Anaheim presently operates as a General Law City. Each session year the State Legislature passes new legislation infringing upon the rights of cities to govern themselves. For The Charter
which are of State-wide concern to the Legislature.
The city charter retains our present council-manager city government which has been successful for many years. Only minor changes in organization and fiscal matters are proposed in order to provide greater administrative flexibility.
The charter as presented has been recommended by a very conscientious cross-section committee and the Gazette urges you to vote for the city charter as proposed on June 2 to safeguard the future of Anaheim.
The Trees
On many new streets in this city, trees have been planted which grow to grotesque shapes with little aesthetic quality at all, and when the residents ask to have palm trees planted the word is "no." Why did La Palma Street dip into the palm trees and require them to be cut out but dip out, creating a traffic hazard, around the new trees that shed their leaves in the John Marshall Park?
The only negative reaction ever heard from visitors to Anaheim is the lack of palm-lined streets. All cities in California seem to have lost sight of the fact that of the states in the continental United States only Florida has the climate to enjoy the beauty of the pending bill.
WHY WE OPPOSE THE "CIVIL RIGHTS" BILL
Editor,
Great pressure for passage of the "Civil Rights" Bill have been built up by highly publicized racial demonstrations. We do not believe these demonstrations express the real sentiment of the Negro community, nor are they really aimed at getting Negro equality.
There is much evidence that the major influence in the "civil rights" movement is the Communist Conspiracy. First, "civil rights" agitation follows the classic pattern revealed in nearly fifty countries since 1917. Second, the Communists' own writings have clearly shown their long time plans to "liberate" the American Negro and set up a "Negro Soviet" in place of our present southern states. For verification see American Negro Problems, 1928 by John Pepper, alias Communist Joseph Pogany; The Negroes In A Soviet America, 1935, James W. Ford and James S. Allen; and the Communists' "new draft program" published in the March 7, 1954, New York Times. Third, many civil rights leaders have suspiciously numerous connections with Communist and Communist front groups. The Congressional Record of July 29, 1963, has a thirty page report on NAACP's subversive character. On August 28, 1963, the Congressional Record listed a total of 354 official citations for 59 NAACP leaders. A photograph taken in 1957 shows Martin Luther King attending a Communist training school in Tennessee. Another taken in 1962 shows him in a white reaction to the black point.
Communist support of course, is no reason to matically reject it but it son to take a thorough look.
We feel that the bills sweeping powers to the Government for beyond any government should over its people. For years now we have been appropriating large sums for various welfare assistance plans. In each program, the estimated required funds were budgeted.
As an example, Section 2021 of the Welfare and Institutions Code budgeted money to support aged persons who qualify under the Old Age Security Law, sufficient enough to pay six-sevenths of every aid grant that qualifies in the state.
No one could say for sure how many this would cover but the state welfare department would estimate it and ask for the open end funds. If the money wasn't spent in that fiscal year, presumably the welfare department found something else to do with it, thus eliminating any alarming surpluses.
The circumstances of the "Civil Rights" Bill's introduction to Congress are a little strange. The bill, containing many very controversial provisions, was introduced at a time when the Administration's programs were already completely bogged down and when it must certainly have been known that it would only hopelessly complicate the situation. This timing makes us believe that someone wanted to cause trouble.
Since the bill's introduction Communists have thrown their full weight behind it and Negro agitation has increased in pitch. In the Worker of August 1, 1963, Gus Hall urged all Communists to supreme efforts in its support. The Kansas City Star of February 27, 1964, reported comments of the Worker's editor, James E. Jackson, that "Communist Party leaders favor a nationwide work stoppage by Negroes" in case of a civil rights filibuster.
It seems to us that the introduction of the "Civil Rights" Bill was brought about by Communists working through well-meaning but uninformed dupes,
