Program Set Up for High IQ Students Students in the Magnolia School District with an intelligence quotient of 130 or plus on the Stanford-Benet test will soon be put on a special enrichment type of program, accord- to a report given the Board of Trustees at its last meeting. Hal Stinson, principal of the Juliette Low School and director of the special program, dubbed GOAL (Guiding Our Able Learner's), told the Board that this year's program would reach students in the second through sixt grades. Extend Benefits It would benefit many more individuals and would cover far more subjects than last year which was the first year of the program, he said. Instead of putting the students in special classes for accelerated study, the students would be mixed in regular classes with possibly 8-15 GOA students in each. These students would then be given "in debth" material along with the regular curriculum, Stinson said. Await Test Results Although testing for those who will be in the program has already been done, the result have not yet been tabulated by the county. Results should be known in about two weeks, he added. A committee composed of the school principal, the child's classroom teacher, the district psychologist and any other person designated by the district psychologist shall then decide which students shall be assigned to the program, Stinson continued. The ordinance officially set forth the merit system for employees instead of the civil service system, City Manager Keith Murdock told the Council. However, he said, the merit system has been used in Anaheim for a number of years. Next step, he said, is for the Council to consider work provisions that cover such items as vacations, overtime pay, standby pay, and grievance procedures. Union Aid Presentation of the proposed work rules has been set for Oct. 29. Representatives of the employees association and the International Brotherhood of Electrical Workers Union (IBEW) have met with city officials to work out the details. Because of discussions with employee orgainzations the work rules have been delayed since July. Murdoch told Mayor Rex Coons. When the work rules were orignally submitted, employees appeared during two informal hearings before the Council and criticized some of the provisions.
