Edison Joins in Program To Develop More Power Southern California Edison Company has joined nine other electric utility companies in forming a new organization to carry out the largest regional power development program ever undertaken anywhere in the world, it was announced today by Edison President Jack K. Horton. The new organization, to be known as "WEST" (Western Energy Supply and Transmission Associates), covers all or part of nine states in the Southwest, an area roughly equal to one-fifth of the continental United States. WEST plans envision a $10.5 billion, 20-year program, to be underwritten entirely by capital obtained from the investing public. Horton explained. No federal tax money will be used. "Significant economies" in providing electricity for Southern California consumers will result from the massive regional expansion program, the Edison president predicted. "The agreement means that individual members of WEST will pool their planning of new capacity to build huge generating installations, ranging up to several million kilowatts," Horton declared. Power To Be Shared The power then may be shared by transmitting it to members over Extra High Voltage lines. Each member organization will have an opportunity to share in the economy benefits provided by this combination of large unit size and Extra High Voltage transmission." Reeves, president of Public Service Company of New Mexico with headquarters in Albuquerque, was named president of the new organization. Announcement of its formation was made at a press conference in Albuquerque on Tuesday (Sept. 22). The WEST program calls for the long-range joint planning of some 36 million kilowatts of new generating capacity, it was announced. Officials of the group estimated that the joint planning and construction concept would save several billion dollars in building and operating costs over a 20-year period. Under the plan, generating plants will be located to best utilize available fuel sources, whether they be coal, oil, natural gas or the atom. One of the initial projects being studied, it was announced, is a large scale plant on or near the coal fields in the "Four Corners" area of Colorado, New Mexico, Arizona and Utah. Also being studied, Horton indicated, are dual-purpose nuclear power plants in California, "capable of simultaneously producing electricity and converting sea water to fresh water." Generation capacity to be added by the WEST organization in the next 20 years will be more than three times the present capacity of the Tennessee Valley Authority and the equivalent of 18 Grand Coulee dams. It was estimated that by 1986 the WEST program will create an additional annual payroll amounting to $138 million, plus annual tax revenues of about $75 million. WEST members include Arizona Public Service Company, El Paso Electric Company, Nevada Power Company, Public Service Company of Colorado, Public Service Company of New Mexico, San Diego Gas & Electric Company, Sierra Pacific Power Company, Southern California Edison Company, Tucson Gas & Eelelectric Company, and Utah Power & Light Company.
