CTA Scores Proposal On School Fund
BURLINGAME — A State Administration proposal recently announced to use about $20 million of unsold 1952 school bonds for beaches and parks has been attacked by a California Teachers Association (CTA) finance official.
Fred Clark, chairman of the CTA Financing Public Education Committee and Stockton teacher, declared: "I am shocked at this proposal to divert school funds to non-school purposes at a time when there is a claimed shortage of needs of California's public schools."
Previously the CTA has protested similar moves to dissolve the State School Land Fund and divert the money from schools to parking lots and State buildings. "The $20 million remaining in this fund is all that's left from Federal grants made in 1853 solely for establishing and maintaining public schools in every township. Two constitutional amendments and two bills to accomplish this aid are now before the Legislature," the CTA pointed out.
"While some State leaders are bemoaning lack of funds for adequate school support, about $40 million intended for schools is proposed to be spent on non-education purposes," Clark said.
The Stockton educator added: "Certainly growing California does need more public parks and beaches, but the projected use of presumably available school money for these purposes suggests that the public schools do not have the 'first priority' assigned to them by Gov. Brown's administration early in the 1963 legislative session."
