COUNTY
PROPOSED ROUTE — Route of the San Diego Freeway through Long Beach into Orange County is shown above. This 9.5 mile section of freeway, which will be opened in late September or early October extends from Atlantic Avenue, through the City of Signal Hill, runs crosses the San Gabriel River south of Atherton Street.
Direct Tie-In Between Orange County,
Driving between Long Beach and the San Fernando Valley will become "easier and safer" with the opening of the San Diego Freeway through Long Beach in late September or early October, according to Edward T. Telford, district engineer for the State Division of Highways.
The new section of freeway extending from Atlantic Avenue in Long Beach to Bolsa Chica Road in Orange County will add 9.5 miles to the 43 miles of freeway heretofore constructed between the San Fernando Valley and Long Beach.
"It formerly took 90 minutes to drive from Long Beach via Pacific Coast Highway and Sepulveda Blvd. to the southern end of the Ridge Route near San Fernando," Telford said.
"But that has changed with completion of the 43-mile stretch of the San Diego Freeway from Long Beach to the north-western corner of San Fernando Valley. It has cut off-peak travel time to 55 minutes and rush-hour driving to about 72 minutes."
"Opening of the new section through Long Beach will be an additional motoring convenience to Long Beach and Orange County."
Construction of the Atlantic Avenue to Bolsa Chica Road section of the freeway, a $19.5 million project of the Greater Los Angeles County line, it will opened to southbound about Oct. 1, with north-lanes as far as Bolsa Chica til the southbound roadway completed early in 1965.
Plans for a freeway open ceremony are being planned.

County 2nd High In Assessments
Public Utilities in County Rank Second to Los Angeles
Orange County is ranking second in the state regarding an increase in the amount of assessed valuation on public utilities, it was learned today.
This year's assessment on public utilities in the county stands at $206,033,150, according to County Auditor Victor Heim. This is an increase of $16,170,220 over last year.
The figure is topped only by Los Angeles County which recorded an approximate $26 million increase.
Assessment figures on public utilities were released today by the California State Board of Equalization.
Heim said the Orange County figure was approximately eight and a half per cent over last year and this will push total valuation of the county over the $2 billion mark.
City Breakdown Shortly
Breakdown of utilities assessments for the various cities will be available within the next few days, Heim said.
Last year's figure was $1.55.
Two Per Cent Increase
On a state-wide basis, properties owned by utilities — gas and electric, telephone and telegraph, railroad, express, and inter-county pipeline companies—were assessed at $4,442,000,000.
This amount was more than two per cent higher than the valuation placed upon them a year ago.
Richard Nevins, Southern California member of the Board, stated that the 197 companies subject to state assessment have 2 weeks in which to protest the valuations assigned to their properties.
Thereafter, the utility rolls will be sent to the counties where local property taxes of about $350 million will be levied upon these assessments.
Preliminary state-assessed values, together with county-assessed values of $32.3 billion, bring the aggregate local propal year to approximately $36.7 tyr tax base for the 1964-65 fisbillion, according to Nevins.
He estimated that this tax base will produce over $3 billion for the support of counties, cities, school districts, and other special districts in the current fiscal year.
More than half of all utility assessments is represented by the properties of the 31 gas and electric companies with assessed values of $2.4 billion. Ninety-five telephone and telegraph companies, with an assessed value of $1.7 billion, are the next largest group. The $5 railroads will pay taxes on $345 million of assessed value. Thirty-six miscellaneous utilities, such as intercounty pipeline and express companies, account for the remaining $38 million.

Gov. Edmund G. Brown, a Democrat like Salinger, announced the appointment of Salinger at a news conference here. The appointment came a day after the funeral of Engle, also a Democrat, who died Thursday from a brain tumor.
Brown told newsmen he wanted to appoint a man "who would represent the 18.5 million people of our state and then move on . . . and fight for peace in this world. The choice was not difficult."

Goldwater Claims Nixed by Democrat
Sen. Barry Goldwater's complaints that he is not receiving a fair deal from the press indicate that he is either trying to shirk responsibility for irresponsible positions or unable to make himself understood by trained journalists, Democratic State Chairman Eugene L. Wyman said today.
"Goldwater's series of charges since his nomination that the press is biased seem nothing more than an attempt to build a smokescreen behind which he hopes to conceal his extremist views. Anyone who has studied the nation's press knows that while many of our newspapers are conservative on their editorial pages, the vast majority are fair and unbiased in their reporting of the news", said Wyman.
"Goldwater's claims that he is constantly being 'misquoted blamed them for his Governor Brown. Butter isn't even waiting for feature in November, he a head start," Wyman mented.
He noted that Republicans other than Goldwyn praised the nation's nia for their fair, impartment of political news.
Even Richard Nixon himself this year and press "the finest in the Wyman stated.

Visitors will be able to motor through much of the 120 square miles of private grounds, the historic landmarks of the Early California 'ranchero' living, view acres of cattle grazing land, citrus groves and field crops. They can see reservoirs, Irvine Lake and scenic vistas of mountains and seacoast.
Also on view will be the multimillion dollar industrial plants, residential and commercial developments and the University of California's Irvine campus site, all part of the Iraceet the future needs of an estimated 500,000 population.
"We cordially extend this invitation to all Orange Countians to inspect this historic ranch that stretches from the mountains to the sea and which has been described by founder James Irvine as, 'the most delightful land he had ever seen either in California or outside of it.'" said Thomas.
An information pavilion, staffed by Orange County beauty contest winners, will be set up for visitors who will be welcomed and briefed on the grounds of the historic Irvine home located at the intersection Myford Road and Irvine Avenue, two miles east of Tustin.
Ranch headquarters are most easily reached via the Santa Ana freeway to the Myford Road on-ramp, then north on myford Road.
Plans are under way for do-it-yourself tours, which will have directional signs and information boards at viewing stops along the routes, to cover the three sectors of the property — Coastal Sector, Agricultural Sector, and Mountain Sector.
Coastal Sector tours, routed in the main along public roads, will cover the urbanized 44,000 acre area extending from the ocean north to the proposed San Diego Freeway. Included will be the University of California, Orvine, campus; the adjacent University Town Center site and University Park, first of a series of commercial and residential areas which will comprise the total University community; and the $4.5-million San Joaquin Reservoir being built on the southeast perimeter of the campus.
Also in this sector are a full range of residential developments, including communities in the Newport Bay area — Dover Shores, Irvine Terrace, East Irvine Terrace, Cameo Shores, Cameo Highlands and Eastbluff.
Tours in the Coastal Sector will be routed as well to the newly-designated Irvine Industrial Complex, 2,600 acres of property set aside on the master plan as a first phase of a 6,000-acre industrial development.
Industries On Display
Numbered among Irvine's industrial tenants that can be seen on the tour in the Irvine Coastal Sector are such major names at Philco's Aeronutronic Division, a Ford Motor Company subsidiary; Collins Radio's Information Science Center; and Astropower Laboratories of the Missiles & Space Systems Division of Douglas Aircraft Company.
Nothing more than an attempt to build a smokescreen behind which he hopes to conceal his extremist views. Anyone who has studied the nation's press knows that while many of our newspapers are conservative on their editorial pages, the vast majority are fair and unbiased in their reporting of the news", said Wyman.
"The Goldwater's claims that he is constantly being 'misquoted and misunderstood' led Pennsylvania's Governor Scranton to point out recently that these claims indicate if Goldwater were elected President he may continue to be misunderstood by his fellow citizens, by our allies and by our enemies. A President's inability to make himself understood could be disastrous for our country and for the entire free world," Wyman noted.
The State Chairman said that the cause of Goldwater's displeasure is probably the realization that the press will not serve as a mouthpiece for the conservative cause, but will continue to print news objectively as it happens and refuse to wipe out statements which, on reflection, even Goldwater must find irresponsible.
Goldwater cannot complain that he is being ignored by the news media, said Wyman.
From the beginning of his campaign for the Republican Presidential nomination right through the Convention, he has been receiving full and impartial coverage. In fact, the radio and television networks spent a record amount to cover every aspect of the Republican Convention earlier this month, the Democratic leader added.
"The Goldwater lament sounds strangely reminiscent of Richard Nixon's Farewell Address to newsmen in 1962 when he himself this year and press "the finest in the Wyman stated."
"In fact, the complete coverage may be cause of Barry's imprints he made in Newshire, accurately repress the press, frighten state's Republians that third in the Primary said.

Of Salinger
The appointment of Pierre Salinger to the United States Senate yesterday drew plaudits from Orange County Democratic leaders.
Walter Collymore, president of the Orange County Council of Democratic Clubs, expressed the belief that Salinger will make an excellent senator and "will represent the best interests of California and the nation."
Collymore said "as a member of the Democratic Party, I look forward to working with Mr. Salinger this Fall in the campaign for election."
Bill Meyer, Orange County Precinct co-ordinator, said he was "delighted" with the appointment.
"I think it was the most logical appointment that could be made," said Meyer, "I think it will give Salinger an edge in his election chances."
Dr. Norman Meyer, chairman of the Orange County Democratic Central Committee, predicted that Salinger "will be a great senator."
"Obviously he will have big shoes to fill (the late Sen. Clair Engle's) but it is fortunate that California now has a man with a great background of Washington experience," he said.
Meyer said he had been invited to fly to Washington to take part in Salinger's swearing in ceremony tomorrow but still had not made up his mind if he would make the tip.
Republican presidential nominee Barry Goldwater has called for the retention of the bracero farm labor program which is scheduled to end Dec. 31. Goldwater, in the third day of a combination work-rest visit to Orange County, said many Californians "are facing disaster because of government meddling in a program that has worked well for years."
He issued the statement from the presidential suite of the plush Balboa Bay Club near Newport Beach where he has been staying since Saturday.
Reply to Press
The Arizona senator's comments on the bracero program were included in replies to a list of questions submitted Sunday by members of his press party. He had previously called for an extension of the bracero program in a communication to the editor of the weekly newspaper in Dixon, Calif.
Under the bracero program Mexican laborers are brought into the United States to aid in the harvesting of farm crops. The program, a controversial one because of unemployment among domestic workers in some parts of the U.S., is to terminate at the end of December.
"Farmers can't get domestic laborers to do the work," Goldwater said. "The only answer is to return to the bracero program and for the government to keep its hands off a relationship existing between employer and employee that has been successful thus far."
The Arizona senator planned another boat trip on board "Sundance," the 83-foot converted PT boat, on which he cruised the waters off the coast here Sunday. Members of his family and staff were to accompany him.

himself this year and called our press "the finest in the world," Wyman stated.
"In fact, the completeness of the coverage may be another cause of Barry's ire. Statements he made in New Hampshire, accurately reported by the press, frightened that state's Republians that, he ran third in the Primary, Wyman said.
"He now seems afraid that some of his 'off the hip remarks' may hurt him even more later on in the campaign. It is not surprising that his campaign managers indicate a desire to have their candidate make few spontaneous remarks in the future, instead confining himself to well prepared, well edited, speeches," he commented.
Governor Edund G. (Pat) Brown will headline the biggest Labor Day event in the West — the annual picnic for members of Retail Clerks Union Local 324 and their families, at the Orange County Fair Grounds on Monday, Sept. 7.
Arthur Z. Berland, Secretary-Treasurer of Local 324, announced today that Brown will address the group at the new amphitheatre at the fair grounds in Costa Mesa. This will be the governor's third Labor Day appearance at Local 324's annual event.
Other highlights of the Local 324 picnic include an eight-act variety show featuring television favorites, with Tom Hatton of KTLA as master of ceremonies. Contests, games, and other entertainment as well as continuous food service will also be included in the day's festivities.
Over 10,000 union members and their families are expected at the picnic, scheduled from 10 a.m. to 5 p.m., Berland said.
Plans Nearly Completed for First Fiesta
Final plans are nearing completion for the first Town and Country "Fiesta," scheduled for Aug. 24.
It has been announced that Eugene Ober and the Orange County Symphony will perform. The program will consist of appropriate light classical music and will also offer a preview of the coming symphony concert season.
The announcement of the appearance of the orchestra was made in a joint meeting with Charles Allee, executive director of the Symphony Association of Orange County and with Gordon Forbes, president of the Town and Country Merchants Association.
The public is invited to attend the Fiesta commemorating Mexican and American friendship.
Entertainment will include, in addition to the symphony, strolling musicians and dancing in the streets.
The Arizona senator planned another boat trip on board "Sundance," the 83-foot converted PT boat, on which he cruised the waters off the coast here Sunday. Members of his family and staff were to accompany him.
The candidate was scheduled to end his pre-campaign family holiday Wednesday and fly back to Washington to begin a series of political meetings. He said he will be speaking "fairly regularly" this month and added, "I might be dealing fairly regularly with political issues."
That forecast was made Monday as Goldwater departed from the no-news — no-newsmen policy, which he instituted for this California vacation trip. Through aides, he supplied answers in writing to six questions from a list of about a dozen prepared by members of the press party which has been accompanying him.
He said, "the American people are entitled to ask some questions of their own" in regard to the PT boat attack on the U.S. destroyer Maddox off Viet Nam. "Does the presence of American destroyers in the area signify the possible landing of larger American ground forces?" he asked. "Does it mean medium bombers are going to be used to interdict supply lines? Does it mean a change is taking place in foreign policy at White House and State Department levels?" the senator asked.
