Push JC Merger As Four-City Solution Bond Issue to Meet Fullerton's Status The establishment of a new Junior College District to meet the needs of Anaheim, Brea-Olinda and Placentia appears to be moving toward a determination by the area electorate. The establishment of the district would meet the requirements of the state for all high school districts to become a part of a junior college district. The new district has evolved from a series of meetings by a special committee formed to study alternatives available to the high school districts concerned. The trio of districts now supports the Fullerton Junior college with tax money in order to provide for the students graduating from the high schools and entering junior college. The committee has come up with a solution which bids to solve the problems of belonging to a junior college district by a certain date; of providing for a future junior college adequate for the anticipated needs; and of satisfying the Fullerton taxpayers for their early investments. The solution envisages a $9 million bond issue for the three cities now outside the college district new district comprising Anaheim Union High School District; Brea-Olinda Union High School District; Placentia Unified School District and Fullerton JC. 2. Set up a seven-man board of trustees; and 3. Approve a $9 million bond issue to equalize the asset of the new junior college district and Fullerton Junior College District. Approval of the $9 million bond issue would not necessarily lead to a raise in the local tax rate, the committee declares. Anaheim, at the present, pays 46 cents per $100 assessed valuation into the county junior college fund. This is distributed to Fullerton college district to pay for the cost of Anaheim students attending the school. Included in the 46 cents are those funds paid into the Fullerton capital expenditure fund which amounts to $300 per year per pupil. The formation of the new district would divert these taxes from the county into the district and would be used to pay for operational and retirement of the bonded indebtedness. The committee has come up with a solution which bids to solve the problems of belonging to a junior college district by a certain date; of providing for a future junior college adequate for the anticipated needs; and of satisfying the Fullerton taxpayers for their early investments. The solution envisages a $9 million bond issue for the three cities now outside the college district which would equalize the status which would equalize the status of the three with Fullerton's already large investment in existing facilities. All would then belong to a merged district which, in turn, would provide for the construction of two additional junior colleges, one to be pushed along without delay and the second to come in later years. In the intervening time students from all of the cities would attend the Fullerton college, backers of the plan hoping that the first of the new colleges will be available before Fullerton enrollment mounts to the breaking point. It is expected that a decision on the acceptability of the new district will be made by the State Department of Education on or about May 9. If the state board approves, an election will probably be held this fall to: 1. The examination will be open to men between the ages of 21 and 40 who meet the requirements in regard to education, citizenship residence, physical condition, and character. Autonetics Lets Missile Work Three letter contracts totaling almost $8 million have been awarded by North American Aviation's Autonetics Division for equipment to be used in the Air Force's Minuteman Program. Contracts went to Nortronics, Precision Products Department, Norwood, Mass., $3,577,500 for auxiliary gyroscopes; Texas Instruments, Inc., Dallas, Tex.$1,-620,500 for autocollimators and $1,-182,010 for alignment units, and Sperry Gyroscope Co., Great Neck N.Y., $1,617,000 for inertial platforms used in Minuteman's guidance systems. As an Air Force associate prime contractor, Autonetics has the responsibility for development and production of the Minuteman ICBM's inertial guidance, flight control and aerospace ground equipment. In December, 1962, Minuteman was declared operational at Mainstrom Air Force Base, Mont., wheer eventually some 150 of the silo-housed weapons will stand guard for America. Deadline Set For Vet File On Exemption "Veterans of the county have until 5:00 p.m., Monday, May 6, to file claims for the annual $1,000 property tax exemption," it was stated today by James E. Heim, County Service Officer. Exemption requests must be renewed annually with the local assessor to insure continued eligibility for the exemption. Evidence of honorable discharge during war. Dennis Carpenter, chairman of the Orange County Republic Central Committee has announced the appointment of Bud Couls of Anaheim as the chairman of United Republican Finance Committee. The Coulson committee, behalf of the county central committee, is charged with the sponsibility of all fund raising activities for the Republican party within the county. Final date for filing applications for the examination is May 17th. Aerojet Sales Up 12 Percent Consolidated sales of Aerojet-General Corporation for the three months ended February 28, 1963, were $142,357,450, an increase of 12 per cent over first quarter sales of $126,797,824 last year, it was announced today by President William E. Zisch. On Exemption "Veterans of the county have until 5:00 p.m., Monday, May 6, to file claims for the annual $1,000 property tax exemption," it was stated today by James E. The $1,000 tax exemptions are granted by the state to resident veterans who do not own property with an assessed value of $5,000 or more. However, under California Community Property Law, the veteran and the spouse together may own real and personal property up to an assessed value of $10,000 and retain eligibility. Under present law, veterans are eligible for the exemption even though they enter wartime service from another state. Ownership of the California property must have been a matter of official record no later than noon March 4, 1963 (the opening day of the exemption filing period) in order to qualify the veteran for this year's property tax exemption. Member, California Newspaper Publishers Association City Workers Finish Class In Valve Use Gus Lenain, superintendent of the Anaheim Water Division, the week cited nine of his men completing a 9-week, 27-hour course on the maintenance, repair and testing of Cla-Val equipment. Classes were held in 3-hour sessions in the Anaheim Water Division meeting room and instructed by Miles Chard of the Cla-Val Company. The firm also furnishes instructional material and working models. Nine employees from neighboring cities were also invited to attend the weekly sessions which covered complete instruction for maintenance and repair of thieves; and the proper way to test and adjust each type of valve for pressure reduction, pressure relief, and pump control at varying altitudes. Anaheim Water Division employs completing the courses were: K. C. Seaton, Carl Wise, E. Wingett, George L. Pendergraft Ray Pevehouse, Maynard E. Wolfe, Lloyd Heyne, Mike Hernandez and Ronald Mitchell. A total of 64 different types of ger Plan Solution City School Land Bought The Anaheim City School District has authorized the purchase of 5.3 acres of land at Katella Avenue and Ninth Street. The trustees voted payment of $148,000 for the land. The sum had been established by an appraiser as a fair value for the property and the figure was assented to by Alvin Siewert, the owner and the trustees. The board had earlier filed condemnation proceedings against the property. The city of Anaheim is purchasing adjacent property for the use of a park site which will be shared with the school district when construction of an elementary school is completed. There is no immediate plans for the building of the school, however. The purchase action merely follows the anticipated development of Anaheim and provides for the orderly development of school sites to meet population densities. Anaheim Signs For TV Lesson Plan with SA The Anaheim city school district will furnish Santa Ana Unified School District with television telelessons during the next school year under terms of a contract approved by the board of trustees recently. Anaheim will provide Santa Ana with telelessons for grades three through six. OP Names Coulson as Funds Chairman BUD COULSON ... Finance Chief Annis Carpenter, chairman of Orange County Republican Central Committee and is the manager of Aunt Jemima's Kitchen at Disneyland. He is past president of the Anaheim Rotary Club, serves on the advisory board of Orange State College, member of Television Arts and Sciences, Food Service Executives Association and is past president of Western High School. County Drive Gets Support By Symphony First Orange County cultural organization to endorse the resolution of the Board of Supervisors seeking designation of Orange County as an independent metropolitan area is the Orange County Symphony Association, Roger Holden of South Laguna, president, has announced. "Our board is solidly behind our supervisors in this campaign," Holden commented, "and we are determined to establish the identity of Orange County as a cultural entity as well as economic and political. "Despite the fact that Orange County seceded from Los Angeles County in 1889, 74 years ago, it has never attained cultural and economic status as an independent metropolitan area as other counties of lesser populations have done, such as Riverside, San Bernardino, and Kern. Too many Los Angeles leaders have assumed for too long that Los Angeles County should provide the cultural and economic leadership for Orange County. The trouble with the theory is that Orange Countians do not agree. "Orange County must go on its own and take its rightful place as the 28th largest of the nations 204 metropolitan areas, free from cultural and economic domination by any other metropolitan area." 'Story Hour' At Library The Anaheim Public Library invites all boys and girls — six years of age and over — to enjoy the weekly "Story Hour" sessions every Saturday at 11 a.m. The youngsters meet for the sessions at either the Central Library, 241 S. Los Angeles Street, or at the Elva L. Haskett Branch Library; 2650 W. Broadway. Specially qualified librarians include adventure tales of modern times and long ago, and other folk, fantasy and fairy tales in the weekly story sessions. The "Story Hour" familiarizes young people with the use of a library and is known to stimulate earlier interest in books and reading. 4-H Youth Work On Auction Stock Potential buyers for Orange County's most manicured, best proportioned, and slickest specimens of livestock are being wooed this month by members of the Junior Livestock Auction Committee, Steward Yost, Orange County Fair manager, said today. The auction, annual event culminating judging of junior entrants livestock at the fair, will be Friday, July 12. The prime beef, lambs and hogs are now being baked along toward their "day" by the present owners, more than 1,000 youngsters in 4-H and Future Farmer clubs. Further information on how groups or individuals may be included in auction bidding may be obtained from Yost's office in the fairgrounds in Costa Mesa or by calling KI 5-1131. Plant Food Exhibit A new exhibit at the Charles W. Bowers Memorial Museum, Ana for April and May is on plant foods. The exhibit comes from the National Geographic Society. It is composed of original watercolor illustrations by Else Bostelmann. Besides a closeup of the plant depicted, the background shows a scene of the land of origin.
