They were involved in 28 per cent of the state's traffic accidents that caused injuries and fatalities. "This proves there is need for concern," said George E. Watts, chairman of the Orange County Traffic Safety Forum, in presenting Tuesday's forum program, "Young Driver Problem?" The average young driver, Watts said, is involved in 1½ traffic accidents between the years 16 and 20. Costly Program In an effort to combat these startling statistics, said Melvin T. Schoreder, supervisor of driving instruction for Los Angeles City Schools, California spends more money per pupil on driver safety instruction than in any other phase of education. For every $20 fine for a moving traffic violation in California, Schroeder said, a $2 assessment goes into the driver training fund for state reimbursement to individual school districts. Last year $6 million went into this fund. But of 262,000 public high school youngsters taking driver education in California, fully 100,000 are instructed by teachers who have never taken a course in public safety, Schroeder said.
