NOTICE OF SPECIAL ELECTION TO BE HELD IN TERRITORY PROPOSED TO BE ANNEXED TO THE CITY OF ORANGE
NOTICE IS HEREBY GIVEN to the qualified electors residing within the territory hereinafter described that special election will be held in said territory on Tuesday, the 5th day of September, 1964, for the purpose of submitting to the qualified electors residing in said territory the question whether said new territory shall be annexed to, incorporated in, and made a part of said City of Orange and the property therein, be after such annexation, subject to taxation equally with the property within said City of Orange to pay its pro-rata share, based upon assessed valuation, of all the bonded indebtedness of said City of Orange outstanding or authorized at the date of the First Publication of this Notice of Election, to wit, the 12th day of August, 1964, for the acquisition, construction or completion of municipal improvements; and
NOTICE IS FURTHER GIVEN that the territory proposed to be annexed to, incorporated in, and made a part of said City of Orange and made subject, after such annexation, to taxation equally with the property within said City of Orange to pay its pro-rata share, based upon assessed valuation, of all the bonded indebtedness of said City of Orange outstanding or authorized at the date of the First Publication of this Notice of Election, to wit, the 12th day of August, 1964, for the acquisition, construction or completion of municipal improvements; is situated in the County of Orange. State of California is contiguous to the said City of Orange, and is more particularly described as follows, to wit:
Beginning at an angle point in the present boundary of the City of Orange, California, said angle point being an angle point in Annexation Number 141, Ordinance Number 54-60, said angle point also being a point on the East line of Annexation Number 106, Ordinance Number 21-59, said angle point also being North 0' 12' East 631.9 feet more or less along the West line of Esplanade Street, 60 feet in width from the Southeast corner of Esplanade Street 106, said angle point also being on the West line of Esplanade Street 30 feet West of the centerline as measured at angles with said angle point also being 30 feet West and North 0' 12' East 631.9 feet more or less from the centerline intersection of Esplanade Street and Fairhaven Avenue; thence North 0' 12' East along the boundary of Esplanade Street 106 and along the West line of Esplanade Street 30 feet West of the centerline as measured at angles 177.50 feet more or less to an angle point; said angle point being 48.96 feet North 0' 12' East of the Northeast corner of Lot 13 of Tract Number 440 as recorded in Book 16, Pages 21 and 22 of Miscellaneous Maps, Records of Orange County, California; said point also being the intersection of the West line of Esplanade Street, 30 feet West of the centerline as measured at angles with the Easterly extension of the Southerly line of Lot 29 of Tract Number 1059 as shown on a Map of Orange County, California; said angle point also being the Northeast corner of Tract Number 442 recorded in Book 133, Page 16 and 17 Miscellaneous Maps Records of Orange County, California; thence along the North boundary line of said Tract Number 462 the following bearings and distances: North 79' 32" 00" West 319.22 feet; thence North 56' 30" 00" West 105.62 feet along the Northeasterly line of Lot 13 of said Tract Number 440 to the Southerly line of La Veta Avenue as shown on Map of said Tract Number 440 thence continuing along the North boundary line of said Tract Number 462 and the Southerly line of La Veta Avenue as shown on Map of said Tract Number 440 South 60' 20" West 313.22 feet; thence North 78' 08" 30" West 314.63 feet; thence South 89' 51" 52" West 85.81 feet to the intersection with the Easterly right-of-way line of the Southern Pacific Railway; thence Northern along the Easterly right-of-way line of said Southern Pacific Railway 25.92 feet more or less in direction of the North line of said La Veta Avenue 20 feet North boundary line as measured at right angles to a point on Annexion Number 83. HEALTH CARE THROUGH SOUTH COUNTY CITIZEN
The Orange County Citizen's Legislative Committee today was up in arms over a proposed Senate amendment dealing with a minimal health care program financed by Social Security Taxes.
The committee urged residents to send letters and telegrams to Sen. Harry F. Byrd, U.S. Senate Finance Chairman, expressing opposition to any proposed amendments to the recently passed HR 11865 which would include such a program.
Information Coordinator Mrs. Nancy Duey, of Orange, said the group is an action committee composed of delegates representing Legislative Committees of various community organizations who are committed to a common ideal of individual responsibility, free enterprise and personal liberty.
Cash Increase
HR11865 provides for five per cent increase in cash benefits to 20 million people now on the Social Security rolls.
Under this bill, the taxable annual wage base will be increased from $4,800 to $5,400. Social Security taxes will also increase.

"Our opposition to the need of financing and the cost administration of such a program," Mrs. Duey said. Social Security fund owes more than $300 billion benefits on retirement obligations; how then can an national health program be gradually increased from present 3.625 to 4.8 by 1971 means that by 1971, both ployees and employers will be paying $259.20 annually stead of the present $174.00."

"It is for these reasons that the Citizen's Legislative Committee of Orange County is urging county residents to write to Senators Kuchel, Salinger, and Senator Byrd, to oppose any provision of financing a health care or hospital care program through the Social Security system. We firmly believe that the existing health care programs for the aging can and will meet the needs of the elderly if given the opportunity," Mrs. Duey concluded.
County Candidates Establish 'Blistering' Campaign Pace
It may be the space age to some people — but to two Orange County politicians we are still back in the pre-horse and buggy period.
We are referring to the walkathon activities of Paul Carpenter and Ray Johnson.
Carpenter, Democratic nominee for Congress in the 35th District, set the pace last month when he conducted a border-to-border walk of the district in an effort to drum up votes.
Now the walkathon torch has been taken up by Johnson, Democratic candidate for the 71st day GOP candidates conference.
Geier, who plans to conduct a "fighting campaign" to unseat the Democratic incumbent from his district, wil confer with GOP national and Congressional leaders on major issues facing the nation and attend a full schedule of daytime and evening work sessions on various aspects of campaigning.
Look for a concentrated drive in the near future to establish closer relations with our sister city.
