Will Endorsement by CDC Prove Curse or Blessing?
Events may prove differently, but today we'd venture that the California Democratic Council's action Sunday in endorsing State Controller Alan Cranston for the U.S. senatorial nomination wasn't the smartest political move ever made.
In endorsing Cranston, the CDC turned its back on ailing incumbent Clair Engle, battling to recover from serious brain surgery but determined to make the race in 1964.
Engle, in fact wasn't even runner-up in the voting at Long Beach. Rep. James Roosevelt (D-Los Angeles) finished second to Cranston.
Regardless of how the Democrats justify their decision not to back Engle, there is evidence that a significant number of California voters will interpret Sunday's action as a shining example of kicking a man when he's down. And Engle's many friends and only because of that doubt, will honor their pledges..."
But Cranston said after the endorsement that even a change for better in Engle's condition would prompt him to withdraw.
"I am in the race to stay," he said.
We suspect that the action of the CDC wasn't the smartest because the manifold possibilities that it would backfire sometime between now and the June primaries. Or if not before the general election in November.
Engle extended a hand for support. It was rebuffed. Now it remains to see whether Cranston's victory Long Beach will prove a blessing or curse.
It might have been more politic than the Democrats Sunday to encourage all qualified candidates to stay in the race without supporting them.

And Engle's many friends and supporters among the Democratic party can't be expected to offer much argument to the contrary. The GOP of course, will pounce on the issue with gusto.
Engle's message relayed Sunday to the convention indicates that he considers the reluctance among Democrats to back him is based only on his physical ability to run.
"It is my deep and sincere conviction that long before the primary election, all doubt (about my physical condition) will have been removed and those who have entered the lists
STATE SENATOR'S COUNTY
By JOHN A. MURDY
What with all the controversy raging today over the Rumford Fair Housing Act and an initiative constitutional amendment to repeal it, there is something that has been brought to our attention that needs to be said.
As soon as the Fair Housing Act became law last September, minority groups began a drive to see how well it would operate. What has been brought to our attention is that individuals or couples are seeking to rent or buy homes just to see if they can.
Meanwhile, homeowners or apartment owners go through the planning stages of renting or selling their property only to find out later the people weren't interested at all in living there — just testing to see if they could.
This is very similar to the situation in which businesses are threatened with picketing unless they hire minority workers — regardless of whether the person is qualified or positions are Housing Acts if people treated their brethren on equal terms within the law, without prejudice or bigotry. We cannot successfully legislate against bigotry or prejudice. Passing more laws doesn't change people's hearts or prejudices. This is where the problem originates.
And we think minorities have been discriminated against unfairly, but by the same token, the minorities may be using the law unfairly now. You may argue that minorities have reached the point where they must force the issue, but it is my feeling that using forceful tactics only leads to unrest and violence.
Those who understand the problems of minorities are able to perceive their emotional concern for their rights, but by the same token minorities must also have perception into the emotional state of those who discriminate because of traditions hatreds, bigotry and prejudice.
When both sides understand the problem fully, they will be before the general election in November.
Engle extended a hand for support. It was rebuffed. Now it remains to see whether Cranston's victory at Long Beach will prove a blessing or curse.
It might have been more politicized than the Democrats Sunday to encourage all qualified candidates to stay in race — without supporting one, turning their backs on another—until the issue of Engle's health is deterined.
At least one potential candidate Atty. Gen. Stanley Mosk, apparently felt the CDC endorsement wasn't essential. Mosk, who hadn't announced his intentions in time for CDC consideration, has sidestepped the political maneuvering that took place at Long Beach.
And no one ever accused the attorney general of naivete in the realm of vote-getting.

To me, I think this tactic is defeating the purpose of promoting equal opportunity and freedom for all peoples.

Letters to the Editor
To the Editor
Anaheim Gazette
Dear Sir:
This letter is to clarify and offer rebuttal to the misinformation contained in Bill Brewer's letter published by the Anaheim Gazette 'Feb. 12, 1964. First, Mr. Brewer apparently dislikes members of the Anaheim Police Department, and secondly, he has a remarkable capacity for distortion of fact.
Sunday, Feb. 2, the writer parked in the manner described in Mr. Brewer's espistle, but there any similarity between his version and what actually happened ceases. A member of the construction crew required access to the drive to wet down newly poured concrete. Being unable to drive in, he double parked. A citizen called the police to complain about the traffic congestion, and the responding motor officer cited both the double parked auto and mine.
The officer was extremely courteous and conducted himself in a gentlemanly manner, explaining that violations existed and therefore had to be written up. The writer fully understood his position and agreed the citation was entirely justified.
As the officer wrote up the citation form, an officious young man (later identified as Mr. Brewer) bustled up and demanded the officer's badge number saying he was going to write has one of the finest, most efficient law enforcement agencies in the State of California, and should not be subjected to irresponsible 'sniping' such as Mr. Brewer has engaged in with his letter.
If this man is indeed a reporter for the Anaheim Gazette as he intimated, he sadly needs to re-enroll in freshman college journalism. He has blatantly violated three cardinal rules that even the newest cub reporter knows well. First, get the facts and verify them; second, do not editorialize; and third, inject no personal views or 'slant' to the story. Perhaps this is why this item appeared as a letter rather than in a news column, because it certainly does not conform to any rules of journalism.
I consider this completely unwarranted criticism of the Police reprehensible, and offer this suggestion to Mr. Brewer, paraphrasing his closing sentence. "You could have used a little more judgement, you couldn't possibly have used less".
W. P. Morris
EDITORS NOTE: Mr. William Brewer is not now, nor has he ever been an employee or contributor to this newspaper, except to the extent that we published the letter which is the subject of the preceding communication.

He was emphatically informed that his criticism of the officer (and the department) was highly unwarranted and entirely unwelcome. He was told the officer was merely doing the job for which he is paid by the taxpayers.

COUNTY REPORT

But this doesn't necessarilylow minority lines. Just because a person's skin is a different color doesn't automatically mean he will or won't take care of his property. There are any in the so-called majority group who fail to keep up their property also.
Under present law, a person of minority can still be refused ownership or renting privilegesfor reasons other than those based on race, creed or religion. If his credit is bad, he gets the same treatment as anyone else until he becomes solvent. And that is the way it should be.
I, for one, would like to see the issue on Fair Housing taken before the voters. It will, I hope, settle this matter once and for all.
