes from and from two plays American poet Robinson Medea" and "Tower ragedy". Starting with only 30 members and one headquarters in Orange County about three weeks ago—which now is the State Headquarters, located at 510 W. Katella in Anaheim—Democrats for Goldwater now list 17 area headquarters and nearly 20,000 registered Democrats pledged to Goldwater. The opening of area Democrats for Goldwater Headquarters continues at a pace of three a day, and an average of 500 Democrats per day switching to Goldwater is being maintained, Butler said. Butler conferred privately with Sen. Goldwater at the Hollywood Palladium last Friday, following Goldwater's luncheon address to the World Affairs Council. Concerning Gardner, Dills said "the man either hasn't the vague idea of what he is talking about or is simply a dupe of people who do but don't care. As a pilot, if he doesn't know, he should know that there is no state law governing the number of men in a cockpit. Also just as in the case with airplanes, Proposition 17 will place two men in the cabs of freight trains and take out the third man, the featherbedder." Former Assemblyman Bruce Sumner, Southern California Chairman of the Statewide Republicans Against Proposition 14, said today Proposition 14 "violates traditional ideals of the Republican Party, the Party of Abraham Lincoln." Sumner made the remark in preliminary comments before a debate at the regular noon luncheon meeting of the Rotary Club of Santa Ana at the Masonic Temple, Santa Ana. Among what he called "basic reasons for both Democrats and Republicans opposing Proposition 14, Sumner said, the pro- Sumner said "one of the most encouraging signs of adherence to bipartisan principles of government is the new Orange County Realtors Against Proposition 14." Th Rumford forced housing act has slowed down residential construction in Southern California, according to Howard Byram, chairman of the Statewide Committee for "Yes" Proposition 14. Unless the Rumford Act abolished by Proposition 14 the November 3 election, residential construction in the state will be further curtailed, Byram predicted. Byram made his comment at refutation of a statement by State Real Estate Commission Milton G. Gordon, recently. And what do we do with the hundreds of millions in savings brought to us each year by these multitudes of thrifty people? We disburse them as first mortgage loans to home builders and buyers. (The $335 million we loaned in 1963 could have built 16,750 homes worth $20,000 each!) That helped create jobs, wages and tax money for public works and services, too. And our savers were repaid for the use of their money with $37 million in dividends last year. In theory that could have bought 12,333 autos worth $3,000 each or 74,000 color TV sets. In actuality it was probably spent on a little bit of everything it takes to keep prosperity rolling. So now you know why it’s nice to have a giant like California Federal around. Sumner who also is South-California co-chairman of Democrats Against Proposition 14 added. It also pointed out that both publican and Democratic forms urge elimination of negation in housing "while proposition 14 would encourage negation in housing." Sumner said "one of the most managing signs of adherence partisan principles of good government is the new Orange Realtors Against Proposition 14." The proposed constitutional amendment would nullify all laws combating discrimination in housing and would limit state, county and local comments from enacting such legislation. George McLain, President of the National League of Senior Citizens and long-time champion of the elderly, has endorsed passage of State Controlled Lottery Proposition 16. He noted that, "A voluntary, state controlled lottery will aid public education, help the needy and ease the back breaking tax burdens of California." McLain urged the 50,000 members of the California League of Senior Citizens to vote, "Yes on Proposition 16." Noting his extreme concern for the needy of California, McLain said, "For the past 24 years, I have appeared before our State legislators for the purpose of getting badly needed cost-of-living increases for the aged, blind and physically disabled. Every time I ask for a $5.00 a month increase, legislators ask, 'Where is the money coming from?' The adoption by the voters of Proposition 16 will furnish the answer, as there will be funds available for the needy of our state, as well as for other purposes, without requiring an increase in taxes." McLain, who is also a member of the Governor's Committee on Aging and the Citizens Legislative Advisory Committee, emphasized that hundreds of millions of dollars are going out of the United States for lotteries held in other countries and that a state controlled lottery in California would, "keep the money here where it would do the most good."
