County School Taxes Up Over $8 Million School district taxes increased $8,104,074 in Orange county during the past year according to a study just released by California Taxpayers Association. Levies of school districts in the county were raised to $67,488,031 for support of the schools during the current 1962-63 fiscal year. This is 13.6 percent above the $59,383,937 levy for the preceding school year 1961-62. Throughout the State, school districts increased the school property tax bill by $103,622,601, or 8.4 percent, the Taxpayers Association study shows. The huge sum of $1,330,825,759 was the total of school property tax bills in California in 1962-63 as compared to $1,227,031,18 in 1961-62. The largest increase for the last two fiscal years in school district property taxes occurred in Los Angeles County where school tax bills jumped $29,657,546. Los Angeles was followed in the list of increases by Orange County with $8,104,074, Santa Clara $6,838,465, San Diego $5,707,809. San Bernardino $5,234,955, Alameda $4,959,566 and San Mateo with $4,763,836. Among the counties in which the total tax bill exceeded $5,000,000 during 1902-63, the greatest percentage increase was in Stanislaus County in which the school levies were jumped by 2.2 percent. Close behind came Marin with 20 percent, followed by San Luis Obispo and Santa Barbara with 165 percent each. Yolo 14 percent, Orange and Santa Cruz with 13.6 percent each, San Bernardino 12.3 percent, San Francisco 12.1 percent, Riverside 11 percent, San Mateo 10.6 percent, Batte 10.5 percent, Merced 10.3 percent, Santa Clara 10.2 percent, and Ventura 10.1 percent. "With school budget season just should make their plans to take part in the making of school budgets for next year," commented Sheffield J. Arnold, Executive Di-Association. We should ask our school people to try economy as a revenue fore they raise taxes higher." 44th Birthday For DeMolay Southern California DeMolay chapters will join the world-wide celebration of the 44th anniversary of the order dating the week of March 17-24. Order of DeMolay founded in 1894 by Frank S. Land of Kansas City Missouri, has become the latest non-profit boys youth organization in the world. With chapters in the United States, Canada, and 13 foreign countries, the order has been well established in the community. This fraternal organization has an open membership to a boy between the ages of 14 to 20. Sponsored by Masonic group DeMolay has grown in Southern California since 1920. The head of a DeMolay chapter is the Master Councilor, Lester Stepleton, 19, of La Habra, is leader of the DeMolays for Southern California. The Executive Officer for jurisdiction of Southern California is Homer E. Rainbun, of Glendale. The spirit to which we refer is that of the American man wanting to stand on his own two feet, paying for what he needed, and oweing not any man." Why should we choose to speak about the spirit existing in Anaheim? If this is an American heritage, why address ourselves to it now as though it were peculiar to our particular midst? Our reasons are too obvious, perhaps. We need only to glance at the headlines in our daily papers about new governmental spending programs not only being seriously considered but probable of passage despite the fact that we, as a nation, are at the moment head over heels in debt and already spending more than our income. If this is our national posture is it not justifiable to look at Anaheim's city government with pride as the local government announced the start of a campaign for new city administrative facilities? For what were key words in the city council's disclosure? They were to be able to "amortize the necessary indebtedness and still stay within the present tax rate." This sort of a stand would be rank heresay at any other level of government. Elsewhere it is deemed necessary only to spend. Where the money is coming from to pay the bill is of little moment. Of even less moment, sometimes, is the question: what shall the money to be spent upon observation., a new city hall is needed in Anaheim. We will be always among the first to decry inefficiency and ineffectiveness in government. But we hope we may be capable of fair judgment as to whether some or all of it may be due to conditions imposed by inadequate public support and what is "normal" to bureaucracy of all kinds. Knowing the necessity for new and adequate quarters, the city council could have proceeded to beat their collective breasts for the local tax payers to take on a greater yoke in order to support the obvious need. But they did not. Instead they wisely are moving toward realization of the need within the capabilities of their income. This may not reflect the temper of the "vigorous" times but it is, we feel, an exact reflection of the grand design for living that is held by the Anaheim citizenry. ANSWER: Different laws apply to different tax payers, depending upon marital status, according to State Controller Alan Cranston, chairman of the Franchise Tax Board. If you are a single person, you are required to file a State return if your net income is $1,500 or more. But if your gross income is $5,000 or more, you must file a return regardless of the amount of your net income. If you are married, you are required to file a State return if your net income, plus the net income of your spouse, equals $3,000 or more. But if your gross income plus the gross income of your spouse, totals $5,000 or more, you must file a return regardless of the amount of your net income. Whether you are single or married depends upon your status on the last day of the taxable year. Beware of these two problem areas: — An interlocutory decree of divorce does not return a person to a single status. That person must file as a married person until the final divorce decree is obtained. —The marital status of a taxpayer or his spouse who has died during the taxable year is determined as the date of death.
