Attacks Despotism
Assemblyman Robert E. Badham (R), Costa Mesa, declares that as a result of the last several hours "action" in the Assembly of the State of California, constitutional government is becoming a thing of the past, that the so-called leader of the State Assembly, Speaker Jesse (Big Daddy) Unruh has finally and irrevocably raped the Constitution of this State and indeed the United States Constitution.
Badham backed up his strong statement by quoting Article 6, Section 4 of the Constitution which says "the United States shall guarantee to every state in this union a Republican form of government . . ."
"And what is a Republican form of government, asked Badham? 'That is one in which the people are assured of government based on law through free election of representatives.'"
"The democratic majority under the firm iron-fisted control of Big Daddy Unruh jammed through a probably unconstitutional change in the rules requiring that the speaker of the house be selected (rather than electd) by the majority caucus. What this does is simply disfranchise approximately 40 per cent of the people of this state from a voice in government."
"Big Daddy has iron-fisted control over his caucus henchmen, and therefore this is not a republican form of government but merely the evil system of despotic, spoil system bossism."
Badham said that this rule flies in the face of the California State Constitution also in that to select a speaker from the caucus is a violation of Article 4, Section 7 of the California State Constitution. "It says that each house shall choose its own officers, meaning that the people of California in electing their representatives are guaranteed that their representatives shall be a party to the election of the house officers.
Badham said the rule change was also the ultimate in bossism wherein Unruh put out the word to his caucus henchmen for the caucus to determine that the rules require the speaker to appoint only Democrat committee chairmen and vice chairmen.
"Unfortunately," Badham said, "this carries out the Brown-Unruh despotism whereby Unruh will completely control with his iron fist the legislative process, and Brown will have the patronage of some 140,000 state employees."
"The direction in which we are going became extremely obvious," Badham said, "whn Big Daddy threatened the entire State Senate and the minority party members of the Assembly and implied that without question he, Big Daddy, did not need a minority party in his house and he did not need a State Senate if this state was going to make progress Big Daddy style."

Wife Cooks for Scouts Summer Season at Camp
and dietitic skill. She is able for the entire kitchen which varies from 15 to 20 an 1500 lads of the North-age County are at Camp during July and August weekly basis, entering Sunday afternoon of Moore began her endeavour the Council in 1953 when husband, Frank, the for-sender, moved to theervation. She began do-aide for the camp, later the kitchen staff as assistant cook.
The Moore's are former residents of Fullerton, moving into the area in 127, a year after they were married in Garden Grove.
Assisting Mrs. Moore in the preparation, cooking and overseeing the serving of approximately 280 Scouts and Scout leaders daily is Mrs. Edna Garrish of 9401 Houston St., Anaheim.
Mrs. Garrish with her husband Jewel, are members of the Buena Park Pioneers, a travel trailer club in the Orange County area. The couple are avid trailers pulling their 23½ foot Kenskill to various club functions and travel trailer rallies.
Expert
Hundreds of hours have been chalked up in the huge white, hospital clean kitchen by Mrs. Garrish since she became a member of the kitchen staff in 1959. An expert in her field, Mrs. Garrish like Mrs. Moore displays a ready smile and fast retort with the teenagers that often appear at the kitchen door for a whiff of "what's cooking?"
The morning begins early in the 7,000 foot elevation wooded camp with the bugle blowing call at 7:30 a.m. for a hearty breakfast. Lunch in the middle of the day breaks the camperaft learning and experimental periods.
Dinner served family style by staff stewards is the main meal with quantities in the he-man variety. The dinner periods are a bit on the noisy side as the talk of the day resounds through the immense steel constructed building.
"Seconds"
The youngsters are told at the beginning of camp that they can return for "seconds and thirds" at any meal. No one goes away with an empty stomach.
Bob Shaddoch of Fullerton Post 45 is assistant cook. Young Shaddoch lives in Sunnyvale while attending Foothill Junior College where he is a Freshman. The Star Scout has worked his way through camp each summer for the past three years graduating to assistant cook from kitchen-steward.
Approximately 15 boys round out the camp staff that assists in the preparation, to final clean-up operations.
