Rozelle NFL Crack-Down Is Vital Spark to Sport
National Football League Commissioner Pat Rozelle has taken strong, fair and necessary action against NFL players who have been betting on league games.
He suspended Paul Hornung of the champion Green Bay Packers and Alex Karras of the Detroit Lions, two of the NFL's leading stars. Rozelle with wisdom and courage fined five of Karras's Detroit teammates $2,000 each for betting on a game and the Detroit team was fined $4,000 because head coach George Wilson did not report certain findings to the league and because unauthorized persons were permitted to have sideline passes and sit on the Lions' bench during games.
Rozelle said Hornung and Karras' cases could not possibly be reviewed before 1964. They will not be permitted to play during 1963.
The 36-year old Commissioner issued his penalties after intensive investigations of 10 months during which some 52 interviews were held. Other investigations dealing with the NFL are continuing. It is to be hoped that Rozelle will push them vigorously.
American Football League Commissioner Joe Foss said that "under no circumstances" will Hornung and Karras be allowed to play in the AFL while they are under suspension by the NFL. "As far as the AFL is concerned," Foss continued," the two players were suspended from professional football, not just the NFL."
Canadian Football League Commissioner G. Sydney Halter said that the two suspended players ball for a long, long time.
One of the reasons boxing is in such a mess today is that fighters have been paid to "take dives" and throw fights to enable gamblers to make fortunes. With this sad situation has come graft, corruption and gangsterism to boxing. It is a wicked and evil "sport" as it is now conducted, to say nothing of the men killed and knocked into senility by the beatings taken in the ring.
In recent years there has been a tendency in America to condone most everything. It is only when persons are caught, convicted and serve sentences that they are looked down upon and considered stupid.
The desire to make money out of sports should never permit players coaches or teams to throw contests if they wager, this can happen and frequently has.
Rozelle declared that "there is no evidence that any player has ever bet against his own team, and there is no evidence that any NFL players has sold information to gamblers."
Commendably Rozelle added that there is clear evidence some NFL players knowingly carried on associations which, in some instances led to their betting on their own team."

The long-ago scandal of the Chicago "Black Sox" in throwing a world series to Cincinnati to benefit professional gamblers and make their own wagers pay off hurt base-players knowingly carried on associations which, in some instances led to their betting on their own team."

Apparently the youthful and capable Rozelle is determined to keep the NFL clean. This is admirable. We hope that he continues to lead his league for many, many years. His action is a credit to sportsmanship and is certainly in the best interest of professional football.

County Cost Per Pupil Low With Total, $108 Millions
Taxpayers have already provided $108,332,803 for the schools of Orange County during the current school year ending next June 30, according to California Taxpayers' Association. This amounts to $457.64 for each of the 236,567 children enrolled in the schools from kindergarten through grade fourteen on last October 31.
The schools derive this tax support from property taxes levied for the school districts in the County and from the "principal apportionment" made of State school funds. Additional State apportionments for "growth" and other special purposes are made in lesser amounts as the year progresses.
State-wide the total of school property taxes and the principal apportionment of State school money reached $1,994,070,481 for the 3,837,541 children tabulated in the October 31 enrollment reports. The amount of tax support per child based on these figures is $519.62 throughout the State.
In five counties more than $100 million was provided for school purposes by the taxpayer for fiscal 1963-63. Los Angeles County leads the list with $738 million which averages $555 per child enrolled. Alameda County $196 million and $458; San Diego County, $114 million, and $468; Santa Clara County, $108 million and $440. In contrast little Alpine provided $48,732 for 95 pupils at an average of $513.

Veterans Fail To Mark New Beneficiaries
The most serious problem faced veterans who hold GI insurance to keep their beneficiary listing to date, John S. Gleason, Jr., minister of Veterans Affairs told the annual American Legion Rehabilitation Conference Washington, D.C.
A recent survey, he said, closed that 49 percent of GI policy holders had some form of error their beneficiary listing and one third of the cases the major beneficiary designation had to change.
In far too many cases, Administrator Gleason pointed out, a similarity between the person persous the veteran wanted to his insurance benefits and that who actually would get it strictly coincidental.
The VA is compelled by law pay only the beneficiary of recoup when it settles a life insurance claim, the Administrator said.

Most of the major errors are when a veteran, who had originally designated a parent as a befriend, marries and forgets his wife or, later, his children as beneficiary and co-beficiaries, the VA has found.
Any veteran who has married remarried since designating insurance beneficiary, or who had children, and now wishes to bring his beneficiary designation in line with his present wish should write to the VA insurance office to which he pays his premiums, the VA Administrator urged.
The Veterans Administration pays compensation and pension to more than four million disabled veterans, their widows, children and dependent parents.

February 14th ceremony commemorating America's first salute from a foreign power.
The ceremony took place on the Ranger's flight deck while the ship was anchored off Sasebo, Japan. It marked the 185th anniversary since John Paul Jones' frigate Ranger received France's recognition of the United States as an independent nation.
