12—The Anaheim Gazette Wednesday, March 6, 1868 ANAHEIM, CALIFORNIA State 'Robbing Peter' Program Less Than '62 SACRAMENTO — State Controller Alan Craston said today the State's General Fund apparently will get through the fiscal year without as much internal borrowing as last year. Craston said the General Fund (from which the State draws for its day-to-day operations) has borrowed a total of $90 million, and no further borrowing is anticipated. This is $10 million less than was borrowed last year. Of the total, $50 million was borrowed from the Architecture Revolving Fund and $40 million from the Special Deposit Fund. Craston said repayments will begin during the next few months when revenues customarily flow more heavily, and the loans should be completely repaid by the end of April. Craston said General Fund revenues for the first seven months of the 1962-63 fiscal year totaled $835,499,026, an increase of 13 per cent over last year. Expenditures continued to outpace revenues for the same period, totaling $1,055,717,255. The expenditure increase from last year was 10.6 per cent. Controller Craston noted that through January was $436,448.155, up 9.5 per cent from last year. Other leading sources included: Bank and corporation franchise and income taxes, $152.- 384,982, up 12.5 per cent; personal income tax, $60,931,940, up 21.7 per cent; inheritance tax, $46,117,-802, up 34.8 per cent; cigaret tax, $41,430,992, up 16 per cent, and liquor tax, $36,279,436, up 4.7 per cent. Major expenditures included: Apportionment for schools and junior colleges, $392,550,774, up 5.1 per cent; University of California, $89,246,514, up 12.7 per cent; aid to needy aged, $89,229,-925, up 20.5 per cent; aid to needy children, $46,229,499, up 4.8 per cent, and bond interest and redemption, $43,146,127, up 46 per cent. Household Workers Warned on Tax File R. A. Riddle, Director of Internal Revenue for Los Angeles, today cautioned wage earners who have more than one employer to be sure to include income from all sources on their federal income tax returns. Mr. Riddell said household workers in particular often work for a number of employers, either on a regular schedule of one or more days a week, or on an irregular basis. Also honored with young Vincent at a Revere house luncheon in Tustin were Jane Cohen from Westminster High School and Martin Hayden of Santa Ana Valley High School, who won special awards for excellence. Fred Malis was the English teacher for both boys. Vincent's winning essay earned him a $25 savings bond and plaque, plus a large scroll plaque for his school. He will compete with other county winners, with the California winner given a free trip to Washington D.C. to compete for $2500 in prizes and presidential citations. Last year, Tim Ingram from Western High School in Anaheim won the Orange County and California titles, and placed among the five national finalists. The essays were written on the theme of "How My Community Benefits from the Abilities of Handicapped Workers." RICE control instrumentation field New Sales Engineer Chosen For Robertshaw at Anaheim Gordon L. Rice has been named as a sales engineer for Robertshaw-Fulton's Aeronautical and Instruments division at Anaheim California, according to an announcement by Robert A. Knapp, field sales manager for industrial instruments at that division. Mr. Rice will join the division's sales force in the Southern California area, working out of Robert shaw's new offices at 2600 East Eighth Street, Los Angles. In making the announcement, Mr. Knapp said Mr. Rice would be responsible for sales in the Los Angeles area of a widely varied line of process control instrumentation for industry. These Robertshaw products include the "Microsen" instrument line, capacitance level measurement devices, and "Vibraswitch" vibration malfunction detectors. Mr. Rice is a native of Sioux City, Iowa, and holds a B.S. degree in chemical engineering from the South Dakota School of Mines and Technology. He is a registered professional chemical engineer in California, and a member of the Instrument Society of America, Southern California Meter Association, Society of Automotive Engineers, Society of Aircraft Process Engineers, and the American Chemical Society. He has published several papers on chemical processes and holds patents on chemical processing equipment. Before joining Robertshaw, Mr. Rice served as a process engineer with Turco Products, Inc., at Wilmington, California. During World War II he served in the U.S. Navy. Mr. Rice and his wife, the former Helen Wilkinson of Newell, South Dakota, make their home in Whittier, California. OSC Professor Wins Praise From Japanese for Writing A book by an Orange State College professor has helped shape Japan's post-war education, according to word received recently from a Japanese educator. "Early Elementary Education," by Dr. Myrtle M. Imhoff, professor of education at OSC, was "a great contribution to the education of young people in Japan," according to Professor Tadashi Tominaga, professor of education at Nara Women's University, Nara, Japan. In a letter to Dr. Imhoff, Prof. Tominaga points out that the Orange State College educator's book provided "much encouragement and great help" when the whole educational system of Japan was reorganized under the leadership of the American occupation authorities after World War II. The Japanese educator is translating Dr. Ibuff's text into his native language, in order that the book may have a wider distribution and readership in Japan. STANLEY G.
