POLITICAL ROUNDUP Badham Gives Schedule to Democrats Extend Hours Assemblyman Robert E. Badham (R-Newport Beach) announced today his schedule for the next two weeks: Saturday, Sept. 5, Badham will attend the opening of the Southern Orange County Communities Republican Headquarters, 102 Del Mar Avenue, San Clemente. Sept. 9 and 10, he will attend a patio party at the home of County School Board Member, Clay Mitchell at Three Arch Bay for Senatorial candidate, John Schmitz. On Sunday, Sept. 14, Badham will attend the California Federated Republican Women, Southern Division Convention at the Disneyland Hotel. Tuesday, Sept. 15, he will address the Orange Republican Women's Club at a luncheon and will address the Orange County Nurse's Association that evening at the Orange County Hospital. Badham will address the Newport Harbor Exchange Club of Newport Beach at noon on Sept. 17. Friday, Sept. 18, he will attend the UROC dinner-dance as honored guests to be held at the Saddleback Inn. To take care of the increasing number of persons who want to register, the Orange Democratic headquarters has extended hours when a deputy registrar of voters will be there, a spokesman said today. In addition to the hours of 9 a.m. to 5 p.m., a deputy will be on hand all next week from 6 until 8:30 p.m. as well. Saturday's office will be open from 9 a.m. until 5 p.m. for the same purpose. Close of registration is Sept. 10. The Orange Democratic Club headquarters is 108 West Chapman, right off the Plaza. The next club meeting date is Wednesday at 8 p.m. Final campaign plans will be on the agenda. John Schmitz, Republican candidate for the State Senate, declared before an overflow crowd at the California Republican Asembly of Tustin over the weekend that "Stanley Mosk and Pat Brown are effecting a musical chair arrangement in Sacramento", and continued that he "is hopeful that the new attorney general will do something to overcome the 'aggressive laxity' exhibited by Pat Brown ever since he entered the field of enforcement some 10 years ago on the state level." Schmitz, the nominee from Tustin, explained that "Gov-ernor Brown talks a tough forcement policy in criminal but each year weakens law enforcement by 'handcuffing' police instead of handcuffing the criminal." Schmitz said further that legitimate, law-abiding clerics is subjected to dozens of misdemeanors and felonies every year by not complying with the exact letter of infirm complex regulations." Schmitz speculated, "if we not get this pendulum swung around and free business individual citizens of all regulatory burdens of big government, we will, in very strict order, have a fully blossoming socialism". The figure represents a six cent hike over last year's rate of $1.66. Official stamp of approval on the new rate was given by the County Board of Supervisors last week. The rate was among 369 separate tax rates approved by the board as presented by County Auditor-Controller Vic Heim. The county rate, including $1.69 for the general fund, .0019 cents for advertising and slightly more than two cents for paying off 1956 improvement bonds, will finance an $81.6 million county budget for the year. In addition to the county rate, to be paid by all taxpayers, supervisors also approved a 6.9-cent structural fire protection rate, 18.5 cents for the county library district, 30 cents for the flood control district, 10.4 cents for the harbor district and .0095 cents for mosquito abatement. Below Average An assessment-rate lower than the state average also brought a countywide tax of 3.76 cents to raise $830,088 for the affected school districts, Heim said. In addition, taxpayers will ante up 1.2 cents to support programs for the mentally retarded and .0005 cents for support of local students in public institutions outside the county. Twenty-five school districts, in the county will pay additional taxes this year, all less than one cent, to pay for training so called "exceptional" or somewhat retarded children. Tops $1.66 Mark The increase in the county rate marked the first time in eight years it had climbed over the $1.66 mark. However, county officials said they hoped to retain their position as having one of the lowest tax rates in California. The 369 tax rates approved by supervisors Wednesday cover districts formed for cemeteries, libraries, drainage, street lighting, maintenance, county services, schools, recreation and parks, sanitary services, sanitation, storm water protection and water and include both operating expenses and bond redemption, Heim said. The City Council of the City of Orange finds from evidence and reports received that said new territory proposed to be annexed to the City of Orange did not part of any municipal corporation and that said territory was uninhabitable and is contiguous to the City of Orange. NOW THEREFORE, BE IN RESOLVED by the City Council of the City of Orange. That upon its motion does hereby initiate this new annexation, the same to be designated as Annexation No. 227 and that notice of such proposed annexation be and the same hereby given. BE IT FURTHER RESOLVED that the reason for validating said annexation by the City Council on its own motion is to provide municipal service to said land proposed to be annexed as more fully described above. BE IT FURTHER RESOLVED that notice be given that at any time before the hour set for hearing objections any owner of property within the territory proposed to be annexed may file written protest against the annexation with the City Clerk of the City of Orange; any pro- One Organization's Answer To Juvenile Delinquency The 1964 annual awards banquet of the Big Brothers of Orange County is set for Sept. 21 at the Balboa Bay Club. The banquet, according to Robert Guggenheim, Jr., president, will pay particular tribute to the publishers of daily newspapers in the county for their noteworthy contribution to the advancement of the Big Brothers program. We are not denying the fact that the program has received strong editorial support from all county newspapers. But we think it is the publishers that should be honoring the men involved in the program for the magnificent work they are performing in the war against juvenile delinquency. There is in Orange County right now a boy between eight and 17 years old who is without a father. There are really more than 12,000 boys between eight and 17 in the county right now without fathers, but what sets this particular boy apart, at least momentarily, is that he is at this moment more in need of a father than at any time in his life. Many of these boys, largely because of the want of adult male companionship, are "loners." They don't seem to fit into any of the organized activities now available for our present day youths. There is another type of boy too in our midst. The chronic troublemaker who is not in trouble YET. The Big Brothers organization is attempting to bring to these kind of boys the things he needs most. These are companionship, understanding and affection from an adult male, on an individual basis. On a general rule, the story is a simple one. Boys need men, men volunteer. A professional screens boys and men. A pair is matched up and two lives are changed. Members of the Big Brothers movement are performing a yoeman service. Their contribution to our society cannot be really told in a column this size. Welcome Mat: A certificate of authority from the National Exchange Club has been issued to the newly formed Exchange Club of North Orange. The charter, according to Jim McDonald, publicity chairman, is expected to arrive in about 90 days. It is anticipated that the membership will be about 50 by the time the charter arrives.
