A - ADVERTISEMENT FOR BIDS
A-1. In pursuance of a resolution of the Board of Supervisors of Orange County, California, adopted June 18, 1963, apts in hereby given that the Board of Supervisors of Orange County, California, will receive at its Clerk's Office (Room 218), in the Court House at Santa Ana, California, bids for furnishing all labor, equipment, transportation, materials and such other facilities as may be required for the paving of the roads and construction of a recreation area at the Orange County Industrial Farm located off Trabuco Road northeasterly of El Toro Marine Base.
A-2. Copies of the Contract Documents may be examined at the office of J. A. WOOLEY, CONSULTING ENGINEER AND ASSOCIATES located at 205 West 5th Street, Santa Ana, California. A set of the plans, specifications and other contract documents may be obtained at the above mentioned office upon deposit of Fifteen Dollars ($15.00). This deposit will be refunded upon return of such documents in good condition within ten (10) days after the opening of bids.
Copies of the Standard Specifications, Rules and Codes of Public Agencies and Associates referred to in these plans and specifications shall be obtained by prospective bidders from the publishers thereof at their own expense.
A-4. Each bid shall be made on the form and in the manner provided in the contract documents, and shall be accompanied by a certified or cashier's check or bid bond for not less than ten (10) percent of the amount of the bid, made payable to the County Treasurer of Orange County, Californias, and shall be filed in a sealed envelope with the County Clerk at his office (Room 218) at the Court House in Santa Ana, California, before the hour of 10:00 o'clock a.m., Wednesday, July 24, 1963, at which time bids will be opened and sealed by the Clerk of the Board of Supervisors of Orange County, California.
The above mentioned check or bid bond will be given as a guarantee that the bidder will enter into the contract and furnish the required bonds within the times hereinafter stated if the award is made to him, and in case of refusal or failure to do so within ten (10) days of notice of such award, the check or bid bond, as the case may be, shall be forfeited to the County.
A-5. Unless otherwise required by law, proposals in the hands of the County at this set for opening, are irrevocable and no bidder may withdraw his bid for a period of thirty (30) days after the date for the opening thereof.
A-6. The essence of the contract and the bidder shall include in his proposal a statement showing commitments made to him for delivery of all materials and equipment required for the work, and further satisfactory evidence of his ability to conform to such commitments. Any bid not containing such information of a satisfactory nature may be rejected.
A-7. The successful bidder, simultaneously with the execution of the agreement, will be required to furnish a labor and material bond in an amount equal to fifty (50) percent of the contract price; and a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price, which bonds are more fully described in Information for Bidders and General Provisions.
A-8. The successful bidder will be required to procure and maintain insurance, which insurance is more particularly described in the Information for Bidders and General Provisions.
A-9. Notice is hereby given that pursuant to the Statutes of the State of California, or local law thereto applicable, the County of Orange, California has ascertained the general prevailing rate of per-diem wages, and rates for legal holidays and overtime work. In the locality in which this work is to be performed, for each craft or type of workman or mechanic needed to execute the contract which will be awarded to the successful bidder.

Scouts Open To 1,500 Youths

"Learn By Doing" is the name of the Boy Scouts of America Northern Orange County as it begins its 1963 summer camp program at Camp wahnee located near Green Jay in the San Bernardino Mountains.
More than 1,500 youths willicipate in nine weekly ing sessions under the direction of Ken Huish, camp director Anaheim who is camping man.
The urge to "sleep under stars and get acquainted with nature" has rocketed summer camp enrollments approximately 25 percent for two years straight according to two-man camp team.
To meet the challenge of engaging youths during the summer sessions there will be 40 counselers which included trained adult leaders. Some boys enter camp for a six-night period on Sunday noon of each week camp is at Camp Ahwahnee opened August 24.
Program Varied
A wide and varied program signed for boys to learn about great outdoors, develop more have freedom to ask and ceive answers to most questions of human nature. More than 1,500 youths will participate in the nine weekly camp sessions under the direction of Ken Huish, camp director of A and Walt Reisterer, from Theim who is camping chairwoman.
One urge to "sleep under the stars and get acquainted with nature" has rocketed summer camping enrollments approximately 25 percent for the past years straight according to two-man camp team.
To further meet the growing needs of expanding facilities a new ½ mile stretch has been added for camp crafts. In this area boys will learn camping, hiking and first aid. The new section was opened June 30 by Ken Huish, camp director.
Cost of summer camp, per boy is $25 per week. The fee covers a six-day, six night camp period, camp equipment, food, lodging and special insurance.
Camp Ahwahnee is considered one of the finest boy's camp in the nation with applications for camp counselors coming from not only the United States but Europe and Mexico.
England Represented
On the staff this year will be a representative from England, David Cheetham who has a wide background of youth training in the Boy Scout program overseas. Cheetham is from Manchester, England.
A doctor will be on 24 hour duty during each weekly camping period to administer first aid or to tend during any emergency that might arise.
Under the direction of Huish and Harold Van Patten, program director young Bill Frenzel of Anaheim will edit the camp newspaper.

FERREE, JOE E., 73, 630 E. Culver, Born in Elsworth, Kansas, Mr. Ferree came to Orange in 1922, passing away at his home Tuesday morning. He was a painting contractor. He was a member of the Presbyterian Church and Aurora Lodge No. 50 A.F.&A.M., Milton, Iowa. New Learning Theory Pushed
"Most unsuccessful students are conditioned to habitual failure," according to George C. Scholl, administrator of the Psychological Guidance Center in Anaheim.
Until recently, he said, textbooks had to be written for the "average student," but new programmed materials now allow each pupil to learn at his own speed. These new courses, some of which can be studied on teaching machines, simplify such subjects as mathematics and science to allow the individual student to progress as quickly as he is able.
Teachers and professors of education are now examining "learning theory" in light of this new advance, according to Scholl, who is a California Certified Psychologist.
Following a special course in programmed instruction at Orange State College, Scholl has adapted these methods at the Walden School, at the Psychological Guidance Center, 1028 W. Palm Ave.

Overtime, Sundays and Holidays—not less than one and half (1-2%) times the basic hourly rate plus applicable employer payments. The holidays upon which such rates shall be paid be all holidays recognized in the collective bargaining agreement applicable to the particular craft, classification or type of men employed on the project.
Apprentices may be employed in conformity with Sec. 1777.5 of the California Labor Code. Every such apprentice shall be paid to apprentices under the regions of the trade at which he is employed. Information relative employment of apprentices shall be obtained from the Director of Industrial Relations who is the Administrative Officer of the California Apprenticeship Council.

It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay less than the specified rates to all laborers, workman, chandler or other employees in the course of the contract.
The Board of Supervisors reserves the right to delay award of the contract for a period of thirty (30) days and to in the certified checks or bid bonds of any three bidders during period and thereafter until the execution of the agreement by successful bidder.
