The quantities listed in the State Highway Engineer's E-book hereinafter stated, are approximate only, being given as a basis for comparison of bids, and the Department of Public Works not, expressly or by implication, agree that the actual cost of work will correspond therewith, but reserves the right to crease or decrease the amount of any class or portion of the work, as may be deemed necessary advisable by the Engineer.
