EDITORIAL Attacks Despotism Assemblyman Robert E. Badham (R), Costa Mesa, declares that as a result of the last several hours "action" in the Assembly of the State of California, constitutional government is becoming a thing of the past, that the so-called leader of the State Assembly, Speaker Jesse (Big Daddy) Unruh has finally and irrevocably raped the Constitution of this State and indeed the United States Constitution. Badham backed up his strong statement by quoting Article 6, Section 4 of the Constitution which says "the United States shall guarantee to every state in this union a Republican form of government . . ." "And what is a Republican form of government, asked Badham? 'That is one in which the people are assured of government based on law through free election of representatives.'" "The democratic majority under the firm iron-fisted control of Big Daddy Unruh jammed through a probably unconstitutional change in the rules requiring that the speaker of the house be selected (rather than electd) by the majority caucus. What this does is simply disfranchise approximately 40 per cent of the people of this state from a voice in government." "Big Daddy has iron-fisted control over his caucus henchmen, and therefore this is not a republican form of government but merely the evil system of despotic, spoil system bossism." Badham said that this rule flies in the face of the California State Constitution also in that to select a speaker from the caucus is a violation of Article 4, Section 7 of the California State Constitution. "It says that each house shall choose its own officers, meaning that the people of California in electing their representatives are guaranteed that their representatives shall be a party to the election of the house officers. Badham said the rule change was also the ultimate in bossism wherein Unruh put out the word to his caucus henchmen for the caucus to determine that the rules require the speaker to appoint only Democrat committee chairmen and vice chairmen. "Unfortunately," Badham said, "this carries out the Brown-Unruh despotism whereby Unruh will completely control with his iron fist the legislative process, and Brown will have the patronage of some 140,000 state employees." "The direction in which we are going became extremely obvious," Badham said, "whn Big Daddy threatened the entire State Senate and the minority party members of the Assembly and implied that without question he, Big Daddy, did not need a minority party in his house and he did not need a State Senate if this state was going to make progress Big Daddy style." simply disfranchise approximately 40 per cent of the people of this state from a voice in government.
