EDITORIAL
A Dangerous Concept
Many influential people in government want to extend the role of taxation.
They look beyond the dictionary definition of the word tax, which is a compulsory contribution levied upon persons, property, or business for the support of government."
The planners hold to the dangerous concept that taxation should be used as a social instrument.
They urge that taxes should be used to bring about some desired result other than the raising of government revenue.
This trend is nothing new. In fact government already has extended itself into many facets of our social and economic life.
The farm program is one of many glaring examples; and in another area the proposal that Alabama be whipped into line by the withholding of Federal funds was a chilling example of iron-clad domination.
However, taxes, in principle, are not properly a control measure.
They are not a price to pay for civilization or a privilege of freedoms; lays the foundation of term.
Taxes are really only an evil necessary to raise revenues with which to run the government.
To use the taxing power to direct and to control our energies and our rights strips away our freedomes; lays the foundation of dictatorship.
Government should not be allowed to assume the function of an omniscient supervisor with a club in his hand.

BIT DOESN’T MEAN ‘PUSHED’
The Declaration of Independence says everyone is entitled to the pursuit of happiness.
But this doesn’t necessarily mean that the government should regulate the chase.
The word “pursue”, in fact, involves voluntary, individual effort.
It certainly doesn’t mean we should be pushed, carried, or otherwise artificially transported en masse toward some goal.
In fact, they regarded freedom as a responsible duty and as one of the most important bequests which they could make to those who would follow them.
It’s time, past time, we remembered.
The urgent task at hand is to achieve difficult social and economic goals while staying within the framework of a free nation based upon individual liberty.
Infinite care should be taken to prevent powerful government from becoming the dominant Big Brother, or individual rights, individual freedom and the pursuit of happiness will be lost by every American.
The founders and developers of this country knew that.
BMC Gets Commitment On $3 Million Loans
First National Bank of Chicago is issued a commitment to purchase $3 million of FHA-insured Veterans Administration-guaranteed loans from Brentwood Mortgage Corp., Beverly Hills, James D. Murphy, BMC executive vice president, announced today.
BMC has also been retained as vice agent of the loans for Chicago bank, which is one the nation’s largest, with assets needing $3,700,000,000 (three billion seven hundred million dollars) per month said.
About half of the loans will be purchased from BMC’s Beverly office and the remainder will be from the firm’s Northern California regional office at San Diego. Murphy said.
The company also has branch offices in Anaheim, Canoga Park, Covina and Sherman Oaks.
Vollom Joins Underwriters
Vernon Vollom, 1317 S. Hickory, Anaheim, has been appointed general agent for Independence Life Insurance Co. of America. He has been district manager for another life insurance company.
Vollom began his life insurance career in 1946 after serving as teacher, principal, coach and superintendent of schools in various towns in the Midwest. He taught in Anaheim School System in the school year of 1956-57.

County taxes will not increase next year as county supervisors yesterday adopted a record $78.8 million budget.
In a “hold the tax law” supervisors approved a new tax law.
Orange State Appoint Five to Faculty Posts
Orange State College President William B. Langsdorf has announced the appointments of five more faculty members to the growing OSC faculty.
Dr. Nissim Levy, formerly a research associate at the Scripps Clinic in La Jolla, will join the OSC Psychology Department as an associate professor of psychology. Dr. Levy has taught at Brown University and the University of Portland.
Dr. George Sica will join the Education Department from Brooklyn College as an assistant professor. He has taught at California State Polytechnical College and the State University College of Education, New Paltz, New York.
From the University of Nebraska at Lincoln, Dr. Joseph Palisi has accepted the position of instructor in Sociology. Dr. Palisi has worked as a social investigator for the New York Department of Welfare and as an instructional instructor at the University Nebraska.
Julian Foster has acceded position of assistant professor Government at the College ceived his elementary education and did his undergraduate master’s degree work inive England. He is present doctoral candidate at UCU is a Fulbright scholar andlish Speaking Union Fellow.
And from Orange College, Cecil Roberts has accepted the position of Librarian he has held library positions in tralia, Illinois and Long Island and was Head Librarian at Orange Coast.
Orange State has increased faculty by $1 per cent that as the College continues to with the county. All the pro will be conducting classes for the Fall academic season.

$100 assessed valuation tax rate for the coming year.
Increases in the county's assessed valuation enabled the county to finance the $11.8 million increase over last year's total without raising the tax rate.
Original estimates of a possible five-cent tax hike were overcome by larger amounts in the carry-over funds and a greater income.
Of the $78,684,658 budget, only $77,051,820 will be financed by all county taxpayers. Some $1.4 million will be paid by residents in districts using county library facilities.
Tax rates for the county and special districts are set for formal adoption Aug. 28.
Major changes in the budget include a $50,000 cut from welfare's general relief fund and $100,000 from accumulative capital outlay.
Establishment of mental health clinics under the state's Snort-Doyle Act took $150,000 of the budget.
The County Council League of Women Voters had urged adoption of the mental health funds and recommended the county apply for matching funds.

Auto-Bike Safety
Mark A. Stevenson, Anaheim chief of police, urged bicycle riders and automobile drivers to show each other mutual respect, particularly over the coming Labor Day weekend.
“There are more than 30,000,000 bikes in America today,” he said, and many of our youngsters, and their parents too, will be using their bikes over Labor Day for a last fling at beaches, parks, picnics and playgrounds.
Chief Stevenson pointed out that the best way for cyclists as well as the predicted record number of motorists to have a safe as cyclists to observe:
1. Observe all traffic regulations, signs and lights.
2. Keep to the right. Ride single file.
3. Have a white light in front and a red light or reflector on the back for night riding. Wear light colored clothing at night.
4. Have a workable horn or bell. Maintain safe speed.
5. Watch for cars pulling into traffic. Be careful of doors opening on parked cars.
6. Never hitch a ride on another vehicle.

GOP Will Hear Judd
Dr. Walter Judd, nationally known expert on the Far East and for 20 years congressman from Minnesota, will be the featured speaker at the autumn luncheon of the Republican Associates of Orange County, to be held on Friday, Sept. 27 at the Balboa Bay Club in Newport Beach.
Judd attracted national attention in 1960 when he was the keynote speaker at the Republican National Convention in Chicago. Later he appeared as the featured speaker at a Republican meeting at the Balboa Bay Club and drew a capacity crowd at what was considered the highlight of the 1960 Republican campaign in Orange County.
Dr. Judd is the second speaker of national prominence to come to Orange County under Republican Associates auspices since the group became active this year under the chairmanship of J. S. Fluor of Santa Ana.
