ROBERT C. LUTTRELL, radioman seaman apprentice, USN, son of Mr. and Mrs. Howard M. Luttrell of 2258 Sandalwood Pl., Anaheim, recently returned to Alameda aboard the 62,000-ton Navy attack aircraft carrier USS Midway after completing a six and one-half month Far East cruise with the U.S. Seventh Fleet. Field of 2233 Westport Dr., Anaheim, participated aboard the Navy attack cargo ship USS Seminole in a combined sea-assault and airborne combat training exercise called "LIGTAS" under the direction of the South-East Asia Treaty Organization (SEATO) in the Philippines. RICK L. HELMS, airman, USN, son of Mr. and Mrs. R. E. Helms of 1947 South Loop, Anaheim, participated with Helicopereator (SEATO) in the Philippines. Rear Admiral Aldon E. Browne is, USN, Commandant of Eleventh Naval District had announced the appointment Commander William G. Hayes USNR-R, to relieve Captain ward L. Givins, USNR-R group commander for the N Reserve in the Compton area. Cdr. Hayden is currently commanding officer of Naval Reserve Surface Division 11-20(L) in Compton and previously commanded NRSD 11-38 (L) and N commissioned in 1945 from NROTC at UCLA. During World War II, Hayden served in the Pacific a Tactical Radar Officer board the escort carrier Badoeng Strait. He was recruited in 1950 to Korea where he assigned as an assistant operations officer on the staff of Commander, Seventh Fleet board the USS Missouri, Phillipine Sea, USS New Jersey and USS Wisconsin. IT TAKES MORE THAN ONE to learn...grow...achieve In Russia there are no 4-H Clubs to teach boys and girls a better way of life and work; no agricultural extension service to show better methods for raising crops and livestock; no specialists to help improve homemaking skills; no business men to support this "massive, informal, educational program" which includes 4-H. However, Premier Khrushchev did learn something about the Cooperative Extension Service during his visit to the U.S. In a Pravda article, Khrushchev revealed a "secret" to the Russian people. He admitted that certain extension practices were "borrowed" when the Soviet agricultural system was overhauled recently. Explains Service "I have in mind," he said, the introduction of scientific achievements. In the United States of America a farmer's service exists under the universities and colleges. The agents meet with the farmers and persuade them to introduce this or that method, help them in organization of production and furnish them with plans." He got most of the extension picture, but apparently missed the role of extension for the last 50 years in developing the 4-H Club program. In the early days of 4-H, the trained extension agents worked with the children of farm families. The plan provided the wedge that opened the door for the agents to reach the farmers and their wives. No Free Enterprise It has been suggested that Khrushchev might further improve farming under communism if he also had initiated a program for youth patterned after the 4-H Clubs. Seventy other foreign countries have. But Russia lacks the incentive and backing provided by private enterprise. U.S. industry has backed 4-H work right from the beginning. It provides technical know-how, financial aid and recognition. More than 55 leading business firms cooperate with the extension service and the National 4-H Service Committee in sponsoring individual projects. Today there are at least three dozen areas of 4-H Club work. Some of the newer programs and their sponsors are: Photography, Eastman Kodak; Conservation, John Deere; Foods Nutrition, General Foods; Alumni Recognition, Olin Mathleson; Dog Care and Training, Ralston Purina. Fifty years ago there were only a few projects: growing tomatoes and canning them; growing corn and raising pigs to eat the corn. PROMOTED — Peter M. Brown of Anaheim has been promoted to assistant cashier at Bank of America's Chapman-Brookhurst branch in Garden Grove. Brown began his banking career in 1956 as a bookkeeper in the Brawley branch and was named head of the Note department there in 1959. Following military service he returned to the bank for advanced officer training. Brown lives at 801 North Loara Street. The Board of Supervisors of the County of Orange, California, do ordain an follows: SECTION 1. That Section 78.0227.30 is hereby added to Article 2 of Division 8 of Title 7 of the Codified Ordinances of the County of Orange to read as follows: Sec. 78.0227.30. The Temporary Use of a Mobilehome Residence on the Same Site During the Construction of a Main Building in Any District. In any district the temporary use of a mobilehome residence shall be permitted upon the following conditions: (a) That such temporary use shall be on the same site and concurrent with the construction of a main building. (b) That a sewage disposal system must comply with the requirements of the Superintendent of Building and Safety be installed. (c) That such use shall be permitted for a period of time not to exceed one (1) year, or until the issuance of a Certificate of Use and Occupancy for the main building whichever occurs first. Before the issuance of a Certificate of Use and Occupancy, the Superintendent, for good cause, may extend the time limit twice. Any extension may be for a period not to exceed six (6) months. (d) That guarantees necessary to insure the discontinuance in use or removal of any such mobilehome shall be provided by the landowner. The nature and extent of such guarantees are to be determined by the Superintendent of Building and Safety. SECTION 2. That Section 78.0227.31 is hereby added to Article 2 of Division 8 of Title 7 of the Codified Ordinances of the County of Orange to read as follows: Sec. 78.0227.31. The Continued Use of an Existing Building in Any District During the Construction of a New Building on the Same Site. The use of an existing lawfully established building may continue during the construction or relocation of another building on the same building site if the Superintendent of Building and Safety finds that: (a) The continued use of the existing building does not constitute a hazard to health, safety, or welfare of any individual or of the general public; (b) Prior to occupancy of a new building the existing building will be brought into conformity with any additional regulation rendered applicable by the placement of any new building on the site. Conformity will be accomplished by removal, reconstruction, relocation, conversion, change of use, or any combination thereof. The Superintendent of Building and Safety may require a landowner to provide a guarantee necessary to insure full compliance with the zoning code upon completion of the new building, or sooner if, in the Superintendent's opinion, work should be done before you start your sight-seeing or other exertions, Orange County Heart Association says.
