Big Brother
PUC and 1984
It is especially significant, we believe, that Law Day observance this year is so nearly in coincidence with public attention upon the actions of the Public Utilities Commission in connection with Anaheim’s present and future utility position.
Our nation, our state and our city have flowered and prospered under the rule of Law. We have all been aware from our earliest teachings that we must have a healthy respect for the Law if we are to live together in any type of community and have confidence in a social future.
The confidence that we control our future, within the society in which we choose to live, is largely predicated upon our understanding and faith in the Law and that The Law shall obtain. With this faith and confidence we conduct our daily lives and lay firm plans for a tomorrow.
The PUC, however, has now insinuated itself into our supposed control under the Law and protests that the operation of Law must be halted until the PUC can make up is mind as to whether the operation of the Law might have some connection with a possible interest of the PUC.
Please Note: The pretense of the PUC as to its interest in the Anaheim-Dyke Water Co. matter lies within a field that not only has frontery of a political body to deliberately frustrate the operation of the Law clearly indicates the nearness to the brink of actual dictatorship we have approached in the minds of political figures.
For, we firmly believe, no such political steps are ever undertaken without prior consultation as to their political wisdom and the probability of being able to “get away with it.”
Indicative of the extent to which political dictatorship has grown within our state is contained within Assemblyman William E. Dannemeyer’s “explanation” of his action in the Anaheim-Dyke case.
Dannemeyer, in suggesting that he only asked the PUC to “look into the situation,” continued to say:
“The matter of whether or not the Public Utilities Commission has jurisdiction with respect to transfer of the system to the City of Anaheim is still pending before the Public Utilities Commission.”
We urge everyone of our readers to read that statement over and over again. Ask your friends to do the same.

Please Note: The pretense of the PUC as to its interest in the Anaheim-Dyke Water Co., matter lies within a field that not only has nothing to do with Anaheim's eminent domain action but is also open to great doubt as to whether it is itself a matter of PUC concern. One member of the commission, to his everlasting credit, had the moral courage to dissent on these very grounds. He is Commissioner William M. Bennett.
The PUC action to restrain Dyke from disposing of its property could very well put Dyke in an impossible position. Anaheim could legally proceed with the Superior Court judgement against Dyke. This would require Dyke to dispose of the property to Anaheim or be in contempt to Superior Court. But if Dyke did so to avoid contempt of court they would then be in contempt to PUC jurisdiction.
There is another course of action open to the city. They can go to the Supreme Court and obtain a ruling as to whether Superior Court judgments are valid in the state or does some body such as the PUC have superior jurisdiction.
The grand tragedy of this incredible recitation of events is that we have fallen upon such evil times that it is necessary to even consider going to the Supreme court to ascertain the validity of a Superior Court judgment.
Perhaps the people of Anaheim, and consequently people everywhere in California, would win the Supreme Court decision and discover that the rule of Law still exists within our state. We do not know. We cannot, of course, anticipate the Supreme Court.
But, regardless of whether the Law is upheld, the fantastic effect before the Public Utilities Commission."

Fess Parker to be Narrator For Anaheim Scout Pageant
Fess Parker, once famous as the "King of the Wild Frontier" and more recently as the urbane United States Senator in the television series "Mr. Smith Goes To Washington," will be part of the Boy Scout presentation of a swiftly paced pageant June 7 and 8 in La Palma Stadium.
The Boy Scout production, "The Winning of the West" will offer one and a half hour pageant in which more than 2,500 Boy Scouts of Northern Orange County Council will be the actors.
Parker, one of the few entertainers of recent times to completely capture the following of the younger generation, will act as narrator for the June 8 performance.

Richard W. Gay, vice president and manager of the Anaheim main office at 150 East Lincoln Ave., was host for city officials, business and housewives and children as he opened the doors of the remodelled facility for their inspection.
Rancho Sites Luring Buyers
Beamish & Diggins, Newport Beach developers, report they are surprised at the numbers of people who have visited their development, Rancho Carrillo in San Juan Capistrano.
“The demand is so much greater than we anticipated we’ve had to put a seven day limit on reserved ranchos,” stated Richard Beamish.
Prices start at $7,950 for the 3-acre sites in “the land of the dons”. Purchase transactions must be firm after the seven-day courtesy period.
Beamish attributed the accelerated interest to development of the community recreation area where rancho owners may bring their families to swim, picnic and relax.
Available for outright ownership for the first time, the sites are located on a portion of the old Mission Viejo Ranch, 8 miles east of San Juan Capistrano’s Old Mission on the Ortega Highway.
The developers, Beamish and Ronald Diggins, are also co-developers of the San Clemente Pacesetter home sub-divisions.
Rancho Carrillo is approached from the Ortega Hwv. (No. 74) through an early-California stone entryway. The Old Spanish atmosphere is to be preserved architecturally and the permanent beauty of the rolling hills protected.
Rancho Carrillo, located actually within the Cleveland National Forest, has an elevation of 200 feet, and is noted for even sub-Mediterranean climate, out of the coastal fog zone, yet cooled by ocean breezes.

'OLD FRIENDS' MEET AGAIN — Tracy Lorraine Patrick o'Annaheim, Birth defect Poster Child for the 1963 Orange County Chapter, March of Dimes, smiles a million thanks to Oliver Nichols, M. D., Los Angeles, Director of the March of Dimes Birth Defects Center. Tracy was one of the first patients of Dr. Nichols to be treated for birth defects. The reunion of the two "old friends" took place at the recent annual dinner of the Orange County chapter.
